| Article 8 The development of intra-Party regulations shall be under the centralized and unified leadership of the CPC Central Committee, and the Secretariat of the CPC Central Committee shall oversee routine work. | | 第八条 党内法规制定工作由党中央集中统一领导，日常工作由中央书记处负责。 |
| The General Office of the CPC Central Committee shall undertake the overall coordination, supervision, and guidance of the development of intra-Party regulations. | | 中央办公厅承担党内法规制定的统筹协调和督促指导工作。 |
| Chapter II Authority | | 第二章 权限 |
| Article 9 The central organizations of the Party shall develop central intra-Party regulations on the following matters: | | 第九条 党的中央组织就下列事项制定中央党内法规： |

| Article 10 The CCDI and the work agencies of the CPC Central Committee shall develop intra-Party regulations on matters within their competence: | | 第十条 中央纪律检查委员会以及党中央工作机关就其职权范围内有关事项制定党内法规： |

| Article 11 The CPC committees of provinces, autonomous regions, and municipalities directly under the Central Government shall develop intra-Party regulations on relevant matters within their competence: | | 第十一条 省、自治区、直辖市党委就其职权范围内有关事项制定党内法规： |

| Article 12 In relation to relevant matters on which central intra-Party regulations are required to be developed, the CCDI, the work agencies of the CPC Central Committee, and the CPC committees of provinces, autonomous regions, and municipalities directly under the Central Government may first develop intra-Party regulations, under the authority of the CPC Central Committee, and when conditions are ripe, develop the central intra-Party regulations. | | 第十二条 根据党中央授权，就应当制定中央党内法规的有关事项，中央纪律检查委员会以及党中央工作机关和省、自治区、直辖市党委可以先行制定党内法规，待条件成熟时再制定中央党内法规。 |
| Where intra-Party regulations are developed under the authority of the CPC Central Committee, the developing agency shall strictly comply with the authorization requirements and promptly report relevant major matters to the CPC Central Committee for instructions, and may release the intra-Party regulations only with approval of the CPC Central Committee. | | 根据党中央授权制定党内法规的，制定机关应当严格遵循授权要求，及时向党中央请示报告有关重大事项，经报党中央批准后方可发布。 |
| Article 13 For a matter within the competence of two or more departments or commissions, the relevant departments or commissions shall jointly develop intra-Party regulations, or request the CPC Central Committee to develop central intra-Party regulations. | | 第十三条 涉及两个以上部委职权范围的事项，有关部委应当联合制定党内法规或者提请党中央制定中央党内法规。 |
| Where the development of intra-Party regulations involves a matter within the competence of the government, Party and government agencies may jointly effect the development. | | 制定党内法规涉及政府职权范围事项的，可以由党政机关联合制定。 |
| Article 14 Where superordinate intra-Party regulations explicitly require the development of supporting intra-Party regulations, such regulations shall be developed in a timely manner; where there is no such requirement, such regulations generally need not be developed. | | 第十四条 上位党内法规明确要求制定配套党内法规的，应当及时制定；没有要求的，一般不再制定。 |
| Supporting intra-Party regulations shall not exceed the scope specified by superordinate intra-Party regulations, and the provisions made shall be unambiguous, specific, targeted, and practicable. | Article 15 Intra-Party regulations shall be developed in a coordinated manner, and five-year programs and annual plans for development of intra-Party regulations shall be prepared scientifically, so as to highlight priorities, effect holistic advancement, and build a system of intra-Party regulations with scientific contents, strict procedures, and sound ancillaries, in effective operation. | | 第十五条 制定党内法规应当统筹进行，科学编制党内法规制定工作五年规划和年度计划，突出重点、整体推进，构建内容科学、程序严密、配套完备、运行有效的党内法规体系。 |
| Article 16 For a five-year program for development of central intra-Party regulations, the General Office of the CPC Central Committee shall consolidate development proposals made by the CCDI, all departments of the CPC Central Committee, and the CPC committees of provinces, autonomous regions, and municipalities directly under the Central Government, draft such a program upon extensive request for comments, and after deliberation at the executive meeting of the Secretariat of the CPC Central Committee, submit it to the CPC Central Committee for approval. | | 第十六条 中央党内法规制定工作五年规划，由中央办公厅对中央纪律检查委员会以及中央各部门和省、自治区、直辖市党委提出的制定建议进行汇总，并广泛征求意见后拟订，经中央书记处办公会议讨论，报党中央审定。 |
| For an annual plan for development of central intra-Party regulations, the General Office of the CPC Central Committee shall, upon consolidating development proposals for the next year made before the end of each year by the CCDI and all departments of the CPC Central Committee, draft such a plan and submit it to the CPC Central Committee for approval. | | 中央党内法规制定工作年度计划，由中央办公厅对中央纪律检查委员会以及中央各部门每年年底前提出的下一年度制定建议进行汇总后拟订，报党中央审批。 |
| Article 17 The proposals for development of central intra-Party regulations made the CCDI, all departments of the CPC Central Committee, and the CPC committees of provinces, autonomous regions, and municipalities directly under the Central Government shall include titles of the intra-Party regulations, necessity of development, time for submission, and drafting entities. | | 第十七条 中央纪律检查委员会以及中央各部门和省、自治区、直辖市党委提出的中央党内法规制定建议，应当包括党内法规名称、制定必要性、报送时间、起草单位等。 |
| Article 18 The CCDI, all departments of the CPC Central Committee, and the CPC committees of provinces, autonomous regions, and municipalities directly under the Central Government may, in accordance with their competence and actual needs, prepare programs and plans for development of intra-Party regulations for their respective systems and regions. | | 第十八条 中央纪律检查委员会以及党中央工作机关和省、自治区、直辖市党委可以根据职权和实际需要，编制本系统、本地区党内法规制定工作规划和计划。 |

