| The integration of advanced manufacturing and modern service industry is an important way to adapt to the new round of scientific and technological revolution and industrial transformation, enhance the core competitiveness of manufacturing, foster a modern industrial system and achieve high-quality development. In recent years, China has accelerated the integration of the two industries, but it has also some problems such as unbalanced development, poor and weak industry coordination, and even constraints in the policy environment and institutional mechanism. In order to promote the in-depth integration of advanced manufacturing and modern service industries, upon deliberation and approval at the tenth meeting of the Central Commission of Comprehensively Deepening Reform, the following opinions are hereby offered: | | 先进制造业和现代服务业融合是顺应新一轮科技革命和产业变革，增强制造业核心竞争力、培育现代产业体系、实现高质量发展的重要途径。近年来，我国两业融合步伐不断加快，但也面临发展不平衡、协同性不强、深度不够和政策环境、体制机制存在制约等问题。为推动先进制造业和现代服务业深度融合发展，经中央全面深化改革委员会第十次会议审议同意，现提出以下意见。 |
| I. General Ideas and Objectives | | 一、总体思路和目标 |
| Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall be followed as guidance, and top priority shall be given to the supply-side structural reform. The decisive role of the market in resource allocation shall be maximized, and the role of the government shall be better used. The trend of scientific and technological revolution, industrial transformation and consumption upgrading shall be followed. Business connection, chain extension, technology penetration shall be deepened by encouraging innovation and strengthening cooperation. New business forms, models and approaches shall be explored to promote the integration and co-existence of advanced manufacturing and modern service industries. | | 以习近平新时代中国特色社会主义思想为指导，坚持以供给侧结构性改革为主线，充分发挥市场配置资源的决定性作用，更好发挥政府作用，顺应科技革命、产业变革、消费升级趋势，通过鼓励创新、加强合作、以点带面，深化业务关联、链条延伸、技术渗透，探索新业态、新模式、新路径，推动先进制造业和现代服务业相融相长、耦合共生。 |
| By 2025, a number of deeply integrated enterprises, platforms and demonstration areas featuring active innovation, significant benefits, excellent quality and prominent driving effects will be formed. Their input in productive services will be gradually increased, and the industrial ecology will constantly improve. The integration of the two industries will become an important support for the high-quality development of the manufacturing industry. | | 到2025年，形成一批创新活跃、效益显著、质量卓越、带动效应突出的深度融合发展企业、平台和示范区，企业生产性服务投入逐步提高，产业生态不断完善，两业融合成为推动制造业高质量发展的重要支撑。 |
| II. Fostering new forms and models for integrated development | | 二、培育融合发展新业态新模式 |
| 1. Promoting the building of intelligent factories. Steps shall be taken to vigorously develop intelligent solution services, deepen the application of the new-generation information technology and artificial intelligence (AI), thereby realizing data collection, transmission, analysis and application across systems, optimizing production processes and improving efficiency and quality. | | （一）推进建设智能工厂。大力发展智能化解决方案服务，深化新一代信息技术、人工智能等应用，实现数据跨系统采集、传输、分析、应用，优化生产流程，提高效率和质量。 |
| 2. Accelerating the innovative application of the industrial Internet. The total elements of manufacturing and the whole industry chain shall be connected by constructing network infrastructure, developing application platform systems and enhancing security capability, so as to improve the ecology of collaborative application and build a digitalized, networked and intelligentized manufacturing and service system. | | （二）加快工业互联网创新应用。以建设网络基础设施、发展应用平台体系、提升安全保障能力为支撑，推动制造业全要素、全产业链连接，完善协同应用生态，建设数字化、网络化、智能化制造和服务体系。 |
| 3. Promoting flexible customization. The ability of customized design shall be enhanced through experience interaction, online design, and other means. The management of parts standardization and refinement and component modularization shall be strengthened to achieve user-centered customization and flexible production on demand. | | （三）推广柔性化定制。通过体验互动、在线设计等方式，增强定制设计能力，加强零件标准化、配件精细化、部件模块化管理，实现以用户为中心的定制和按需灵活生产。 |
