| Announcement on Replicating and Promoting A New Group of Pilot Reform Experience of Pilot Free Trade Zones | | 关于复制推广自由贸易试验区新一批改革试点经验的公告 |
| In order to implement the Notice of the State Council on Effectively Conducting the Replication and Promotion of A New Group of Pilot Reform Experience of Pilot Free Trade Zones (No. 63 [2016], State Council), in light of the actual work circumstances, five items of pilot reform experience involving the inspection and quarantine field shall be replicated and promoted nationwide or in areas under special customs supervision, which are hereby announced as follows: | | 为贯彻落实《国务院关于做好自由贸易试验区新一批改革试点经验复制推广工作的通知》（国发〔2016〕63号），根据工作实际，将涉及检验检疫领域的5项改革试点经验在全国或特殊监管区域进行复制推广，现公告如下： |
| I. Reform and innovation in the administration of issuance of certificates of origin. The recordation formalities for applicants for certificates of origin shall be simplified; the “integrated” issuance of certificates of origin nationwide shall be promoted; and enterprise' recordation and application for certificates of origin shall be facilitated. In this regard, the Guiding Opinions on the Reform and Innovation in the Administration of Issuance of Certificates of Origin (see Annex 1) are specially developed, and shall be promoted nationwide. | | 一、原产地签证管理改革创新。简化原产地证书申请人备案手续，推进全国签证“一体化”，便利企业备案、申领原产地证书，特制定《原产地签证管理改革创新指导意见》（见附件1）。推广范围为全国。 |
| II. New supervision models for international navigation vessel quarantine. The declaration modes for international navigation vessels shall be optimized; inspection and quarantine measures shall be improved; supervision and administration shall be strengthened; risk management shall be implemented; joint supervision and information exchange on vessels shall be boosted; and the passage efficiency of international navigation vessels shall be improved. In this regard, the Regulations on the Administration of the Health Quarantine of International Navigation Vessels (for Trial Implementation) (see Annex 2) are specially developed, and shall be promoted nationwide. | | 二、国际航行船舶检疫监管新模式。优化国际航行船舶申报模式，完善检验检疫措施，加强监督管理，实施风险管理，推进船舶联合监管与信息互换，提高国际航行船舶通行效率，特制定《国际航行船舶卫生检疫管理规范（试行）》（见附件2）。推广范围为全国。 |
| III. List system of low-risk animal and plant products exempted from submission of quarantine certificates. A list of products exempted from check of animal and plant quarantine certificates issued by exporting countries or regions shall be developed, and goods included in the list shall be exempted from submission of animal and plant quarantine certificates issued by exporting countries or regions. In this regard, the List of Products Exempted from Check of Animal and Plant Quarantine Certificates Issued by Exporting Countries or Regions (see Annex 3) is specially developed, and shall be promoted nationwide. | | 三、免除低风险动植物检疫证书清单制度。制定免于核查输出国家或地区动植物检疫证书的清单，对清单内货物免于提交输出国家或地区动植物检疫证书，特制定《免于核查输出国家或地区动植物检疫证书的清单》（见附件3）。推广范围为全国。 |