| Chapter IV Drafting | | 第四章 起草 |
| Article 20 Central intra-Party regulations shall, based on their contents, be generally drafted by the CCDI and the relevant departments of the CPC Central Committee, and comprehensive intra-Party regulations shall be drafted by the General Office of the CPC Central Committee in coordination with the CCDI and the relevant departments of the CPC Central Committee, or by an ad hoc drafting group constituted thereby. The CPC Central Committee shall organize the drafting of extraordinarily important central intra-Party regulations. | | 第二十条 中央党内法规按其内容一般由中央纪律检查委员会以及中央有关部门等起草，综合性党内法规由中央办公厅协调中央纪律检查委员会以及中央有关部门等起草或者成立专门起草小组起草。特别重要的中央党内法规由党中央组织起草。 |

| Article 22 For drafting of intra-Party regulations, in-depth investigation and research shall be conducted to gain a comprehensive understanding of the actual circumstances, conscientiously sum up historical experience and new practice and experience, and acquire full knowledge about the opinions and recommendations of Party organizations at all levels and Party members. When necessary, the investigation and research may involve the legal advisers of CPC committees and their departments and relevant experts and scholars, or be commissioned from a specialized agency. | | 第二十二条 起草党内法规，应当深入调查研究，全面掌握实际情况，认真总结历史经验和新的实践经验，充分了解各级党组织和广大党员的意见和建议。必要时，调查研究可以吸收党委及其工作机关法律顾问和有关专家学者参加，或者委托专门机构开展。 |
| Article 23 A department or entity that drafts intra-Party regulations shall reach an agreement with another department or entity by consultation on any matter within the scope of the work of the other department or entity, or failing that, state the relevant circumstances when submitting the draft intra-Party regulations. | | 第二十三条 起草党内法规的部门和单位，应当就涉及其他部门和单位工作范围的事项，同有关部门和单位协商一致。经协商未能取得一致意见的，应当在报送党内法规草案时对有关情况作出说明。 |
| Article 24 The drafting of intra-Party regulations shall be in line with the existing intra-Party regulations. Where it is necessary to make provisions on the same matter that are inconsistent with the existing intra-Party regulations, the draft shall contain provisions on how to repeal or how to apply the intra-Party regulations, and be submitted with a statement on the circumstances and reasons. | | 第二十四条 起草党内法规，应当与现行党内法规相衔接。对同一事项，如果需要作出与现行党内法规不一致的规定，应当在草案中作出废止或者如何适用现行党内法规的规定，并在报送草案时说明情况和理由。 |
| Article 25 Upon drafting of intra-Party regulations, comments shall be extensively requested. The scope of the request shall be determined according to the specific contents of the draft intra-Party regulations and, if necessary, comments shall be requested throughout the Party. During the request for comments, attention shall be paid to requesting comments from representatives of the CPC congresses, primary-level Party members and officials, and relevant experts and scholars. | Article 27 An approval authority shall deliver draft intra-Party regulations received to its regulation department for prerequisite review. The prerequisite review shall mainly cover the following: | | 第二十七条 审议批准机关收到党内法规草案后，交由所属法规工作机构进行前置审核。前置审核主要审核下列内容： |
