Opinions of the People's Bank of China, the China Banking Regulatory Commission, the China Securities Regulatory Commission, and the China Insurance Regulatory Commission on Financial Support for Poverty Alleviation Effort in Deep-Poverty Regions 

中国人民银行、银监会、证监会、保监会关于金融支持深度贫困地区脱贫攻坚的意见

For the purposes of carrying out the spirit of the 19th CPC National Congress, the Symposium on Poverty Alleviation Effort in Deep-Poverty Regions, and the Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Issuing the Implementation Opinions on Supporting Poverty Alleviation Effort in Deep-Poverty Regions (No. 41 [2017]), concentrating forces and resources, innovating on financial poverty alleviation systems and mechanisms, and vigorously and effectively providing financial services in deep-poverty regions, the following opinions are hereby offered. 为深入贯彻落实党的十九大、深度贫困地区脱贫攻坚座谈会和《中共中央办公厅 国务院办公厅印发〈关于支持深度贫困地区脱贫攻坚的实施意见〉的通知》精神,集中力量、集中资源,创新金融扶贫体制机制,着力做好深度贫困地区金融服务,现提出如下意见。
I. Enhancing responsibility, lifting positions and better focusing financial poverty alleviation resources on deep-poverty regions. Eliminating deep poverty is a task that has to be accomplished to win the battle of poverty alleviation effort. It is the responsibility incumbent on the financial system to conduct the work of financial boost of poverty alleviation effort in deep-poverty regions. Financial authorities shall adhere to using newly increased financial funds first to meet the need of deep-poverty regions and first distributing newly increased financial services in deep-poverty regions, better support archived poverty-stricken households and poverty alleviation industry projects, poverty-stricken villages improvement projects, infrastructure construction, basic public services, and other key fields, energetically enhance the capability of self-development of deep-poverty regions, and provide significant support for deep-poverty regions to win the battle of poverty alleviation.   一、强化责任、提升站位,金融扶贫资源要更加聚焦深度贫困地区。攻克深度贫困堡垒,是打赢脱贫攻坚战必须完成的任务。做好金融助推深度贫困地区脱贫攻坚工作,是金融系统义不容辞的责任。金融部门要坚持新增金融资金优先满足深度贫困地区、新增金融服务优先布设深度贫困地区,加大对建档立卡贫困户和扶贫产业项目、贫困村提升工程、基础设施建设、基本公共服务等重点领域的支持力度,着力增强深度贫困地区自我发展能力,为深度贫困地区打赢脱贫攻坚战提供重要支撑。
II. Comprehensively using monetary policy tools and guiding financial institutions in expanding credit extensions in deep-poverty regions. The management of poverty alleviation re-lending in deep-poverty regions shall be strengthened, poverty alleviation re-lending shall be more in favor of deep-poverty regions, and in 2020, it will have been achieved that the ratio of the poverty alleviation re-lending in deep-poverty regions each year to the total in the province (autonomous region or municipality directly under the Central Government) in the place where they are located increases on year-on-year basis. Financial institutions shall be guided in enhancing allocation of credit resources in the system and better supporting deep-poverty regions. Before 2020, the expansion rate of the lending in deep-poverty regions each year will be higher than the average in the province (autonomous region or municipality directly under the Central Government) in the place where they are located, with great efforts.   二、综合运用货币政策工具,引导金融机构扩大深度贫困地区信贷投放。加强深度贫困地区扶贫再贷款管理,加大对深度贫困地区的扶贫再贷款倾斜力度,到2020年,力争每年深度贫困地区扶贫再贷款占所在省(区、市)的比重高于上年同期水平。引导金融机构加强系统内信贷资源调剂,加大对深度贫困地区的支持力度。2020年以前,深度贫困地区贷款增速力争每年高于所在省(区、市)贷款平均增速。
