| Chapter I General Provisions | | 第一章 总则 |
| Article 1 For purposes of regulating the development of intra-Party regulations, improving the quality of intra-Party regulations, shaping a sound framework of intra-Party regulations, advancing regulations-based governance over the Party, this Regulation is developed in accordance with the Constitution of the Communist Party of China. | | 第一条 为了规范党内法规制定工作，提高党内法规质量，形成完善的党内法规体系，推进依规治党，根据《中国共产党章程》，制定本条例。 |
| Article 2 The development of intra-Party regulations shall be guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of the "Three Represents," the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, uphold and strengthen overall Party leadership, ensure the Party's exercise of effective self-supervision and practicing of strict self-governance in every respect, defend the status of General Secretary Xi Jinping as the core of the CPC Central Committee and the whole Party, and resolutely safeguard the authority and centralized and unified leadership of the CPC Central Committee. | | 第二条 党内法规制定工作以马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想、科学发展观、习近平新时代中国特色社会主义思想为指导，坚持和加强党的全面领导，坚持党要管党、全面从严治党，坚决维护习近平总书记党中央的核心、全党的核心地位，坚决维护党中央权威和集中统一领导。 |
| Article 3 Intra-Party regulations are thematic rules and systems developed by the central organizations of the Party, the Central Commission for Discipline Inspection ("CCDI"), the functional departments of the CPC Central Committee, and the CPC committees of provinces, autonomous regions, and municipalities directly under the Central Government, which manifest the Party's unified will and regulate Party leadership and Party building, whose implementation is ensured by Party discipline. | | 第三条 党内法规是党的中央组织，中央纪律检查委员会以及党中央工作机关和省、自治区、直辖市党委制定的体现党的统一意志、规范党的领导和党的建设活动、依靠党的纪律保证实施的专门规章制度。 |
| The Party Constitution is the most fundamental intra-Party regulations and the foundation and basis for formulating other intra-Party regulations. | | 党章是最根本的党内法规，是制定其他党内法规的基础和依据。 |
| Article 4 Intra-Party regulations provide mainly for the following matters: | | 第四条 制定党内法规，主要就以下事项作出规定： |
| (1) The establishment, composition, and powers and duties of various types of Party organizations at all levels. | | （一）党的各级各类组织的产生、组成、职权职责； |
| (2) The systems and mechanisms, standards and requirements, and manners and methods for Party leadership and Party building. | | （二）党的领导和党的建设的体制机制、标准要求、方式方法； |
| (3) The supervision, evaluation, rewards and punishments, and guarantees respecting the work and activities of Party organizations and the conduct of Party members. | | （三）党组织工作、活动和党员行为的监督、考核、奖惩、保障； |
| (4) The selection, promotion, education, management, and supervision of Party officials. | | （四）党的干部的选拔、教育、管理、监督。 |
| Anything in connection with the creation of the powers and duties of Party organizations, the rights and obligations of Party members, Party disciplinary actions, or organizational disciplinary actions may be provided only by intra-Party regulations. | | 凡是涉及创设党组织职权职责、党员义务权利、党的纪律处分和组织处理的，只能由党内法规作出规定。 |
| Article 5 The titles of intra-Party regulations include Party Constitution, standards, regulation, provisions, measures, rules, and detailed rules. | | 第五条 党内法规的名称为党章、准则、条例、规定、办法、规则、细则。 |
| The Party Constitution makes fundamental provisions on the nature and objects, line and program, guiding ideology and aims, and organizational principles and structure of the Party, the rights and obligations of Party members, and Party discipline. | | 党章对党的性质和宗旨、路线和纲领、指导思想和奋斗目标、组织原则和组织机构、党员义务权利以及党的纪律等作出根本规定。 |
| Standards are basic provisions on the political and organizational activities of the whole Party and the conduct of the Party membership, among others. | | 准则对全党政治生活、组织生活和全体党员行为等作出基本规定。 |
