| At present, Shanghai has entered a new stage in its efforts to build itself into a globally influential technology innovation center. All banking and insurance institutions in Shanghai shall develop a strategic awareness and awareness of the overall situation, serve the "Shanghai Service" brand, actively connect themselves with the “four beams and eight pillars” task of developing Shanghai into a science and technology innovation center, the Action Plan of Shanghai Banking Sector's Supporting the Development of Shanghai into a Science and Technology Innovation Center (2017-2020), and implement the "4465" technology and financial system and six key tasks in accordance with the Action Plan for Shanghai Banking Industry to Support the Development of Shanghai into a Science and Technology Innovation Center (2017-2020). They shall take the initiative to act and undertake the mission according to their own resource conditions and market positioning, and actively participate in ecological innovation, strive to provide professional services, and achieve good interaction between science and technology and finance, so as to implement the national innovation strategy. | I. Focusing on building Shanghai into a science and technology innovation center and implementing the strategy of "granting targeted science and technology loans" through five major supporting measures | | 一、紧扣科创中心建设，以五大支持措施实施“精准科贷”策略 |
| 1. The construction of three major new tasks in Shanghai shall be supported. The construction of the new area of China (Shanghai) Pilot Free Trade Zone, the STAR market of the Shanghai Stock Exchange, and the integration of the Yangtze River Delta region shall be supported. The construction of the G60 Science and Technology Innovation Corridor shall be advanced in an orderly manner through the efforts to benchmark the highest international standards, optimize the financial environment and cultivate high-quality science and technology innovation enterprises, so as to promote high-quality, integrated and coordinated regional development. | | （一）支持上海三项新的重大任务建设。支持上海自由贸易试验区新片区、上海证券交易所科创板、长三角区域一体化这三项新的重大任务建设。对标国际最高标准，优化金融环境，培育优质科创企业，有序推进G60科创走廊建设，推动区域高质量一体化协同发展。 |
| 2. The construction of research infrastructure and major science and technology projects shall be supported. The use of credit, mergers and acquisitions, leasing, trust, bonds, and other financial instruments shall be encouraged to support the construction of the Zhangjiang Comprehensive National Science Center and the functional platform for R & D and transformation. In the areas that are urgently needed by the State, able to fill in the domestic gaps, have foundations in Shanghai and that are expected to make breakthroughs, priority shall be given to supporting the strategic emerging industry projects that have high technical content, good application prospects, strong demonstration and driving effect and are at the key links of the industrial chain. | | （二）支持科研基础设施和科技重大项目建设。鼓励使用信贷、并购、租赁、信托、债券等金融工具，支持张江综合性国家科学中心和研发与转化功能型平台建设。在国家亟需、能填补国内空白、上海自身有基础并有望取得突破的领域，重点支持技术含量高、应用前景好、示范带动作用强、处于产业链关键环节的战略性新兴产业项目。 |
| 3. The building of the “Made in Shanghai” brand shall be supported to serve the innovative layout of the scientific and technological industry. The development of related industrial clusters such as civil aviation, integrated circuits, biomedicine, high-end equipment and green chemicals shall be supported according to the Shanghai's Action Plan for Launching the “Made in Shanghai” Brand and Accelerating the Development of Shanghai into a Global Manufacturing Excellence Base 2018-2020. Innovative activities targeted at cross-industry integration shall be supported. Enterprises shall be supported to carry out innovation and exploration in such cross-integration fields as artificial intelligence, industrial Internet, big data, intelligent manufacturing, and genetic engineering. The coverage and operation model of patent insurance shall be further improved to protect the core innovation competitiveness of science and technology enterprises in innovation. Financial resources shall favor “hard science and technology”, and give priority to supporting hi-tech enterprises with core intellectual property rights, especially those with invention patents. | | （三）支持“上海制造”品牌建设，服务科技产业创新布局。围绕上海市《全力打响“上海制造”品牌加快迈向全球卓越制造基地2018-2020年行动计划》，支持培育民用航空、集成电路、生物医药、高端装备、绿色化工等相关产业集群的发展；支持跨界融合的创新活动，在人工智能、工业互联网、大数据、智能制造、基因工程等交叉融合领域支持企业进行创新探索。进一步完备专利保险保障内容和运营模式，保护科技企业创新核心竞争力。金融资源要向“硬科技”倾斜，优先支持具有核心知识产权、特别是拥有发明专利的新技术企业。 |
| 4. The construction of a platform for trading and transfer of specialized technologies shall be supported. The personnel or teams having considerable experience in transforming scientific and technological achievements shall be supported in their efforts to establish market-oriented and specialized technology transfer service agencies; the rapid development of various specialized technology service agencies shall be supported; the construction of technology trading service platforms that meet the characteristics of the transformation of scientific and technological achievements and combine online and offline trading shall be supported to encourage various market players to actively participate in the trading of scientific and technological achievements. | | （四）支持专业技术交易转移平台建设。支持具有丰富科技成果转化经验的人员或团队创办市场化、专业化的技术转移服务机构；支持各类专业化技术服务机构快速发展；支持符合科技成果转移转化特性、线上线下结合的技术交易服务平台建设，引导各类市场主体积极参与科技成果交易。 |
| 5. The financial demand of high-level scientific and technological talents shall be supported. High-level talents shall be encouraged to start business in Shanghai. Steps shall be taken to specifically develop and innovate financial products based on the characteristics and needs of strategic talents and high-tech talents when they establish and high-tech enterprises or participate in the operation of high-tech enterprises so that the high-level talents may truly make full use of their special value. | | （五）支持高层次科技人才的金融需求。支持高层次人才来沪创业，针对战略型人才和高科技人才的特点和需求，在其设立高科技企业或参与高科技企业经营的过程中，针对性开发创新金融产品，使高层次人才真正发挥其特殊价值。 |
