The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
For the purposes of deepening the reform of "simplification of administrative procedures, decentralization of powers, combination of decentralization and appropriate control, and optimization of services," advancing approval service facilitation in depth, and continually enhancing the sense of gains of enterprises and the general public from the reform, with the approval of the State Council, the matters relating to shortening the time for realty registration are hereby announced as follows: 为深化“放管服”改革,深入推进审批服务便民化,不断增强企业和群众改革获得感,经国务院同意,现就压缩不动产登记办理时间有关事项通知如下:
I. General requirements   一、总体要求
1. Guiding ideology. Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall serve as the guide, the spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee shall be fully implemented, the coordinated advancement of the Five-Sphere Integrated Plan and the Four-Pronged Comprehensive Strategy shall be closely brought into focus, the decisions and arrangements of the CPC Central Committee and the State Council shall be conscientiously executed, the advancement of modernization of the national governance system and governance capacity shall be regarded as the objective, "effectively handling one thing" for enterprises and the public shall be regarded as a standard, departmental collaboration shall be strengthened, information sharing, process or personnel shall be integrated, full-process optimization shall be conducted, handling time shall be shortened, the problem of time-consuming realty registration and difficulty in handling shall be resolved, and efforts shall be made to establish an easy, efficient, and facilitative working system for realty registration. (一)指导思想。以习近平新时代中国特色社会主义思想为指导,全面贯彻党的十九大和十九届二中、三中全会精神,紧紧围绕统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局,认真落实党中央、国务院决策部署,以推进国家治理体系和治理能力现代化为目标,以为企业和群众“办好一件事”为标准,加强部门协作,实行信息共享集成、流程集成或人员集成,进行全流程优化,压缩办理时间,切实解决不动产登记耗时长、办理难问题,努力构建便捷高效、便民利民的不动产登记工作体系。
2. Work objectives. By the end of 2019, the process will have been effectively simplified and optimized, the quality of realty registration data and related information will have been significantly improved, relevant departmental information necessary for realty registration in cities at and above the prefecture level will have been accessible by sharing, and the time for transacting general registration and mortgage registration business in all cities and counties throughout the country will have been shortened respectively to not more than ten days and not more than five days. By the end of 2020, realty registration data will be sound, relevant departmental information necessary for realty registration in all cities and counties will have been effectively shared, "Internet plus realty registration" will have been fully implemented in cities at and above the prefecture level, and the time for transacting general registration and mortgage registration business in all cities and counties throughout the country will have been shortened to not more than five days. (二)工作目标。2019年底前,流程精简优化到位,不动产登记数据和相关信息质量明显提升,地级及以上城市不动产登记需要使用有关部门信息的通过共享获取,全国所有市县一般登记、抵押登记业务办理时间力争分别压缩至10个、5个工作日以内;2020年底前,不动产登记数据完善,所有市县不动产登记需要使用有关部门信息的全部共享到位,“互联网+不动产登记”在地级及以上城市全面实施,全国所有市县一般登记、抵押登记业务办理时间力争全部压缩至5个工作日以内。
II. Primary tasks   二、主要任务
1. Promoting the integration of information sharing. As required by the reform of "simplification of administrative procedures, decentralization of powers, combination of decentralization and appropriate control, and optimization of services," based on the data sharing and exchange platform, an inter-departmental information sharing integration mechanism shall be established to strengthen departmental collaboration and information interconnection, improve information quality and utilization efficiency, and promote “Internet plus realty registration.” (一)推动信息共享集成。按照“放管服”改革要求,基于数据共享交换平台,建立部门间信息共享集成机制,加强部门协作和信息互联互通,提高信息质量和利用效率,推进“互联网+不动产登记”。
(1) Achieving information interconnection and sharing. The inter-departmental information sharing shall be vigorously promoted, and "information island" shall be removed, so as to better use information, cut red tape for the general public, and facilitate enterprises and the general public in dealing with business and starting new businesses. Relevant authorities and entities shall provide information on realty registration in a timely manner and strengthen coordination, interaction and information integration with realty registries, so as to achieve interconnection and sharing by the end of 2019. If materials or information related to realty registration is capable of being directly accessed through the sharing and exchange platform, the applicant may not be required to make repeated submissions, nor may the material or information so accessed be used for purposes other than realty registration. Primary information that shall be accessed through the sharing and exchange platform includes: the basic information of the population on the household register of the public security authorities, information on business licenses in the possession of the market regulatory authorities, information on the unified social credit codes of government agencies, mass groups, and public institutions in the possession of the establishment and staffing authorities, as-built construction and final inspection filing and other information in the possession of the housing and urban-rural development (housing administration) authorities, tax information in the possession of the tax authorities, information on financial licenses in the possession of the banking and insurance regulatory authorities, planning, surveying and mapping, land transfer, land approval, land not in use, and other information in the possession of the natural resources authorities, information on judicial adjudications in the possession of courts, marriage registration, addresses and place names relating to persons and entities, and other information in the possession of the civil affairs authorities, information on authentic acts in the possession of notary offices, land and building asset allocation information in the possession of the state-owned assets supervision and administration authorities, and information on medical certificates of death and medical certificates of birth in the possession of the health authorities.

 1.实现信息互通共享。大力促进部门信息共享,打破“信息孤岛”,让信息多跑路、群众少跑腿,方便企业和群众办事创业。有关部门和单位应当及时提供不动产登记相关信息,与不动产登记机构加强协同联动和信息集成,2019年底前实现互通共享。与不动产登记相关的材料或信息能够直接通过共享交换平台提取的,不得要求申请人重复提交,提取后不得用于不动产登记之外的其他目的。应当通过共享交换平台提取的主要信息包括:公安部门的户籍人口基本信息,市场监管部门的营业执照信息,机构编制部门的机关、群团、事业单位统一社会信用代码信息,住房城乡建设(房管)部门的竣工验收备案等信息,税务部门的税收信息,银保监部门的金融许可证信息,自然资源部门的规划、测绘、土地出让、土地审批、闲置土地等信息,法院的司法判决信息,民政部门的婚姻登记、涉及人员单位的地名地址等信息,公证机构的公证书信息,国有资产监督管理机构的土地房屋资产调拨信息,卫生健康部门的死亡医学证明、出生医学证明信息等。
