| For purposes of implementing the work arrangements of the CPC Central Committee and the State Council, and fully cooperating in the effective prevention and control of the outbreak of novel coronavirus pneumonia, the SAFE hereby notifies you of the relevant matters concerning the establishment of green channels of foreign exchange policies during the period of the prevention and control of the outbreak: | | 为贯彻落实党中央、国务院工作部署，全力配合做好新型冠状病毒感染的肺炎疫情防控工作，国家外汇管理局就疫情防控期间建立外汇政策绿色通道有关事宜通知如下： |
| I. All branches of the SAFE shall launch the emergency response mechanism, and for imported supplies for the prevention and control of the outbreak as needed by relevant departments and local governments, under the principle of handling special issues by special means, guide the banks within their respective jurisdictions in simplifying the formalities and materials for foreign exchange purchase and payment for such imports and effectively improve the efficiency of processing. | | 一、各外汇分支机构要启动应急处置机制，对于有关部门和地方政府所需的疫情防控物资进口，按照特事特办原则，指导辖内银行简化进口购付汇业务流程与材料，切实提高办理效率。 |
II. For the donated foreign exchange funds remitted domestically and overseas in support of the prevention and treatment of the outbreak, banks may, directly through the existing foreign exchange settlement accounts under the current account of the recipients, facilitate the handling of the formalities for foreign exchange receipts and settlement. The implementation of requirements for opening accounts for donated foreign exchange shall be suspended.
