| The branches and foreign exchange administrative departments of the State Administration of Foreign Exchange (“SAFE”) in all provinces, autonomous regions and municipalities directly under the Central Government; the branches of the SAFE in Shenzhen, Dalian, Qingdao, Xiamen and Ningbo; Guangdong Branch of the General Administration of Customs (“GAC”) and all customs offices directly under the GAC; and all national Chinese-funded banks: | | 国家外汇管理局各省、自治区、直辖市分局、外汇管理部，深圳、大连、青岛、厦门、宁波市分局；海关总署广东分署、各直属海关；各全国性中资银行： |
| For the purposes of implementing the Work Plan for Optimizing Port Business Environment to Enhance Cross-border Trade Facilitation (No. 37 [2018], State Council) of the State Council, innovating on supervision methods, and enhancing customs clearance efficiency, the SAFE and the GAC have jointly developed the Provisions on the Administration of Allocation and Transport of Foreign Currency Cash into or out of China (hereinafter referred to as the “Provisions,” see the Annex), which are hereby issued to you, and the relevant matters are announced as follows: | | 为贯彻落实国务院《优化口岸营商环境促进跨境贸易便利化工作方案》（国发〔2018〕37号印发），创新监管方式，提高通关效率，国家外汇管理局会同海关总署联合制定了《调运外币现钞进出境管理规定》（以下简称《规定》），现印发你们，并就有关事项通知如下： |
| I. From the date when this Notice comes into force, the Certification Document on the Allocation and Transport of Foreign Currency Cash into or out of China issued and signed by the SAFE shall be invalid. A domestic commercial bank that has obtained the qualification for the allocation and transfer of foreign currency cash into or out of China, a business institution engaging in the franchised individual RMB and foreign currency exchange business, or a customs declaration enterprise entrusted by the aforesaid institution is not required to provide the Certification Document on the Allocation and Transport of Foreign Currency Cash into or out of China when undergoing formalities for the allocation and transfer of foreign currency cash into or out of China at the customs department. When the import and export goods declaration form is filled in, the name of the bank or franchised exchange agency shall be accurately entered in the “consumption and use entity/production and sales entity” column, and “9801309000” (foreign currency cash in circulation, including banknotes and coins) shall be entered in the “goods number” column. | | 一、自本通知生效之日起，由国家外汇管理局印制并签章的《调运外币现钞进出境证明文件》失效。取得调运外币现钞进出境资格的境内商业银行、个人本外币兑换特许业务经营机构以及上述机构委托的报关企业，在海关部门办理调运外币现钞进出境相关手续时，无需再提供《调运外币现钞进出境证明文件》。填报进出口货物报关单时，应在“消费使用单位/生产销售单位”栏目内准确填写银行或兑换特许机构名称，在“商品编号”栏目内填写“9801309000”（流通中的外币现钞，包括纸币及硬币）。 |
| II. All SAFE branches and foreign exchange administrative departments (hereinafter referred to as “all foreign exchange branches”) shall, before September 30, 2019, uniformly recycle and destroy the Certification Document on the Allocation and Transport of Foreign Currency Cash into or out of China received but not used by banks and business institutions engaging in the franchised individual RMB and foreign currency exchange business under their respective jurisdictions, and report relevant information to the Balance of Payments Department of the SAFE for recordation. | | 二、国家外汇管理局各分局、外汇管理部（以下简称各外汇分局）应于2019年9月30日前将辖内银行、个人本外币兑换特许业务经营机构已申领未使用的《调运外币现钞进出境证明文件》统一回收销毁，并将相关情况报国家外汇管理局国际收支司备案。 |
| III. Where a branch of a domestic commercial bank that has obtained the qualification for the allocation and transfer of foreign currency cash into or out of China before this Notice comes into force plans to continue to handle the business, its head office shall undergo recordation at the local foreign exchange branch in accordance with the relevant requirements of the Provisions within three months from the date when this Notice comes into force, and the original business qualification shall expire 30 working days from the date of recordation. | | 三、本通知生效前已获得调运外币现钞进出境业务资格的境内商业银行分支机构，拟继续办理业务的，应自本通知生效之日起3个月内按照《规定》有关要求由其总行向所在地外汇分局备案，原业务资格自备案之日起30个工作日后失效。 |
| IV. Each foreign exchange branch shall, after receiving this Notice, immediately forward it to central sub-branches, sub-branches, urban commercial banks, rural commercial banks, wholly foreign-owned banks, Chinese-foreign joint venture banks, branches of foreign banks and rural cooperative financial institutions, and business institutions engaging in the franchised individual RMB and foreign currency exchange business, accurately transmit policy requirements, and effectively conduct all work prescribed in the Provisions. | | 四、各外汇分局接到本通知后，应立即转发辖内中心支局、支局、城市商业银行、农村商业银行、外商独资银行、中外合资银行、外国银行分行及农村合作金融机构、个人本外币兑换特许业务经营机构，准确传导政策要求，做好《规定》实施的各项工作。 |
| V. All national Chinese-funded banks shall forward this Notice to branch offices within their respective jurisdictions as soon as possible. | | 五、各全国性中资银行接到本通知后，应尽快转发所辖分支机构。 |
VI. This Notice shall come into force on June 1, 2019. The Notice by the State Administration of Foreign Exchange and the General Administration of Customs of Issuing the Provisions on the Administration of Allocation and Transport of Foreign Currency Cash into or out of China by Banks (No. 24 [2014], SAFE) shall be repealed concurrently. If you have any problem in implementation, please contact the SAFE and the GAC in a timely manner.
