The Measures for the Administration of Sports Events and Activities, as deliberated and adopted at the 14th executive meeting of the General Administration of Sport of China on November 1, 2019, are hereby issued and shall come into force on May 1, 2020. 《体育赛事活动管理办法》已于2019年11月1日经国家体育总局第14次局务会议审议通过,现予公布,自2020年5月1日起施行。

Measures for the Administration of Sports Events and Activities 体育赛事活动管理办法
Chapter I General Provisions 

第一章 总 则

Article 1 These Measures are developed in accordance with the Law of the People's Republic of China on Physical Culture and Sports, the Regulation on National Fitness and other relevant laws and regulations for the purposes of regulating the orderly development of sports events and activities and promoting the sound development of the undertaking of physical culture and sports.   第一条 为规范体育赛事活动有序开展,促进体育事业健康发展,根据《中华人民共和国体育法》、《全民健身条例》以及其他相关法律法规,制定本办法。
Article 2 For the purposes of these Measures, “sports events and activities” is a collective term for all kinds of sports events and activities at all levels lawfully held within the territory of China.   第二条 本办法所称体育赛事活动,是指在中国境内依法举办的各级各类体育赛事活动的统称。
Article 3 Sports events and activities shall adhere to the principle of combining government supervision with industry self-regulation, and be subject to cateogrized management. Interim and ex-post supervision shall be strengthened to optimize services for sports events and activities.   第三条 体育赛事活动应当坚持政府监管与行业自律相结合的原则,实行分级分类管理,加强事中事后监管,优化体育赛事活动服务。
The General Administration of Sport of China (“GAOS”) shall be responsible for the supervision of sports events and activities nationwide. The sports departments of local people's governments at or above the county level (hereinafter referred to as local sports departments) shall be responsible for the supervision of sports events and activities in areas under their jurisdiction. 国家体育总局(以下简称体育总局)负责全国范围内体育赛事活动的监管。县级以上地方人民政府体育主管部门(以下简称地方体育部门)负责所辖区域内体育赛事活动的监管。
The All-China Sports Federation, the Chinese Olympic Committee, local sports federations, national sports associations, local sports associations and other sports associations (hereinafter referred to as “sports associations”) shall be responsible for the service, guidance and regulation of relevant sports events and activities in accordance with laws, regulations and their respective articles of association. 中华全国体育总会、中国奥林匹克委员会、地方体育总会、全国性单项体育协会、地方性单项体育协会以及其他体育协会(以下简称体育协会)按照法律法规及各自章程负责相关体育赛事活动的服务、引导和规范。
Article 4 Sports events and activities shall be held under the principles of legality, safety, openness, impartiality, fairness, integrity, civilization and environmental friendliness.   第四条 体育赛事活动举办应当遵循合法、安全、公开、公平、公正、诚信、文明、绿色的原则。
Article 5 For the purposes of these Measures, “host” means any organization or individual that initiates and organizes a sports event or activity; “organizer” means any organization or individual that is specifically responsible for the preparation and implementation of a sports event or activity; “co-organizer” means any organization or individual that provides certain business guidance or material and human resources support and assists in organizing sports events. The rights and obligations of the host, the organizer and the co-organizer shall be specified in a written agreement.   第五条 本办法所称主办方是指发起举办体育赛事活动的组织或个人;承办方是指具体负责筹备、实施体育赛事活动的组织或个人;协办方是指提供一定业务指导或者物质及人力支持、协助举办体育赛事活动的组织或个人。主办方、承办方、协办方之间的权利义务应当通过书面协议方式约定。
Chapter II Sports Events and Activities Bidding and its Approval 

