| 3. Building an information-based platform for the litigation service guidance center, and supporting the vertical and horizontal connections of full-process litigation services: An information-based platform for the litigation service guidance center shall be built according to the relevant work standards and technical requirements of the Supreme People's Court; the upper-level courts and the local courts within the jurisdiction shall be connected to support litigation service information sharing and data aggregation; the smart analysis, monitoring and early warning of judicial big data shall be strengthened; and the guidance from the upper-level courts to the lower ones and the communication between the upper and lower courts shall be achieved. Consolidating and improving the subsystems of multiple dispute resolution options, litigation services, and separation of mediation and trial, and supporting the transformation and upgrading of litigation service centers: The mediation platform of a people's court shall be enhanced so that it can provide online dispute resolution functions such as online consultation, online assessment, online separation of disputes, online mediation, and online confirmation. The information subsystem of “separation of mediation and trial” shall be established and improved to support such functions as separation of cases, rapid adjudication and expedited trial. An electronic insurance policy subsystem shall be established to build a channel between insurers and courts through which an application for preservation can be submitted online; the judicial appraisal subsystem can be developed to support auditing, evaluation and appraisal of articles to be appraised in a unified manner; the 12368 hotline-based quality and efficiency assessment subsystem shall be created to provide quality assessment for 12368 litigation service hotline; and a litigation service hall, a litigation service website and 12368 hotline shall be integrated to support a single litigation service platform, and provide one-stop electronic litigation services such as online case filing, fee payment, case consulting, appraisal, preservation, court hearing, service of documents, and filing of an appeal. | | 4.整合完善多元解纷、诉讼服务、分调裁审等子系统，支撑诉讼服务中心转型升级。完善人民法院调解平台，具备在线咨询、在线评估、在线分流、在线调解、在线确认等线上多元化纠纷解决功能。建设完善“分裁审”信息子系统，实现分流、速裁、快审等功能。建设电子保单子系统，搭建保险单位与法院之间通道，可在线申请保全；建设司法鉴定子系统，实现对拟鉴定物品进行统一审计、评估和鉴定；建设统一的12368质效评估子系统，对全国法院12368诉讼服务质量进行科学评估。整合集成诉讼服务大厅、诉讼服务网、12368热线，统一诉讼服务入口，提供网上立案、缴费、阅卷、鉴定、保全、庭审、送达、申诉等一站式电子诉讼服务。 |

Completing the pilot program of building and applying the Mobile Micro Court, and promoting the development of mobile-based electronic litigation services such as cross-regional case filing: The Supreme People's Court shall constantly make efforts to optimize and improve the China Mobile Micro Court, and expand the functions of cross-regional case filing; twelve local pilot courts across the country shall complete the construction of a Mobile Micro Court subsystem, on which various applications such as multiple dispute mediation options, online case filing, case handling, and judicial transparency can be provided; non-pilot courts shall launch the functions of online case filing and cross-regional case filing in the Mobile Micro Court, which shall be combined with the cross-regional case filing window to support cross-regional case filing and litigation services and cross-regional remote handling and cross-level joint handling of major lawsuits. Promoting intensive application of electronic case files when they are generated together with the cases, and providing smart solutions to the handling of trials online: The function and mechanism of generating electronic case files shall be improved; more contents shall be added to electronic case files; the case management system of uploading electronic case files when they are generated together with the cases shall be supported; the type-setting, cataloguing and classification of case files shall be automatically completed; the reuse of digital and electronic files shall be supported; the browsing and handling of electronic case files shall be upgraded; and the generation of electronic case files shall be managed at a lower cost. The full-process online application and consulting of electronic case files shall be enhanced; the automatic collection of case information entered and scrutinized, the assistance to judges in generating legal documents, and the automatic delivery of associated cases shall be supported; the trial management functions such as information disclosure of electronic case files, online supervision, and case quality review shall be realized; the automatic conversion of electronic case files to electronic records shall be supported; and the interdepartmental collaboration shall be encouraged. Promoting the use of smart assistance function for criminal cases, and supporting the trial-centered reform of the criminal litigation system: The guidelines for basic evidence at different litigation periods in criminal cases shall be improved; the technical standards and business rules shall be scrutinized; the evidence-based smart assistance system for criminal cases focusing on evidence guidelines and sentencing standards shall be established, and shall be promoted and used in all courts; the standardized and list-based guidelines for case handling shall be provided to case-handling personnel for collecting and solidifying evidence; the people's courts at all levels shall be supported in smartly collecting sentencing information in the hearing of criminal cases; assistance shall be provided in determining the penalty at the starting point, benchmark penalty, and pronounced penalty; and a sentencing table shall be generated in a smart way so as to ensure that the whole process of handling a criminal case can be visible, traceable and properly supervised.
