| Announcement on Canceling the Accreditation of the Business Situation and Production Capacity of Processing-Trade Enterprises | | 关于取消《加工贸易企业经营状况及生产能力证明》的公告 |
| In accordance with the work deployment of the State Council for “simplifying procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services” and the spirit of the Several Opinions of the State Council on Promoting the Innovative Development of Processing Trade (No. 4 [2016], State Council), for purposes of deepening the reform of the processing trade management system, further enhancing the level of facilitation, and improving the interim and ex post supervision, the Accreditation of the Business Situation and Production Capacity of Processing-Trade Enterprises (hereinafter referred to as the “Accreditation of Production Capacity”) is canceled across the country, and processing trade enterprises shall independently undertake that they have corresponding production and business operation capacity. The relevant matters are hereby announced as follows: | | 根据国务院“放管服”工作部署和《国务院关于促进加工贸易创新发展的若干意见》（国发〔2016〕4号）精神，为深化加工贸易管理体制改革，进一步提高便利化水平，完善事中事后监管，在全国范围内取消《加工贸易企业经营状况及生产能力证明》（以下简称《生产能力证明》），由加工贸易企业自主承诺具备相应生产经营能力。现就有关事项公告如下： |
| I. From January 1, 2019 on, an enterprise engaging in processing trade business is no longer required to apply for obtaining the Accreditation of Production Capacity and the competent commerce department shall no longer issue any Accreditation of Production Capacity to any processing trade enterprise. | | 一、自2019年1月1日起，企业从事加工贸易业务不再申领《生产能力证明》，商务主管部门不再为加工贸易企业出具《生产能力证明》。 |
II. An enterprise to engage in processing trade business must have the corresponding production and business operation capacity. A processing enterprise shall have factory, processing equipment and workers that are compatible with the scope of business, and a business operation enterprise shall have the right to import and export. The enterprise shall consciously fulfill the safe production, energy conservation and low carbon, environmental protection and other social responsibilities.