第二章 体育赛事活动申办和审批

Article 6 The national comprehensive games hosted by the GAOS, the All-China Sports Federation, or the Chinese Olympic Committee shall be bid for by the people's governments of the provinces, autonomous regions and municipalities directly under the Central Government according to the administrative provisions on the bid for comprehensive games, which shall be submitted to the State Council for approval before the game is held.   第六条 体育总局以及中华全国体育总会、中国奥林匹克委员会主办的全国综合性运动会,由省、自治区、直辖市人民政府按照综合性运动会申办管理规定申办,报国务院批准后举办。
If the local sports department and local sports federation host the comprehensive game within their own jurisdictions, it's up to them to determine their bidding methods. 地方体育部门以及地方体育总会主办的所辖区域内的综合性运动会自行确定申办办法。
Article 7 Bidding for international sports events and activities shall be submitted for approval according to procedures. No bid shall be made without approval.   第七条 申办国际体育赛事活动,应当按照程序报批,未经批准,不得申办。
The following international sports events and activities shall be included in the GAOS's annual plan for foreign affairs activities, and shall be submitted to the GAOS or the State Council for approval according to the relevant regulations and the approval authority: the important international sports events hosted or co-hosted by the GAOS, the international comprehensive games, world championships, world cups, Asian championships and Asian cups hosted by international sports organizations, the events involving the qualification or points for the Olympic or Asian Games, the international sports events and activities organized across provinces (autonomous regions and municipalities directly under the Central Government) as hosted by a national sports association, and the international sports events and activities involving special fields in sensitive areas on the sea, in the airs or on the ground. 以下国际体育赛事活动需列入体育总局年度外事活动计划,并按照有关规定和审批权限报体育总局或国务院审批:体育总局主办或共同主办的重要国际体育赛事活动,国际体育组织主办的国际综合性运动会、世界锦标赛、世界杯赛、亚洲锦标赛、亚洲杯赛,涉及奥运会、亚运会资格或积分的赛事,全国性单项体育协会主办的跨省(区、市)组织的国际体育赛事活动,涉及海域、空域及地面敏感区域等特殊领域的国际体育赛事活动。
The international sports events and activities hosted by the relevant entities of the GAOS or a national sports association, or co-hosted with the local government but dominated by the relevant entities of the GAOS or national sports association shall be included in the GAOS's annual plan for foreign affairs activities, and approved in principle by the local people's government that has the authority to approve foreign affairs or the relevant department under it. 体育总局相关单位或全国性单项体育协会主办,或与地方共同主办但由体育总局相关单位或全国性单项体育协会主导的国际体育赛事活动,需列入体育总局外事活动计划,原则上由有外事审批权的地方人民政府或其有关部门审批。
The international sports events and activities hosted by the local government or co-hosted with relevant entities of the GAOS or a national sports association but dominated by the local government shall be approved by the local people's government that has the authority to approve foreign affairs or the relevant department under it, and shall not be included in the GAOS's annual plan for foreign affairs activities but be filed with the GAOS in a unified way. 地方自行主办,或与体育总局相关单位或全国性单项体育协会共同主办但由地方主导的国际体育赛事活动,由有外事审批权的地方人民政府或其有关部门审批,不列入体育总局外事活动计划,但应统一向体育总局备案。
For other commercial or mass international sports events and activities, the formalities for foreign affairs shall be undergone according to the principle of territorial administration and relevant local regulations. 其他商业性、群众性国际体育赛事活动,应当按照属地管理原则,根据地方有关规定办理外事手续。
The relevant foreign-affairs formalities for, among others, invitation letters and reception notices for participants in the aforementioned sports events and activities shall be undergone according to the principle of “whoever grants approval invites”. 参加以上体育赛事活动人员的来华邀请函、接待通知等相关外事手续,按照“谁审批谁邀请”的原则办理。
Article 8 If sports events and activities in health-care Qigong, aviation sports, mountaineering and other sports are otherwise provided for in any other administrative regulation, such provisions shall prevail.   第八条 健身气功、航空体育、登山等运动项目的体育赛事活动,另有行政审批规定的,按照规定程序办理。
Article 9 The sports events and activities held in China by overseas NGOs shall be subject to approval by the sports department of the people's government at the provincial level and reported to the public security organ at the same level for recordation.   第九条 境外非政府组织在中国境内举办的体育赛事活动,应当经省级人民政府体育部门同意,并报同级公安机关备案。
