| In order to strictly regulate the entrustment of enforcement matters of people's courts, strengthen mutual assistance and cooperation among all local people's courts, give play to the functional advantages of the enforcement command center, save manpower and material resources, and improve work efficiency, these Measures are developed in light of the actual enforcement circumstances of people's courts. | | 为严格规范人民法院执行事项委托工作，加强各地法院之间的互助协作，发挥执行指挥中心的功能优势，节约人力物力，提高工作效率，结合人民法院执行工作实际，制定本办法。 |
| Article 1 Where, in the enforcement of a case, a people's court encounters any of the following matters and it is necessary for it to handle such matter in another place, the people's court may entrust handling from the relevant out-of-area court: | | 第一条 人民法院在执行案件过程中遇有下列事项需赴异地办理的，可以委托相关异地法院代为办理。 |
| (1) freezing, renewing the freeze of, unfreezing, or deducting bank deposits or financial products; | | (一)冻结、续冻、解冻、扣划银行存款、理财产品； |
| (2) publishing equities and other investment interests that are frozen, whose freezing is renewed, or that are unfrozen; | | (二)公示冻结、续冻、解冻股权及其他投资权益； |
| (3) sealing-up, renewing the sealing-up of, removing the sealing-up of, or transfer the ownership of immovable property and movable property requiring registration; | | (三)查封、续封、解封、过户不动产和需要登记的动产； |
| (4) investigating properties of the person subject to enforcement; and | | (四)调查被执行人财产情况； |
| (5) any other matters as listed in the system for entrustment of enforcement matters of people's courts. | | (五)其他人民法院执行事项委托系统中列明的事项。 |
| Article 2 In the entrusted investigation of properties of the person subject to enforcement, the entrusting court shall specify the specific investigation content, the specific entity assisting enforcement, and the corresponding notice on assisting enforcement in the letter of entrustment. The investigation content shall be the property type and scope not supported by the search and control system of the head office to head office. | | 第二条 委托调查被执行人财产情况的，委托法院应当在委托函中明确具体调查内容、具体协助执行单位并附对应的协助执行通知书。调查内容应当为总对总查控系统尚不支持的财产类型及范围。 |
Article 3 The entrusting court shall launch and handle an entrusted matter all through the enforcement case-handling system and it shall no longer carry out the aforesaid business by offline mail of materials. Where the entrusted court receives materials through offline mail, it shall handle the entrusted matter after contacting the entrusting court, which makes a supplementary submission of the entrusted matter.