| 4. Developing production sharing platforms. Resource-abundant enterprises shall be encouraged to open up resources such as product development, manufacturing, logistics and distribution, provide R&D and design, optimization control, equipment management, quality control, and other services, so as to realize efficient utilization of resources and value sharing. | | （四）发展共享生产平台。鼓励资源富集企业面向社会开放产品开发、制造、物流配送等资源，提供研发设计、优化控制、设备管理、质量监控等服务，实现资源高效利用和价值共享。 |
| 5. Raising the level of overall integration and general contracting. Key enterprises in design, manufacturing and construction shall be supported in providing overall solutions by integrating resources and extending chains, and developing a package of services, including consulting and design, manufacturing and procurement, construction and installation, system integration, and operation and maintenance management. | | （五）提升总集成总承包水平。支持设计、制造、施工等领域骨干企业整合资源、延伸链条，发展咨询设计、制造采购、施工安装、系统集成、运维管理等一揽子服务，提供整体解决方案。 |
| 6. Strengthening life cycle management. Enterprises shall be encouraged to provide online services such as remote operation and maintenance, status early warning and fault diagnosis by establishing monitoring systems, response centers and traceability systems in an attempt to develop product remanufacturing and reuse and maximize economic, social and ecological value. | | （六）加强全生命周期管理。引导企业通过建立监测系统、应答中心、追溯体系等方式，提供远程运维、状态预警、故障诊断等在线服务，发展产品再制造、再利用，实现经济、社会生态价值最大化。 |
| 7. Optimizing supply chain management. The efficiency of allocation and circulation of information, materials, funds and products shall be improved, the interaction of information on design, procurement, manufacturing, sales and consumption and process re-engineering shall be promoted so as to form a smart supply chain network featuring efficient coordination, elastic security and green sustainability. | | （七）优化供应链管理。提升信息、物料、资金、产品等配置流通效率，推动设计、采购、制造、销售、消费信息交互和流程再造，形成高效协同、弹性安全、绿色可持续的智慧供应链网络。 |
| 8 Developing service-derived manufacturing. Enterprises engaging in e-commerce, R&D and design, cultural tourism and other services shall be encouraged to expand their presence to the manufacturing industry through commissioned manufacturing and brand authorization by using their advantages in big data, technology, channels, creativity, and other elements. | | （八）发展服务衍生制造。鼓励电商、研发设计、文化旅游等服务企业，发挥大数据、技术、渠道、创意等要素优势，通过委托制造、品牌授权等方式向制造环节拓展。 |
| 9. Developing industrial cultural tourism. Eligible industrial heritages and enterprises, industrial parks and bases shall be encouraged to explore historical and cultural deposits, develop tourism products that integrate production and exhibition, sightseeing experience, education and popular science, cultivate industrial culture, and carry forward the spirit of craftsman. | | （九）发展工业文化旅游。支持有条件的工业遗产和企业、园区、基地等，挖掘历史文化底蕴，开发集生产展示、观光体验、教育科普等于一体的旅游产品，厚植工业文化，弘扬工匠精神。 |
| 10. Fostering other new business forms and models. The links between R&D, production, distribution and consumption shall be deepened to accelerate the innovation and upgrading of business models, thus effectively ensuring data security and preventing moral hazards. Advanced and accurate manufacturing, rich and high-quality services, flexible and efficient processes, and mutually beneficial and diversified models shall be achieved to enhance the value of the whole industry chain. | | （十）培育其他新业态新模式。深化研发、生产、流通、消费等环节关联，加快业态模式创新升级，有效防范数据安全、道德风险，实现制造先进精准、服务丰富优质、流程灵活高效、模式互惠多元，提升全产业链价值。 |
| III. Exploring new paths for the integrated development of key industries and fields | | 三、探索重点行业重点领域融合发展新路径 |
1. Accelerating the integration of the raw material industry and the service industry. The transformation of raw material enterprises into product and professional service solution providers shall be accelerated. Early R&D involvement shall be strengthened, and targeted development services shall be provided to shorten product R&D cycle. Eligible enterprises shall be encouraged to provide socialized energy management, safety and environmental protection, information technology application and other services. Steel and cement enterprises with regional and technological advantages shall be encouraged to develop services such as coordinated waste disposal, resource recycling, sewage treatment and heat supply.
