| Chapter I General Provisions | | 第一章 总 则 |
| Article 1 For the purposes of strengthening the safety supervision and administration of seagoing roll-on/roll-off vessels and ensuring the safety of human life and property at sea, these Provisions are developed in accordance with the Maritime Traffic Safety Law of the People's Republic of China, the Regulation of the People's Republic of China on Inspection of Vessels and Facilities at Sea, and other laws and administrative regulations. | | 第一条 为了加强海上滚装船舶安全监督管理，保障海上人命和财产安全，依据《中华人民共和国海上交通安全法》《中华人民共和国船舶和海上设施检验条例》等法律、行政法规，制定本规定。 |
| Article 2 These Provisions shall apply to the safety supervision and administration activities respecting roll-on/roll-off vessels in the territorial waters of the People's Republic of China. | | 第二条 在中华人民共和国管辖海域内对滚装船舶的安全监督管理活动，适用本规定。 |
| Article 3 The Ministry of Transport shall have jurisdiction over the safety administration work respecting seagoing roll-on/roll-off vessels. | | 第三条 交通运输部主管海上滚装船舶安全管理工作。 |
| The national maritime administrative authority shall be responsible for the safety supervision and administration work respecting seagoing roll-on/roll-off vessels. | | 国家海事管理机构负责海上滚装船舶安全监督管理工作。 |
| Other maritime administrative authorities at all levels shall be responsible for the safety supervision and administration work respecting seagoing roll-on/roll-off vessels within their remit and authority. | | 其他各级海事管理机构按照职责权限具体负责海上滚装船舶安全监督管理工作。 |
| Chapter II Roll-on/Roll-off Vessels and Crew | | 第二章 滚装船舶、船员 |
| Article 4 A roll-on/roll-off vessel shall be inspected by vessel inspection authorities according to law and obtain corresponding certificates and documents of inspection. | | 第四条 滚装船舶应当依法由船舶检验机构检验，取得相应检验证书、文书。 |
| The vessel inspection authorities shall, in the inspection of a roll-on/roll-off vessel, focus on surveying or approving the following contents: | | 船舶检验机构实施滚装船舶检验，应当注重对以下内容进行测定或者核定： |
| (1) The performance of the bow, stern and side watertight doors of the roll-on-roll-off vessel; | | （一）滚装船舶船艏、船艉和舷侧水密门的性能； |
| (2) The carrying capacity of vehicle spaces of the roll-on/roll-off vessel, including the loading capacity and the carrying capacity per square meter of the deck of vehicle spaces; | | （二）滚装船舶装车处所的承载能力，包括装车处所甲板的装载能力及每平方米的承载能力； |
| (3) Fire protection systems and circuit systems in important parts such as vehicle spaces and passenger spaces of the roll-on/roll-off vessel; | | （三）滚装船舶装车处所、客舱等重要部位的消防系统和电路系统； |
| (4) The maximum securing load of the lanyards, D rings, lashing rings and other securing ancillary equipment of the roll-on/roll-off vessel; | | （四）滚装船舶系索、地铃、天铃及其他系固附属设备的最大系固负荷； |
| (5) The manuals of the roll-on/roll-off vessel and cargo fastening; and | | （五）滚装船舶车辆和货物系固手册； |
| (6) The life-saving system and emergency system of the roll-on/roll-off vessel. | | （六）滚装船舶救生系统和应急系统。 |
| Article 5 A roll-on/roll-off vessel shall, before setting sail, comprehensively inspect passengers, cargo, vehicles, and the safety equipment, watertight doors and the like of the roll-on/roll-off vessel according to the safe operating procedures and relevant requirements for the bow, stern and side watertight doors of roll-on-roll-off vessels and keep records truthfully. | | 第五条 滚装船舶开航前，应当按照滚装船舶艏部、艉部及舷侧水密门安全操作程序和有关要求，对乘客、货物、车辆情况及滚装船舶的安全设备、水密门等情况进行全面检查，并如实记录。 |
| If a Chinese roll-on/roll-off vessel completes the inspection under the provisions of the preceding paragraph and confirms its conformity with the relevant safety requirements, the captain shall sign the safety self-inspection list before setting sale. | | 中国籍滚装船舶按照前款规定完成检查并确认符合有关安全要求的，由船长签署船舶开航前安全自查清单。 |
| Article 6 A roll-on/roll-off vessel on a voyage shall strengthen tours of inspection. If a potential safety risk is discovered, effective measures shall be taken in a timely manner to eliminate it, or failing that, submit a report to the operator or manager of the roll-on/roll-off vessel. If necessary, a report shall also be made to the maritime administrative authority. | | 第六条 滚装船舶在航行中应当加强巡检。发现安全隐患的，应当及时采取有效措施予以消除；不能及时消除的，应当向滚装船舶经营人、管理人报告。必要时，还应当向海事管理机构报告。 |
| Article 7 When a roll-on/roll-off vessel on a voyage shall, in the event of bad weather and sea conditions, conduct careful manipulation and operation, strengthen inspection tours fasten the cargo and vehicles so as to prevent their displacement or collision, and promptly make a report to the operator or manager of the roll-on/roll-off vessel. If necessary, a report shall also be made to the maritime administrative authority. | | 第七条 滚装船舶在航行中遭遇恶劣天气和海况时，应当谨慎操纵和作业，加强巡查，加固货物、车辆，防止货物、车辆位移或者碰撞，并及时向滚装船舶经营人、管理人报告。必要时，还应当向海事管理机构报告。 |
| Article 8 A roll-on/roll-off vessel shall effectively ventilate vehicle spaces and cargo spaces and determine the air changes per hour for closed roll-on/roll-off spaces and special spaces according to relevant technical specifications. | | 第八条 滚装船舶应当对装车处所、装货处所进行有效通风，并根据相关技术规范确定闭式滚装处所和特种处所每小时换气次数。 |
| Article 9 The vehicle section shall bear a conspicuous mark indicating the areas where vehicles are stored and make reasonable stowage to maintain the balance of the load. | | 第九条 装车处所应当使用明显标志标明车辆装载位置，并合理积载，保持装载平衡。 |
| Article 10 A roll-on/roll-off passenger vessel shall bear an indication of its passenger capacity and passenger spaces in a conspicuous position. | | 第十条 滚装客船应当在明显位置标明乘客定额和客舱处所。 |
| A roll-on/roll-off passenger vessel shall be strictly prohibited from selling tickets in excess of its approved passenger capacity. | | 严禁滚装客船超出核定乘客定额出售客票。 |
| It shall be strictly prohibited to carry passengers in crew accommodations, vehicle spaces, safe passageways or other non-passenger spaces of the roll-on/roll-off vessel. | | 禁止在滚装船舶的船员起居处、装车处所、安全通道及其他非客舱处所载运乘客。 |
| Article 11 A roll-on/roll-off passenger vessel shall, upon embarking on a voyage, immediately inform drivers and passengers of the location of safety instructions, emergency exits and related emergency measures. | | 第十一条 滚装客船开航后，应当立即向司机、乘客说明安全须知所处位置和应急通道及有关应急措施。 |
Article 12 A roll-on/roll-off vessel carrying hazardous cargo or vehicles loaded with hazardous cargo shall also comply with the Provisions on the Safety Supervision and Administration of Carriage of Hazardous Goods by Vessels.
