The development and reform commissions of Tianjin Municipality, Liaoning Province, Shanghai Municipality, Jiangsu Province, Zhejiang Province, Shandong Province, Hunan Province, Guangdong Province, Chongqing Municipality, Sichuan Province, Guizhou Province, Shaanxi Province, and Gansu Province; and all management committees of national new areas: 天津市、辽宁省、上海市、江苏省、浙江省、山东省、湖南省、广东省、重庆市、四川省、贵州省、陕西省、甘肃省发展改革委,各国家级新区管委会:
The state-level new areas (hereinafter referred as the “new areas”) are state-level comprehensive functional areas established by the State Council to undertake the strategic task of the state in terms of major development, reform and opening up. In order to effectively play the experimental and exemplary role of the new areas in leading the reform, development and innovating of systems and mechanisms, through full communication and coordination with the parties concerned, in 2015, the new areas shall effectively perform general reform tasks such as the simplification of administrative procedures and decentralization of powers, the reform of the administrative administration system and the building of a market-oriented business environment. At the same time, the new areas shall explore the innovation of systems and mechanisms in light of their own characteristics and advantages and with focus on one or two key issues, and strive to form replicable and widely applicable experiences so as to provide guidance and set models for other areas. To be specific: 国家级新区(以下简称“新区”)是由国务院批准设立,承担国家重大发展和改革开放战略任务的国家级综合功能区。为切实发挥好新区在引领改革发展和创新体制机制等方面的试验示范作用,经与有关方面充分沟通衔接,2015年,请各新区在全面抓好简政放权、行政管理体制改革、构建市场化营商环境等共性改革任务的同时,结合各自特点和优势,围绕1-2个重点问题开展体制机制创新探索,力争形成可复制、可推广经验,为其它地区提供引领示范。具体如下:
I. Shanghai Pudong New Area. Exploration shall be made with the focus on deepening the institutional innovation of China (Shanghai) Pilot Free Trade Zone, and accelerating the building of a new system of open economy in finance, trade, shipping and other aspects.   一、上海浦东新区。重点围绕深化自由贸易试验区制度创新,在金融、贸易、航运等方面加快构建开放型经济新体制开展探索。
II. Tianjin Binhai New Area. Exploration shall be made with the focus on the building of a coordinated innovation system of the Beijing-Tianjin region, and the coordination and interaction of port areas.   二、天津滨海新区。重点围绕京津协同创新体系建设和港区协调联动开展探索。
III. Chongqing Liangjiang New Area. Exploration shall be made with the focus on building the major intersection of the Silk Road Economic Belt and the Yangtze River Economic Belt, and promoting the establishment of a new pattern for inland customs clearance and port regulation.

   三、重庆两江新区。重点围绕打造丝绸之路经济带和长江经济带重要交汇点,推动建立内陆通关和口岸监管新模式开展探索。
