| Article 1 The present Measures are formulated in accordance with the Civil Procedure Law of the People's Republic of China, Lawyers Law of the People's Republic of China, Regulation on Legal Aid, and the Provisions of the Supreme People's Court on Providing Legal Remedy to Litigants with Confirmed Financial Difficulties (hereinafter referred to as the Provisions on Legal Remedy), as well as other relevant provisions, and in combination with the reality of legal aid work, for the purpose of strengthening and regulating the work for legal aid in civil actions. | | 第一条 为加强和规范民事诉讼法律援助工作，根据《中华人民共和国民事诉讼法》、《中华人民共和国律师法》、《法律援助条例》、《最高人民法院关于对经济确有困难的当事人提供司法救助的规定》（以下简称《司法救助规定》），以及其它相关规定，结合法律援助工作实际，制定本规定。 |

| Article 3 As to the standards for citizens with financial difficulty, the provisions of the people's government of the province, autonomous region or municipality directly under the Central Government at the place where a case is accepted shall be followed. | | 第三条 公民经济困难的标准，按案件受理地所在的省、自治区、直辖市人民政府的规定执行。 |

Article 4 After a legal aid institution accepts an application for legal aid, it shall make examination and make a decision in a timely manner according to the relevant provisions. For any party that complies with the conditions on legal aid, it shall determine to provide legal aid, and inform the party to apply for legal remedy to the people's court that has jurisdiction. If the party does not comply with the conditions on legal aid, it shall make a decision on not granting the aid.