| A regulation makes blanket provisions on the important relationship in a field or important work in an aspect of the Party. | | 条例对党的某一领域重要关系或者某一方面重要工作作出全面规定。 |
| Measures, rules, and detailed rules make specific provisions on the requirements and procedures, among others, for the important work in an aspect of the Party. | | 规定、办法、规则、细则对党的某一方面重要工作的要求和程序等作出具体规定。 |
| The intra-Party regulations developed by the CCDI, the functional departments of the CPC Central Committee, and the CPC committees of provinces, autonomous regions, and municipalities directly under the Central Government may be titled provisions, measures, rules, and detailed rules. | | 中央纪律检查委员会以及党中央工作机关和省、自治区、直辖市党委制定的党内法规，可以使用规定、办法、规则、细则的名称。 |
| Article 6 Intra-Party regulations shall be generally composed of articles and paragraphs, and may consist of parts, chapters, sections, articles, articles, paragraphs, subparagraphs, and items based on contents. | | 第六条 党内法规一般使用条款形式表述，根据内容需要可以分为编、章、节、条、款、项、目。 |
| Article 7 Intra-Party regulations shall be developed by the following principles: | | 第七条 党内法规制定工作应当遵循下列原则： |
| (1) Adhering to the correct political direction, strengthening the "consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment," bolstering "confidence in the path, theory, system, and culture of socialism with Chinese characteristics," and "defending the status of General Secretary Xi Jinping as the core of the CPC Central Committee and the whole Party and the authority and centralized and unified leadership of the CPC Central Committee." | | （一）坚持正确政治方向，增强“四个意识”、坚定“四个自信”、做到“两个维护”； |
| (2) Adhering to acting based on the needs of the development of the Party's cause and the actual circumstances of full and strict governance over the Party. | | （二）坚持从党的事业发展需要和全面从严治党实际出发； |
| (3) Adhering to the Party Constitution as the fundamental guideline and implementing the Party's basic theory, line, and strategies. | | （三）坚持以党章为根本，贯彻党的基本理论、基本路线、基本方略； |
| (4) Adhering to democratic centralism, fully advocating intra-Party democracy, and safeguarding the centralization and unity of the Party. | | （四）坚持民主集中制，充分发扬党内民主，维护党的集中统一； |
| (5) Adhering to subjecting the Party's activities to the Constitution and law and paying attention to the connection and coordination between intra-Party regulations and the law of the state. | | （五）坚持党必须在宪法和法律的范围内活动，注重党内法规同国家法律衔接和协调； |
| (6) Adhering to facilitation and effectiveness and preventing tediousness and repetition. | | （六）坚持便利管用，防止繁琐重复。 |
| Article 8 The development of intra-Party regulations shall be under the centralized and unified leadership of the CPC Central Committee, and the Secretariat of the CPC Central Committee shall oversee routine work. | | 第八条 党内法规制定工作由党中央集中统一领导，日常工作由中央书记处负责。 |
| The General Office of the CPC Central Committee shall undertake the overall coordination, supervision, and guidance of the development of intra-Party regulations. | | 中央办公厅承担党内法规制定的统筹协调和督促指导工作。 |
| Chapter II Authority | | 第二章 权限 |
| Article 9 The central organizations of the Party shall develop central intra-Party regulations on the following matters: | | 第九条 党的中央组织就下列事项制定中央党内法规： |
| (1) The nature and objects, line and program, and guiding ideology and aims of the Party. | | （一）党的性质和宗旨、路线和纲领、指导思想和奋斗目标； |
| (2) The basic system for the establishment, composition, and powers and duties of various types of Party organizations at all levels. | | （二）党的各级各类组织的产生、组成和职权职责的基本制度； |
| (3) The basic system in the aspect of the rights and obligations of Party members. | | （三）党员义务权利方面的基本制度； |
| (4) The basic system in all aspects of Party leadership and Party building. | | （四）党的领导和党的建设各方面的基本制度； |
