国务院关于第三批取消和调整行政审批项目的决定

（2004年5月19日　国发[2004]16号　自公布之日起施行）

各省、自治区、直辖市人民政府，国务院各部委、各直属机构：
2002年10月和2003年2月国务院决定共取消和调整1300项行政审批项目后，国务院行政审批制度改革工作领导小组对国务院部门行政审批项目又进行了全面清理。经严格审核论证，国务院决定再次取消和调整495项行政审批项目。其中，取消的行政审批项目409项；改变管理方式，不再作为行政审批，由行业组织或中介机构自律管理的39项；下放管理层级的47项。在取消和调整的行政审批项目中有25项属于涉密事项，按规定另行通知。
各地区、各部门要认真做好有关行政审批项目取消和调整的落实工作，切实加强后续监督和管理。要按照全面推进依法行政、建设法治政府的要求，以贯彻实施《中华人民共和国行政许可法》为契机，深化行政审批制度改革，进一步规范行政权力和行政行为；加快行政管理体制改革进程，进一步转变政府职能；不断更新管理理念、创新管理方式，努力提高社会主义市场经济条件下政府管理经济和社会事务的能力和水平。