| IV. New supervision mode for products entering China for maintenance. Focus shall be put on vigorously promoting the implementation of the Guiding Opinions of the General Administration of Quality Supervision, Inspection and Quarantine on Promoting the Quality Safety Management of Mechanical and Electronic Materials Entering China for the Purpose of Maintenance/Remanufacturing (No. 592 [2015], AQSIQ, see Annex 4) in areas under special customs supervision. Maintenance/remanufacturing business shall be expanded, jointly with the local commerce, customs, and environmental protection departments, to imported engine, gearbox, mechanical equipment, medical apparatus and instruments and other industries with high-tech contents, high value added and low environmental pollution in which the implementation of pilot programs are supported by provincial governments, and quality safety management shall be effectively conducted. | | 四、入境维修产品监管新模式。重点在特殊监管区域内大力推进《质检总局关于推进维修／再制造用途入境机电料件质量安全管理的指导意见》（国质检检〔2015〕592号，见附件4）的落实；会同当地商务、海关、环境保护部门在省级政府支持试点的进口发动机、变速箱、机械设备、医疗器械等高技术含量、高附加值、低环境污染的行业拓展维修/再制造业务，做好质量安全管理工作。 |
| V. Supervision and administration mode for the inspection and quarantine of goods under bonded exhibition and trading. The line-division supervision, pre-inspection and registration and verification and other supervision and administration of the inspection and quarantine of goods under bonded exhibition and trading (including goods under bonded exhibition and bonded sales) shall be conducted. In this regard, the Working Rules for the Supervision and Administration of the Inspection and Quarantine of Goods under Bonded Exhibition and Trading in Pilot Free Trade Zones (see Annex 5) are specially developed, and shall be promoted in areas under special customs supervision nationwide. | | 五、保税展示交易货物检验检疫监督管理模式。对保税展示交易（包括保税展示和保税展销）货物实施检验检疫分线监管、预检验和登记核销等监督管理，特制定《自贸试验区保税展示交易货物检验检疫监督管理工作规范》（见附件5）。推广范围为全国特殊监管区域。 |

| | 原产地签证管理改革创新指导意见 |
| | 为有效落实国家自由贸易试验区政策，围绕制度创新为核心，简政放权、放管结合、优化服务，推进原产地签证管理改革，便利企业备案、申领原产地证书，提高区域性优惠关税政策利用率，进一步扩大自贸试验区检验检疫原产地签证改革成效，在全国检验检疫系统全面复制推广，特制定本指导意见。 |
| | 一、简化原产地证书申请人备案手续，降低备案门槛 |
| | 1. 凡具备对外贸易经营者资格的申请人，凭依法取得的《对外贸易经营者备案登记表》（或《外商投资企业批准证书》）以及营业执照，即可向当地检验检疫部门备案，申请人身份包括法人、其他组织或者个人及家庭（如个体工商户）。 |
| | 2. 不具备对外贸易经营者资格的生产商，允许其作生产商备案。对于自由贸易协定明确赋予其证书申请资格的生产者，允许其申请原产地证书；尚未明确的，以促进对外贸易为原则，可允许其作为申请人。 |
| | 3. 对申请材料齐全、真实、符合法定形式的申请人，检验检疫机构原则上应当场予以备案。 |
| | 4. 申请人提交法人营业执照等申请资料电子数据的，免予提交相关资料复印件。 |
| | 二、推进全国签证“一体化”，允许申请人在属地完成备案后，选择多个签证、领证机构，向任一检验检疫原产地受理窗口申请签发原产地证书 |
| | 1. 原产地证书申请人在属地检验检疫局完成备案后，可随时申请增加异地签证机构，无须审批，属地检验检疫局负责配合申请人完成信息化配置，增加签证、领证机构。 |
| | 2. 各检验检疫原产地受理窗口不得拒绝异地备案申请人申请签发原产地证书，积极告知机构信息，配合申请人增加签证、领证机构。 |
| | 3. 异地签证涉及原产地调查的，由签证、领证机构委托申请人所属备案机构进行。 |

| | 国际航行船舶卫生检疫管理规范（试行） |
| | 第一章 总则 |
| | 第一条 为规范和便利出入境（港）国际航行船舶的卫生检疫管理，根据《中华人民共和国国境卫生检疫法》及其实施细则、《中华人民共和国反恐怖主义法》、《国际航行船舶进出中华人民共和国口岸检查办法》（国务院令第175号）、《国际航行船舶出入境检验检疫管理办法》（质检总局令第38号）和《出入境交通工具电讯卫生检疫管理办法》（质检总局公告2016年第78号）的规定，制定本规范。 |
| | 第二条 本规范所称的口岸是指中华人民共和国国境水港口岸（以下简称口岸）。 |
| | 本规范所称的国际航行船舶（以下简称船舶）是指进出口岸的外国籍船舶和航行国际航线的中华人民共和国国籍船舶，包括中国香港籍和中国澳门籍船舶，两岸直航船舶参照本规范要求执行。船舶种类包括邮轮、客轮、客滚轮、货轮等船舶。 |
| | 第三条 本规范适用于口岸出入境（港）船舶的卫生检疫及监督管理工作。 |
| | 第四条 国家质量监督检验检疫总局（以下简称国家质检总局）统一管理全国出入境（港）船舶卫生检疫监督管理工作；国家质检总局设在各地的出入境检验检疫机构（以下简称检验检疫机构）负责所辖地区的出入境（港）船舶卫生检疫监督管理工作。 |
| | 第二章 申报 |
| | 第五条 出入境（港）的船舶，船舶运营者或其代理人应按照有关规定申报船舶信息，并确保申报内容的准确性，如申报内容发生变化的，应及时申请更正。 |
| | 第六条 检验检疫机构应将船舶卫生检疫监管全面纳入地方电子口岸平台建设，落实“信息互换、监管互认、执法互助”，推进“单一窗口”建设。在地方电子口岸平台上与港口、海事及其他相关部门交换船舶相关执法指令和物流信息，推行船舶申报一次录入、多方发送的申报模式。