| (5) Matters involving major issues of the Party. | | （五）涉及党的重大问题的事项； |
| (6) The basic system in the aspect of the Party's disciplinary actions and organizational disciplinary actions. | | （六）党的纪律处分和组织处理方面的基本制度； |
| (7) Matters otherwise required to be provided by central intra-Party regulations. | | （七）其他应当由中央党内法规规定的事项。 |
| Any matter in connection with the centralized and unified leadership of the CPC Central Committee may be provided only by central intra-Party regulations. | | 凡是涉及党中央集中统一领导的事项，只能由中央党内法规作出规定。 |
| Article 10 The CCDI and the functional departments of the CPC Central Committee shall develop intra-Party regulations on matters within their competence: | | 第十条 中央纪律检查委员会以及党中央工作机关就其职权范围内有关事项制定党内法规： |
| (1) Making supporting provisions for the implementation of central intra-Party regulations. | | （一）为贯彻执行中央党内法规作出配套规定； |
| (2) Performing duties in relation to the Party's work as specified in the Party Constitution and central intra-Party regulations. | | （二）履行党章和中央党内法规规定的党的工作相关职责。 |
| If compellingly necessary, the CPC committees of relevant central state agencies may develop intra-Party regulations on specific matters, with the approval of the CPC Central Committee. | | 确有必要的，经党中央批准，有关中央国家机关部门党委可以就特定事项制定党内法规。 |
| Article 11 The CPC committees of provinces, autonomous regions, and municipalities directly under the Central Government shall develop intra-Party regulations on relevant matters within their competence: | | 第十一条 省、自治区、直辖市党委就其职权范围内有关事项制定党内法规： |
| (1) Making supporting provisions for the implementation of central intra-Party regulations. | | （一）为贯彻执行中央党内法规作出配套规定； |
| (2) Performing the duties in connection with directing local economic and social development and being responsible for local Party building as provided by the Party Constitution and central intra-Party regulations. | | （二）履行党章和中央党内法规规定的领导本地区经济社会发展和负责本地区党的建设相关职责。 |
| Article 12 In relation to relevant matters on which central intra-Party regulations are required to be developed, the CCDI, the functional departments of the CPC Central Committee, and the CPC committees of provinces, autonomous regions, and municipalities directly under the Central Government may develop intra-Party regulations in the first instance, under the authority of the CPC Central Committee, and the development of central intra-Party regulations shall be pending, awaiting the fulfillment of conditions. | | 第十二条 根据党中央授权，就应当制定中央党内法规的有关事项，中央纪律检查委员会以及党中央工作机关和省、自治区、直辖市党委可以先行制定党内法规，待条件成熟时再制定中央党内法规。 |
| If intra-Party regulations are developed under the authority of the CPC Central Committee, the developing agency shall strictly comply with the authorization requirements and promptly report relevant major matters to the CPC Central Committee for instructions, and may release the intra-Party regulations only with approval of the CPC Central Committee. | | 根据党中央授权制定党内法规的，制定机关应当严格遵循授权要求，及时向党中央请示报告有关重大事项，经报党中央批准后方可发布。 |
| Article 13 For a matter within the competence of two or more departments or commissions, the relevant departments or commissions shall jointly develop intra-Party regulations, or request the CPC Central Committee to develop central intra-Party regulations. | | 第十三条 涉及两个以上部委职权范围的事项，有关部委应当联合制定党内法规或者提请党中央制定中央党内法规。 |
| If the development of intra-Party regulations involves a matter within the competence of the government, Party and government agencies may jointly effect the development. | | 制定党内法规涉及政府职权范围事项的，可以由党政机关联合制定。 |
Article 14 Supporting intra-Party regulations shall be developed in a timely manner, if superordinate intra-Party regulations so explicitly require, or generally need not be developed, absent such requirements.
