| For the purposes of implementing the spirit of the reform of the State Council in the simplification of administrative procedures, decentralization of powers, combination of decentralization with appropriate control, and optimization of services, promoting the export of pesticides and improving the business environment, in accordance with the Regulation on Pesticide Administration and the Measures for the Administration of the Pesticide Registration, the relevant matters on the registration of export pesticide products that are not used within the territory of China (hereinafter referred to as “export-only pesticides”) are hereby announced as follows: | | 为贯彻落实国务院“放管服”改革精神， 促进农药出口贸易，优化营商环境，根据《农药管理条例》《农药登记管理办法》，现就不在我国境内使用的出口农药（简称“仅限出口农药”）产品登记有关事项公告如下。 |
| I. Scope of application for registration of export-only pesticides | | 一、申请仅限出口农药登记的范围 |
| Where a product that has obtained pesticide registration overseas or import licensing from the importing country (region) meets any of the following conditions, the pesticide manufacturer may apply for registration of the export-only pesticide. | | 在境外取得农药登记或取得进口国（地区）进口许可的产品，符合以下条件之一，农药生产企业可以申请仅限出口农药登记。 |
| 1. The manufacturer, which has already obtained the registration of technical materials within the territory of China, applies for registration of the technical materials with different contents of the same active ingredient. | | （一）本企业在境内已取得原药登记，申请相同有效成分不同含量的原药登记的。 |
| 2. The manufacturer, which has already obtained the registration of technical materials or single pharmaceutical preparation within the territory of China, applies for registration of the single pharmaceutical preparation with different contents and dosage forms of the same active ingredient. | | （二）本企业在境内已取得原药或单制剂登记，申请相同有效成分不同含量、不同剂型单制剂登记的。 |
| 3. The manufacturer, which has already obtained the registration of mixed preparations within the territory of China, applies for registration of the mixed preparations with different contents, ratios and dosage forms of the same active ingredient. | | （三）本企业在境内已取得混配制剂登记，申请相同有效成分不同含量、不同配比、不同剂型的混配制剂登记的。 |
If the number of active ingredients in mixed preparations exceeds that as prescribed in Article 8 of the Measures for the Administration of the Pesticide Registration, the excess shall be registered within the territory of China.
