| For the purposes of implementing the spirit of the important instructions given by General Secretary Xi Jinping and the decisions and arrangements of the Standing Committee of the Political Bureau of the CPC Central Committee on supporting foreign-trade enterprises to resume production, increasing support for trade financing and maximizing the role of export credit insurance, doing a good job relating to short-term export credit insurance (hereinafter referred to as “short-term insurance”), supporting foreign-trade enterprises in coping with the impact of COVID-19, and maintaining steady growth in foreign trade, you are hereby notified of the relevant matters as follows: | | 为贯彻落实习近平总书记重要指示批示精神和中央政治局常委会关于支持外贸企业抓紧复工生产，加大贸易融资支持，充分发挥出口信用保险作用的决策部署，做好2020年短期出口信用保险（以下简称短期险）相关工作，全力支持外贸企业应对新冠肺炎疫情影响，保持外贸稳定增长，现将有关事项通知如下： |
| I. Improving political standing and taking short-term insurance as leverage to cope with the impact of the epidemic and stabilize foreign trade | | 一、提高站位，将短期险作为应对疫情影响、稳外贸工作的有力抓手 |
Since the outbreak of the epidemic, export enterprises have been faced with many difficulties in, say, reopening to work, transportation, delivery, finding orders, and financing, and their normal operation has been greatly challenged. The latest questionnaire on the operation of foreign-trade enterprises conducted by China Export & Credit Insurance Corporation (hereinafter referred to as the “SINOSURE”) commissioned by the Ministry of Commerce shows that the overwhelming majority of foreign-trade enterprises are unable to ship goods and get the foreign exchange on schedule. Local commerce departments and business offices of SINOSURE shall further improve political positioning, be fully aware of the complicated and grave situation and challenges in stabilizing foreign trade, effectively use the positive role of short-term insurance in stabilizing foreign trade and expectations, take short-term insurance as leverage to minimize the impact of the epidemic on foreign-trade enterprises, and help foreign-trade enterprises stabilize their confidence and enhance their ability to survive risks. Local commerce departments shall guide enterprises in sufficiently using policy tools for export credit insurance to create favorable conditions for the short-term insurance business of SINOSURE. The business offices of the SINOSURE shall maximize the role of policy-based financial institutions, further expand the coverage of short-term insurance, coordinate the allocation of resources, introduce targeted professional services, improve underwriting efficiency, and innovate underwriting models, so as to help enterprises strengthen the management of export risks and reduce the losses of enterprises.
．．．．．． | | 自疫情爆发以来，出口企业面临复工难、运输难、交付难、接单难、融资难等诸多难题，正常经营受到极大挑战。商务部委托中国出口信用保险公司（以下简称中信保公司）对外贸企业运营情况的最新问卷调查显示，绝大部分外贸企业存在无法按期出运、收汇的问题。各地商务主管部门和中信保公司各营业机构要进一步提高政治站位，充分认识当前稳外贸面临的复杂严峻形势和挑战，发挥好短期险对稳外贸、稳预期的积极作用，将短期险作为化解疫情对外贸企业影响的有力抓手，帮助外贸企业稳定信心、增强抗风险能力。各地商务主管部门要引导企业用好用足出口信用保险政策工具，为中信保公司短期险业务创造良好条件。中信保公司各营业机构要切实发挥好政策性金融机构作用，进一步扩大短期险覆盖面，统筹资源配置，出台有针对性的专业服务，提高承保效率，创新承保模式，帮助企业加强出口风险管理，减少企业损失。
