| Article 1 For purposes of regulating the registration of civil servants, recognizing the identities of civil servants according to the law, building a high-quality and specialized team of civil servants having firm convictions, committed to serving the people, hardworking and pragmatic, daring to assume tasks, and clean and honest, these Measures are developed in accordance with the Civil Servant Law of the People's Republic of China (hereinafter referred to as the “Civil Servant Law”) and other relevant laws and regulations. | | 第一条 为了规范公务员登记，依法确定公务员身份，建设信念坚定、为民服务、勤政务实、敢于担当、清正廉洁的高素质专业化公务员队伍，根据《中华人民共和国公务员法》（以下简称公务员法）等有关法律法规，制定本办法。 |
| Article 2 The registration of civil servants shall adhere to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, important thoughts of “Three Represents,” Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, implement the organizational line of the Communist Party of China in a new era, follow the principle of administration of cadres by the Party, strengthen the centralized and uniform leadership of the team of civil servants by the Party, and insist on compliance with laws and regulations, hierarchical responsibility, and timeliness and accuracy. | | 第二条 公务员登记坚持以马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想、科学发展观、习近平新时代中国特色社会主义思想为指导，贯彻新时代中国共产党的组织路线，坚持党管干部原则，加强党对公务员队伍的集中统一领导，坚持依法依规、分级负责、及时准确。 |
| Article 3 The registration of civil servants shall adopt the form of centralized organization by the organs at all levels. The organs at all levels shall determine the registration targets under the prescribed procedures, fill in the Form for the Registration of Civil Servants, and submit the Form to the review, approval, and recordation organs. | | 第三条 公务员登记采取各级机关统一组织的形式，由各级机关按照规定的程序确定登记对象、填写《公务员登记表》，报审核、审批及备案机关。 |
| Article 4 The registration of civil servants shall be within the authorized quota of administrative personnel of the state and strictly follow the prescribed scope, targets, conditions, and procedures. | | 第四条 公务员登记应当在国家行政编制限额内，严格按照规定的范围、对象、条件和程序进行。 |
| Article 5 The registration scope and conditions are as follows: | | 第五条 登记的范围和条件： |
| (1) in-service personnel who perform public duties according to the law, are included in the authorized quota of administrative personnel of the state, and whose salaries and welfare benefits are borne by the public finance of the state, excluding logistics workers; | | （一）依法履行公职、纳入国家行政编制、由国家财政负担工资福利且在编在职的除工勤人员以外的工作人员； |
| (2) meeting the conditions as prescribed in Article 13 of the Civil Servant Law. | | （二）具备公务员法第十三条 |
| Article 6 The registration targets shall include: | | 第六条 登记的对象： |
| (1) newly-recruited civil servants who have passed the examination after expiration of the probation period; | | （一）试用期满经考核合格的新录用公务员； |
| (2) demobilized military officers who are resettled in posts of civil servants in accordance with the relevant provisions; | | （二）按规定安置到公务员职位工作的军队转业干部； |
| (3) personnel taking office in organs by transfer, recruitment, and public selection; | | （三）通过调任、聘任、面向社会选拔等方式到机关任职的人员； |
| (4) personnel who previously did not have the identity of a civil servant and assume leading positions of organs in accordance with laws or the articles of association in the mode of election; | | （四）原不具有公务员身份，依照法律或者有关章程经选举等方式担任机关领导职务的人员； |
| (5) personnel who have been registered as personnel of organs (entities) subject to administration by reference to the Civil Servant Law and are transferred to take office in the organs as required for work; and | | （五）已经进行参照公务员法管理机关（单位）工作人员登记，因工作需要交流到机关任职的人员； |
| (6) other personnel who meet the registration conditions. | | （六）其他符合登记条件的人员。 |
Article 7 The personnel who are recruited by organs in violation of the relevant laws and regulations and policies shall not be registered.