III. Improving differentiated credit management and better satisfying the reasonable financing need of the people in deep-poverty regions. All banking financial institutions shall reasonably allocate credit resources, optimize and adjust internal authorization and performance evaluations, appropriately extend lending term, and comprehensively determine lending amount. Within the period of poverty alleviation effort, for precision poverty alleviation lending, on the premise of controllable risks, the business of rolling over loans without repayment of the principal upon maturity shall be properly transacted, and loans not repaid upon maturity and non-performing loans shall be treated in a differentiated manner. For precision poverty alleviation lending to deep-poverty regions, differentiated loan interest rates shall apply. The development of small credit for poverty alleviation shall be regulated, and qualified archived poverty-stricken households in deep-poverty regions shall be vigorously supported in developing production. In deep-poverty regions, the subsidies for interest on startup guarantee loans shall be appropriately increased, and the requirements for counter-bond shall be canceled. The implementation of the national student loans shall be intensified, and more students from poverty-stricken families shall be supported in being enrolled. The term of interest rate-discount loans for ethnic trade and ethnic products shall be extended, and the development of ethnic trade and ethnic product enterprises shall be supported based on local conditions, so as to meet the special work and life need of ethnic minorities. A linking mechanism to drive the archived poverty-stricken population to achieve prosperity shall be developed, and more financial support shall be given to poverty alleviation by industries. For targets of poverty alleviation with negative credit records, the records from the financial precision poverty alleviation information system and financial institutions shall be analyzed in depth to find out the reasons so as to provide credit aid and assist them in rehabilitating their credit in a targeted manner.   三、改进完善差别化信贷管理,更好满足深度贫困地区群众合理融资需求。各银行业金融机构要合理调配信贷资源,优化调整内部授权与绩效考核,适当延长贷款期限,综合确定贷款额度。脱贫攻坚期内,对于精准扶贫贷款,在风险可控的前提下,稳妥办理无还本续贷业务,区别对待逾期和不良贷款。对深度贫困地区发放的精准扶贫贷款,实行差异化的贷款利率。规范发展扶贫小额信贷,着力支持深度贫困地区符合条件的建档立卡贫困户发展生产。在深度贫困地区,适度提高创业担保贷款贴息额度、取消反担保要求。加大国家助学贷款实施力度,支持更多家庭困难学生入学。延长民贸民品优惠利率贷款期限,因地制宜支持民贸民品企业发展,保障少数民族群众生产生活的特殊需求。建立带动建档立卡贫困人口脱贫的挂钩机制,加大对产业扶贫的金融支持力度。对存在不良信用记录的扶贫对象,要通过深入分析金融精准扶贫信息系统和金融机构记录,查找不良信用记录形成原因,开展信用救助,有针对性地帮助其重建良好信用。
IV. Enhancing the management of the raising and use of funds and providing financial services for relocation for poverty alleviation in deep-poverty regions effectively and with all-out efforts. The China Development Bank and the Agricultural Development Bank shall, based on the progress of the relocation work in deep-poverty regions and funding need, reasonably time the issuance of special financial bonds for relocation for poverty alleviation, and raise credit funds, ensure precision support for targets and use the loans for the designated purpose, and firmly prevent non-use or misappropriation of funds and slow progress caused by lending, and the relevant branch offices of the People's Bank of China shall reinforce dynamic monitoring and supervisory inspection. All banking financial institutions shall effectively provide consolidated financial services for settlement of the poverty-stricken population and support the poverty-stricken population in the settlement areas in being employed in the neighborhood.

   四、加强资金筹集使用管理,全力做好深度贫困地区易地扶贫搬迁金融服务。国家开发银行、农业发展银行要根据深度贫困地区搬迁工作进度和资金需求,合理安排易地扶贫搬迁专项金融债券发行时机,筹集信贷资金,确保支持对象精准、贷款资金专款专用,坚决避免资金闲置挪用和因贷款原因影响搬迁进度,人民银行相关分支机构要加强动态监测和监督检查。各银行业金融机构要做好贫困人口安置综合金融服务,支持安置区贫困人口就近就地生产生活。
