The Measures for the Public Disclosure of Major Violations of Law on Labor Security, as deliberated and adopted at the 104th executive meeting of the Ministry of Human Resources and Social Security on August 1, 2016, are hereby issued, and shall come into force on January 1, 2017. 《重大劳动保障违法行为社会公布办法》已经2016年8月1日人力资源社会保障部第104次部务会讨论通过,现予公布,自2017年1月1日起施行。

Measures for the Public Disclosure of Major Violations of Law on Labor Security 重大劳动保障违法行为社会公布办法
Article 1 For the purposes of strengthening the punishment of major violations of law on labor security, enhancing public scrutiny, and promoting the compliance of employers with laws, regulations, and rules, these Measures are developed in accordance with the Regulation on the Labor Security Supervision, the Interim Regulation on the Publication of Enterprise Information, and other provisions.   第一条 为加强对重大劳动保障违法行为的惩戒,强化社会舆论监督,促进用人单位遵守劳动保障法律、法规和规章,根据《劳动保障监察条例》《企业信息公示暂行条例》等有关规定,制定本办法。
Article 2 These Measures shall apply to the public disclosure, by the administrative departments of human resources and social security according to the law, of major violations of law on labor security of employers.   第二条 人力资源社会保障行政部门依法向社会公布用人单位重大劳动保障违法行为,适用本办法。
Article 3 The administrative departments of human resources and social security shall disclose to the public the major violations of law on labor security under the principles of compliance with laws and regulations, fairness and impartiality, and objectivity and authenticity.   第三条 人力资源社会保障行政部门向社会公布重大劳动保障违法行为,应当遵循依法依规、公平公正、客观真实的原则。
Article 4 The Ministry of Human Resources and Social Security shall be responsible for guiding and supervising the national work on the public disclosure of major violations of law on labor security and disclosing to the public the violations of law on labor security of great significance nationwide.   第四条 人力资源社会保障部负责指导监督全国重大劳动保障违法行为社会公布工作,并向社会公布在全国有重大影响的劳动保障违法行为。
The administrative departments of human resources and social security of all provinces, autonomous regions, and municipalities directly under the Central Government shall be responsible for guiding and supervising work on the public disclosure of major violations of law on labor security within their respective administrative regions and disclosing to the public the violations of law on labor security of great significance within their respective administrative regions.

 省、自治区、直辖市人力资源社会保障行政部门负责指导监督本行政区域重大劳动保障违法行为社会公布工作,并向社会公布在本行政区域有重大影响的劳动保障违法行为。
