| In order to further support the construction of the China (Shanghai) Pilot Free Trade Zone (“SHFTZ”), thoroughly promote the innovation of the management system for the import and export of wild animals and plants, and make efforts to facilitate the import and export trade of wild animals and plants, in accordance with the relevant provisions of the Regulation of the People's Republic of China on the Administration of Import and Export of Endangered Wild Animals and Plants and the Measures for the Administration of the Import and Export Permits for Wild Animals and Plants, the Endangered Species Import and Export Management Office of the People's Republic of China (hereinafter referred to as the “Management Office”) has decided to continue to further the measures for reforming the administrative licensing of import and export of wild animals and plants in SHFTZ. The relevant matters are hereby announced as follows: | | 为进一步支持中国（上海）自由贸易试验区（以下简称上海自贸区）建设，深入推动野生动植物进出口管理制度创新，着力促进野生动植物进出口贸易的便利化，根据《中华人民共和国濒危野生动植物进出口管理条例》和《野生动植物进出口证书管理办法》的有关规定，我办决定继续深化上海自贸区野生动植物进出口行政许可改革措施。现将有关事宜公告如下： |
| I. Subjects of Application | | 一、适用对象 |
| A subject of application shall meet the following conditions: | | 适用对象应具备以下条件： |
| (1) It is an enterprise registered in SHFTZ. | | （一）在上海自贸区注册的企业； |
| (2) It imports or exports wild animals or plants or the products thereof by itself or its agency at the ports within SHFTZ. | | （二）在上海自贸区内口岸以自理或代理方式进出口野生动植物或其产品的； |
| (3) It has goods entering or exiting SHFTZ. | | （三）货物进出上海自贸区的。 |
| II. Specific Measures | | 二、具体措施 |
| 1. Simplifying the licensing process | | （一）简化许可程序 |
| The scope of direct acceptance and issuance of import and export permits issued by the Shanghai Branch of the Management Office shall be further expanded. Under any of the following circumstances, an applicant who meets the conditions as set forth in Article 1 hereof may directly apply to the Shanghai Branch of the Management Office for an import or export permit on the strength of the approval document of the competent department of wild animals and plants under the State Council as well as other application materials: | | 进一步扩大国家濒管办上海办事处直接受理并核发允许进出口证明书的范围。属于下列情形之一的，符合本公告第一条条件的申请人可以凭国务院野生动植物主管部门批准文件和其他申报材料，直接向国家濒管办上海办事处申办允许进出口证明书： |
| (1) For export | | 1. 出口 |
(a) The wild animals and plants under priority protection by the state which are not included in CITES Appendices or the products thereof;
