| For the purposes of earnestly implementing the spirit of the 19th CPC National Congress as well as the spirit of the important instructions of General Secretary Xi Jinping on encouraging Hong Kong and Macao residents to develop themselves in the mainland, deepening the economic and cultural exchange and cooperation across the Taiwan Strait, and facilitating Hong Kong, Macao and Taiwan residents' seeking jobs and starting up businesses in the mainland, relevant matters are hereby notified as follows: | | 为深入贯彻落实党的十九大精神和习近平总书记关于便利香港、澳门居民在内地发展和深化两岸经济文化交流合作的重要指示精神，便利香港、澳门居民和台湾居民（以下简称港澳台人员）在内地（大陆）就业创业，现就有关事项通知如下： |

All local authorities shall include Hong Kong, Macao and Taiwan residents seeking jobs and employment in the mainland as the recipients of basic public employment and business startup services, and provide those who intend to seek employment or start up a business in the mainland with such services as policy consultation, job referral, startup guidance, and business incubation.