National sports associations shall participate in the corresponding international sports organizations on behalf of China, and any organization or individual that hosts or organizes a sports event of the corresponding international sports organization within the territory of China shall reach an agreement through consultation with the national sports association. 全国性单项体育协会代表中国参加相应的国际单项体育组织,任何组织和个人在中国境内主办或承办相应的国际单项体育组织的体育赛事活动,应当与全国性单项体育协会协商一致。
Article 10 Subject to Articles 7 and 8, the GAOS shall not be responsible for the approval of sports events and activities. If it is otherwise provided for by the departments of public security, market supervision, public health, transportation, maritime affairs, radio management, and foreign affairs, the host or organizer shall handle the matter in accordance with such provisions.   第十条 除第七、八条规定外,体育总局对体育赛事活动一律不做审批,公安、市场监管、卫生健康、交通运输、海事、无线电管理、外事等部门另有规定的,主办方或承办方应按规定办理。
Local sports departments shall, in accordance with the relevant regulations of the State Council and the local people's congresses and governments, reduce the approval of sports events and activities. The reserved approval items shall be continuously optimized. 地方体育部门应当按照国务院、地方人大和政府的相关规定,减少体育赛事活动审批;对保留的审批事项,不断优化服务。
Local sports departments shall actively coordinate and encourage local people's governments to establish a “one-stop” service mechanism linking sports, public security, health and other departments with commercial and mass sports events and activities or an inter-departmental coordination mechanism. 地方体育部门应当积极协调推动地方人民政府,根据实际需要建立体育、公安、卫生等多部门对商业性、群众性大型体育赛事活动联合“一站式”服务机制或部门协同工作机制。
State organs, enterprises and public institutions, social organizations and individuals may organize and hold sports events and activities according to law. 机关、企事业单位、社会组织和个人均可依法组织和举办体育赛事活动。
When holding sports events and activities, state organs, public institutions and sports associations shall choose organizers in an open, fair, and impartial manner, and encourage and support the wide participation of the public. 机关、事业单位、体育协会举办体育赛事活动,应当公开、公平、公正选择承办方,并鼓励和支持社会广泛参与。
Article 11 The name of a sports event or activity shall conform to the following provisions:   第十一条 体育赛事活动的名称应当符合以下规定:
(1) It shall be consistent with the place where the sports event or activity is held and with the items of the event or activity; (一)与举办地域和体育赛事活动的项目内容相一致;
(2) It shall be consistent with the industry or field where the host carries out the activities and with the target population; (二)与主办方开展活动的行业领域和人群范围相一致;
(3) It shall be substantively different from the names of sports events or activities held by others or other organizations; (三)与他人或其他组织举办的体育赛事活动名称有实质性区别;
(4) It shall not infringe upon the lawful rights and interests of other individuals or other organizations; (四)不得侵犯他人或其他组织的合法权益;
(5) It shall not contain any words that may mislead or cause misunderstanding among the public; (五)不得含有欺骗或可能造成公众误解的文字;
(6) It shall not use the words with religious meanings; (六)不得使用具有宗教含义的文字;
(7) The words with political, diplomatic and defense attributes such as “Belt and Road Initiative”, “BRICS countries”, and “Shanghai Cooperation Organization”; and (七)按照国家法律法规、政策要求使用“一带一路”、“金砖国家”、“上合组织”等含有政治、外交、国防属性的文字;
(8) Other provisions of relevant laws, regulations and rules. (八)相关法律、法规和规章的其他规定。
Article 12 The words such as “world”, “international”, “Asia”, “China”, “national” and “State” or those with similar meanings may be used in the names of the international and national sports events and activities hosted or organized by the central and state organs and their public institutions and national social organizations, but the same or similar names shall not be used for other sports events and activities.   第十二条 中央和国家机关及其事业单位、全国性社会组织主办或承办的国际性、全国性体育赛事活动,名称中可以使用“世界”、“国际”、“亚洲”、“中国”、“全国”、“国家”等字样或具有类似含义的词汇,其他体育赛事活动不得使用与其相同或类似的名称。
Chapter III Organization of Sports Events and Activities 

第三章 体育赛事活动组织

Article 13 The host and organizer of a sports event or activity shall establish an organizing committee or other organizational mechanisms, and set up special committees for competition, security, journalism and medical treatment as needed, so as to clarify their respective duties and responsibilities for holding the sports event or activity and cooperate with each other.
