| For the purposes of implementing the spirit of the 19th CPC National Congress and the strategic deployment of Healthy China, and meeting the needs of the public for basic healthcare services, the National Health Commission (“NHC”) decides to implement the pilot program of building community hospitals in eligible regions, and you are hereby notified of the relevant matters as follows: | | 为贯彻落实党的十九大精神和健康中国战略部署，满足人民群众对基本医疗卫生服务的需求，我委决定在有条件的地区开展社区医院建设试点工作，现将有关事宜通知如下： |
| I. Significance of the pilot program | | 一、试点意义 |
| Implementing the pilot program of building community hospitals is an effective measure for improving the capacity of grass-roots healthcare services, a major measure for promoting the establishment of a graded diagnosis and treatment system, and an inherent requirement for promoting the construction of an excellent and efficient healthcare service system. Promoting the pilot program of building community hospitals is conducive to rationally expanding the functions of grass-roots healthcare service functions, enhancing the influence and social status of grass-roots healthcare institutions, promoting the self-confidence and sense of belonging of the majority of grass-roots healthcare personnel, and improving residents' trust and use ratio of grassroots healthcare institutions. | | 开展社区医院建设试点工作是提升基层医疗卫生服务能力的有力抓手，是推进分级诊疗制度建设的重大举措，是推动构建优质高效的医疗卫生服务体系的内在要求。推进社区医院建设试点，有利于合理拓展基层医疗卫生服务功能，有利于提升基层医疗卫生机构影响力和社会地位，有利于提升广大基层卫生人员的职业自信和归属感，有利于提升居民对基层医疗卫生机构的信任度和利用率。 |
| II. Principles of the pilot program | | 二、试点原则 |
| 1. Under the principles of focusing on the health of residents, regarding development as the main line, and meeting the needs of the public's basic healthcare services, the public's degree of trust in and sense of gain from grassroots healthcare institutions shall be further enhanced. | | （一）坚持以居民健康为中心，以发展为主线，以满足人民群众基本医疗卫生服务需求为出发点的原则，进一步提升群众对基层医疗卫生机构的信任度和获得感。 |
| 2. Under the principles of starting from the pilot program and conducting steady promotion, by daring to conduct innovation and assume the tasks, the pilot program of community hospitals shall be activated in a steady and orderly manner with perseverance, hospitals shall be set up upon maturity, and quality shall surpass quantity. | | （二）坚持试点起步，稳步推开的原则，既要勇于创新，敢于担当，启动社区医院试点工作，又要稳妥有序，久久为功，成熟一个设置一个，数量服从质量。 |
| 3. Community hospitals' functional positioning and public welfare nature of combining prevention and control shall be insisted on. After a plate of community hospital is hung, the nature of business shall remain unchanged, and the current level of financial compensation and preferential policies shall not be decreased or reduced. | | （三）坚持社区医院防治结合的功能定位和公益性质，加挂社区医院牌子后，经营性质不变，现有财政补偿水平和优惠政策不降低不缩水。 |
| III. Scope of the pilot program | | 三、试点范围 |
| 1. By taking into account the economic and social development of different regions and the grass-roots development level, on the basis of voluntary application, the pilot programs shall be implemented in 20 provinces (autonomous regions and municipalities directly under the Central Government) including Hebei in 2019, and shall be steadily advanced on the basis of the summary assessment in 2020. | | （一）兼顾不同地区经济社会发展和基层发展水平，在自愿申请的基础上，2019年在河北等20个省（区、市）开展试点，2020年在总结评估的基础上稳步推进。 |
| 2. The scope of the pilot program in a province shall be determined by the province covered by the pilot program in light of the reality on its own. The pilot program may be carried out in a prefecture or city of a province or in a province. | | （二）省内的试点范围由试点省份结合实际自行确定，可以在省内的一个地市开展试点，也可在全省范围内开展试点。 |
| 3. The pilot institutions shall mainly be community health service centers, and the implementation of the pilot program shall be encouraged in qualified township health centers. | | （三）试点机构以社区卫生服务中心为主，鼓励在条件具备的乡镇卫生院开展试点。 |
| IV. Selection conditions for pilot institutions | | 四、试点机构遴选条件 |
| In principle, a grass-roots healthcare institution in a pilot region that meets the following conditions may apply for being a pilot institution: | | 原则上，试点地区满足以下条件的基层医疗卫生机构即可申请作为试点机构： |
| 1. The Party committees and governments at the district and county levels attach importance to and support the construction of community hospitals, are able to increase capital investment, deepen the reform of system and mechanism, and create a favorable environment for the construction of community hospitals. Especially after a plate of community hospital is hung, the financial recurrent investment shall not be reduced. | | （一）区县级党委政府重视并支持社区医院建设，能够加大资金投入，深化体制机制改革，为社区医院建设营造良好环境，特别是在加挂社区医院牌子后财政经常性投入不降低。 |
| 2. A grass-roots healthcare institution shall have relatively strong service capability, a certain size of service populations, not less than 30 beds available, bed utilization rate of not less than 75%, and business rooms with not less than 3,000 square meters of building area. | | （二）基层医疗卫生机构具备较强的服务能力和一定规模的服务人口，实际开放床位数≥30张，床位使用率≥75%，业务用房建筑面积≥3000平方米。 |
3. The linking with the basic high-quality service activities shall be strengthened, and priority shall be given to institutions that meet the recommended standards of the Service Capacity Standards for Community Health Service Centers (2018 Version) and the Service Capacity Standards of Township Health Centers (2018 Version) in deciding pilot institutions.
