| In accordance with the requirements of the General Office of the State Council, the PBC has, in conjunction with the China Banking and Insurance Regulatory Commission and the China Securities Regulatory Commission, revised the Measures for Implementing Incentive Measures for the Regions Making Remarkable Achievements through Practical Efforts (2019) (issued by Document No. 84 [2019], PBC) and formed the Measures for Implementing Incentive Measures for the Regions Making Remarkable Achievements through Practical Efforts (2020), which are hereby issued for your compliance and implementation. | | 根据国务院办公厅要求，人民银行会同银保监会、证监会对《对真抓实干成效明显地方激励措施的实施办法（2019）》（银发〔2019〕84号文印发）进行了修订，形成《对真抓实干成效明显地方激励措施的实施办法（2020）》，现予以印发，请贯彻执行。 |

| These Measures are developed for the purposes of implementing the relevant requirements of the Notice by the General Office of the State Council of Further Increasing Incentive Support to the Regions Making Remarkable Achievements through Practical Efforts (No. 117 [2018], General Office of the State Council) and offering incentives to the provinces (autonomous regions and municipalities) making remarkable achievements in preventing and dissolving financial risks, creating the financial ecology of good faith, maintaining the sound financial order, and improving the mechanism for the protection of financial consumers' rights and interests. | | 为落实《国务院办公厅关于对真抓实干成效明显地方进一步加大激励支持力度的通知》（国办发〔2018〕117号）有关要求，对防范化解金融风险、营造诚实守信金融生态、维护良好金融秩序、健全金融消费者权益保护机制成效较好的省（区、市）采取激励措施，特制定本办法。 |
| Article 1 Evaluation Bases | | 第一条 评价依据 |
| The People's Bank of China (“PBC”), the China Banking and Insurance Regulatory Commission (“CBIRC”) and the China Securities Regulatory Commission (“CSRC”) shall, based on the information on local work achievements obtained by them and by referring to the information on their routine supervision, evaluate the creation of financial ecology of good faith, maintenance of sound financial order, improvement of the mechanism for the protection of financial consumers' rights and interests, and the prevention and dissolution of financial risks in all regions. | | 人民银行、银保监会、证监会依据本部门掌握的地方工作成效情况，参考本部门日常督查情况，对地方营造诚实守信金融生态、维护良好金融秩序、健全金融消费者权益保护机制、防范化解金融风险情况进行评价。 |

| The subjects cover 31 provinces (autonomous regions and municipalities). | | 全国31个省（区、市）。 |
| Article 3 Evaluation Principles and Methods | | 第三条 评价原则及方法 |
| (1) Objective, fair, scientific, reasonable, simple and operational principles shall be adhered to, assessment methods shall be simplified in an effective manner, and assessment process shall be optimized. | | （一）坚持客观公平、科学合理、简便易行的原则，切实简化考评方式、优化考评流程。 |
| (2) Quantitative evaluation shall be integrated with qualitative evaluation and incentive grantees shall be determined based on the two types of evaluation results. The number of supervision-based incentives shall be strictly controlled (to less than five in general) and the “gold content” of incentives shall be enhanced. | | （二）定量评价与定性评价相结合，综合两类评价结果确定激励对象。严格控制督查激励数量（一般控制在5个以内），提高激励含金量。 |
| (3) The differences of regional development shall be taken into full consideration, and evaluation standards shall be rationally developed, so as to make evaluation more scientific and comparable. Regional balance shall be comprehensively taken into account and the factors of eastern, middle and western regions shall be taken into consideration in the evaluation results. | | （三）充分考虑地区发展的差异性，合理制定评价标准，提高评价的科学性与可比性。评价结果应综合考虑地区平衡，兼顾东、中、西部地区。 |
