| For purposes of maintaining legal consistency and strengthening the construction of a government under the rule of law, the Ministry of Agriculture and Rural Affairs has conducted a review of the rules and regulatory documents involved in the deepening of institutional reform, the optimization of the business environment, the advancement of the reform of “simplifying procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services,” etc., as well as rules and regulatory documents no longer applicable in practice. Upon review, the Ministry of Agriculture and Rural Affairs has decided to amend some clauses of two rules and repeal four rules and six regulatory documents. | | 为了维护法制统一，加强法治政府建设，农业农村部对深化机构改革、优化营商环境、推进“放管服”改革等涉及的规章和规范性文件，以及实践中不再适用的规章和规范性文件进行了清理。经过清理，农业农村部决定，对2部规章的部分条款予以修改，对4部规章和6部规范性文件予以废止。 |

| In subparagraph (1) of Article 11, “jointly with the designated factories (sites) where the fishery vessels are dismantled” is deleted. | | 删去第十一条第一项中的“与渔船定点拆解厂（点）共同”。 |
| One paragraph is added as paragraph 2 of Article 15: “For a specialized ocean-going fishing vessels, where an application for undergoing the formalities of manufacturing the fishery vessel is unable to be filed on time for special reasons, an extension may be applied for within the time limit prescribed in the preceding paragraph,which, however, shall not exceed 36 months from the expiration date of the corresponding ocean-going fishing project.” | | 增加一款，作为第十五条第二款：“专业远洋渔船因特殊原因无法按期申请办理渔船制造手续的，可在前款规定期限内申请延期，但最长不超过相应远洋渔业项目届满之日起36个月。” |
In paragraph 1 of Article 16, “The approval authority shall concurrently record the handling information in the Approval Letter on Quota for Fishery Vessel and Net Devices." is deleted. Paragraph 2 of Article 16 is amended to read: "The validity period of the Approval Letter on Quota for Fishery Vessel and Net Devices for manufacturing, renovating or importing fishery vessels shall be 18 months, and the validity period of the Approval Letter on Quota for Fishery Vessel and Net Devices for purchasing fishery vessels shall be 6 months. Where relevant formalities are unable to be undergone within the prescribed time limit for special reasons, an 18-month extension of the validity period may be applied for within three months prior to the expiry of the validity period." One paragraph is added as paragraph 3 of Article 16: “For a specialized ocean-going fishing vessel operating in special fishing areas of which the construction has already started, where the relevant formalities are still unable to be undergone within the extension period, another 18-month extension may be applied for within three months before the expiry of the extension period, and no further extension shall be applied for thereafter.”
