| In accordance with the Regulation of the People's Republic of China on the Administration of the Import and Export of Goods and the Interim Measures for the Administration of Import Tariff Quotas of Chemical Fertilizer, the Total Quantity and Allocation Principle of and Relevant Allocation Procedures for Import Tariff Quotas of Chemical Fertilizer in 2015 have been formulated, and is hereby announced for your conscientious compliance and implementation. | | 根据《中华人民共和国货物进出口管理条例》、《化肥进口关税配额管理暂行办法》，我部制定了《2015年化肥进口关税配额总量、分配原则及相关程序》，现予以公布，请认真遵照执行。 |

| The total quantity of import tariff quotas of chemical fertilizer in 2015 is 13.65 million tons, including 3.3 million tons of carbamide, 6.9 million tons of diammonium phosphate, and 3.45 million tons of compound fertilizer. | | 2015年化肥进口关税配额总量为1365万吨。其中，尿素330万吨；磷酸二铵690万吨；复合肥345万吨。 |
| Article 2 Allocation principle | | 第二条 分配原则 |
| A principle of “first apply, first obtain” shall apply to the allocation of import tariff quotas of chemical fertilizer in 2015. Enterprises that have been registered at the administrative departments for industry and commercemay apply for import tariff quotas of chemical fertilizer within their business scopes. | | 2015年化肥进口关税配额实行先来先领的分配方式。凡在工商行政管理部门登记注册的企业，在其经营范围内均可申请化肥进口关税配额。 |
| Article 3 Tariff quotas under state and non-state trading | | 第三条 国营贸易及非国营贸易关税配额 |
| Quantities of import tariff quotas of chemical fertilizer under state trading in 2015 are: 2.97 million tons of carbamide, 3.52 million tons of diammonium phosphate and 1.76 million tons of compound fertilizer respectively. State trading enterprises Sinochem Group and China National Agricultural Means of Production Group Corporation shall apply for quotas within total quotas under state trading. | | 2015年化肥国营贸易配额数量分别为：尿素297万吨，磷酸二铵352万吨，复合肥176万吨。国营贸易企业中国中化集团公司、中国农业生产资料集团公司在国营贸易总量内申请配额。 |
| Quantities of import tariff quotas of chemical fertilizer under non-state trading in 2015 are: 0.33 million tons of carbamide, 3.38 million tons of diammonium phosphate and 1.69 million tons of compound fertilizer. The non-state trading enterprises which have undergone recordation formalities shall apply for quotas within total quotas under non-state trading. | | 2015年化肥非国营贸易配额数量分别为：尿素33万吨，磷酸二铵338万吨，复合肥169万吨。经备案的非国营贸易企业在非国营贸易总量内申请配额。 |
| Other enterprises shall choose to apply for tariff quotas under state or non-state trading according to their actual import needs, with state trading enterprises or non-state trading enterprises as their import agents. | | 其他企业根据实际进口需要选择申请国营贸易配额或非国营贸易配额，由国营贸易企业或非国营贸易企业代理进口。 |
| Article 4 First apply, first obtain | | 第四条 先来先领 |
| A principle of “first apply, first obtain” shall apply to enterprises' applications for obtaining import tariff quotas of chemical fertilizer until the total quantity of import tariff quotas of chemical fertilizer is used up. When enterprises apply for import tariff quotas of chemical fertilizer, the starting quantity of tariff quotas they may apply for shall be set according to the actual use of quotas in the past. They may apply for obtaining the Certificate of Import Tariff Quotas of Chemical Fertilizer for several times within the starting quantity of tariff quotas. They may, after import customs declaration or returning unused import tariff quotas of chemical fertilizer, reapply for import tariff quotas of chemical fertilizer within the scope of the starting quantity of tariff quotas. | | 企业申领化肥进口关税配额实行先来先领，直至化肥进口关税配额总量申领完毕。企业申领化肥进口关税配额时，其可申领的起始关税配额数量根据以往实际配额使用情况设定，在起始关税配额数量内企业可分次申领《化肥进口关税配额证明》。企业报关进口后或将未使用的化肥进口关税配额退回后，可在不超过起始关税配额数量的范围内再次申领化肥进口关税配额。 |
| Article 5 Starting quantity of tariff quotas | | 第五条 起始关税配额数量 |
| The starting quantity of tariff quotas in 2015 is based on that in 2014 and is subject to adjustment as follows: | | 2015年起始数量以2014年起始数量为基础，并按以下情况进行调整： |
| (1) The starting quantity for enterprises, the verification and cancellation rate of which is over 80% in 2014, increases by 40%. | | （一）2014年核销率在80%以上的企业，上调40%； |
| (2) The starting quantity for enterprises, the verification and cancellation rate of which varies between 50% and 79% in 2014, increases by 20%. | | （二）2014年核销率在50%-79%的企业，上调20%； |
| (3) The starting quantity for enterprises, the verification and cancellation rate of which varies between 25% and 49% in 2014, remains unchanged. | | （三）2014年核销率在25%-49%的，维持不变； |
| (4) The starting quantity for enterprises, the verification and cancellation rate of which is below 25% in 2014, is reduced by 50%. | | （四）2014年核销率在25%以下的，扣减50%； |
| (5) The starting quantity for enterprises which have performance prior to 2014 but does not apply for obtaining the Certificate of Import Tariff Quotas of Chemical Fertilizer remains unchanged. | | （五）2014年之前有业绩，但2014年没有申领化肥进口关税配额证明的企业，起始量维持不变； |
| (6) For new enterprises applying for quotas, the starting quantity of tariff quotas is 2,000 tons. | | （六）新申请企业：起始关税配额2000吨。 |
