| For the purpose of implementing the decision made at the executive meeting of the State Council on December 24, 2018, it is hereby decided by the People's Bank of China that: | | 为贯彻落实2018年12月24日国务院常务会议决定，中国人民银行决定： |
| I. Beginning on February 25, 2019, the bank account licensing of enterprises shall be cancelled nationwide in groups of areas, and be completely cancelled by the end of 2019. At the same time, the management of enterprises' bank accounts shall be enhanced, and interim and ex post supervision shall be comprehensively strengthened. | | 一、自2019年2月25日起在全国范围分批取消企业银行账户许可，2019年底前实现完全取消。同时，强化企业银行账户管理，全面加强事中事后监管。 |
| The first group of areas where the bank account licensing of enterprises is cancelled includes Jiangsu province and Zhejiang province, and the groups of areas where the bank account licensing of enterprises is cancelled subsequently shall be determined according to the work preparations of provinces (autonomous regions and municipalities). | | 第一批取消企业银行账户许可的地区为江苏省、浙江省，后续取消企业银行账户许可的地区根据各省（区、市）工作准备情况分批确定。 |
II. Where enterprise legal persons, non-legal person enterprises, and individual industrial and commercial households legally formed in the territory of the People's Republic of China handle basic deposit accounts and temporary deposit accounts at banking institutions in the areas where the bank account licensing of enterprises is cancelled, the confirmation system shall be replaced with the recordation system, and the provisions of Articles 6, 29, 31, and 38 and the provisions involving the confirmation of bank accounts and the account opening permits (account opening registration certificates) of Articles 18, 19, 21, 23, 28, 32, 36, 54, 55 and 63 of the Measures for the Administration of RMB Current Accounts with Banks (issued by Order No. 5 [2003], PBC) shall no longer apply.
