I. On the occasion of the 35th anniversary of diplomatic relations between China and Brazil, President Luiz Inácio Lula da Silva of the Federative Republic of Brazil paid a state visit to the Peoples' Republic of China from 18 to 20 May 2009 at the invitation of President Hu Jintao of the People's Republic of China.   一、值此中巴建交35周年之际,应中华人民共和国主席胡锦涛邀请,巴西联邦共和国总统路易斯·伊纳西奥·卢拉·达席尔瓦于2009年5月18日至20日对中华人民共和国进行国事访问。
II. During the visit, President Hu Jintao and President Lula held talks in a cordial and friendly atmosphere, exchanged views on bilateral relations and international and regional issues of mutual interest and reached important agreement. The two sides applauded the outcomes of the visit and agreed that the visit was a success and would further advance the China-Brazil strategic partnership.   二、访问期间,胡锦涛主席和卢拉总统在亲切友好的气氛中举行了会谈,就双边关系及共同关心的国际和地区问题交换了意见,达成重要共识。双方对访问成果给予积极评价,认为访问取得了成功并将进一步推动中巴战略伙伴关系的发展。
III. The two sides signed agreements on political, legal, agricultural and animal husbandry trade, scientific and technological, space, financial, energy and port cooperation, with a view to forging closer ties between the Chinese and Brazilian people.   三、双方签署了涵盖政治、司法、农牧产品贸易、科技、空间、金融、能源、港口合作等领域的合作文件,以进一步密切中国人民和巴西人民间的关系。
IV. The two presidents agreed that in the 35 years of diplomatic ties, the two countries had enjoyed friendly and mutually beneficial cooperation and achieved fruitful results. In 1993 China and Brazil established strategic partnership; in 2004 presidents of the two countries exchanged visits; in 2006 the China-Brazil High-Level Coordination and Cooperation Committee (COSBAN) held its first meeting; in 2007 the strategic dialogue was launched; in 2008 the two presidents met on three occasions. All these attest to the increasingly closer dialogue and relations between the two countries. This year, the two countries held many important high-level meetings on the sidelines of the G20 London Summit and during Chinese Vice President Xi Jinping's visit to Brazil. The two presidents agreed that in the current complex international situation, it is all the more important for China and Brazil to build a stronger strategic partnership. They reaffirmed their commitment to handling bilateral relations with a strategic and long-term perspective, deepening mutual trust and enhancing cooperation on the basis of mutual respect, equality and mutual benefits and working to push bilateral cooperation to a new height.   四、两国元首一致认为,中巴建交35年来,双边合作友好互利,富有成果。1993年两国建立战略伙伴关系,2004年两国元首实现互访,2006年召开中巴高层协调与合作委员会(中巴高委会)第一次会议,2007年启动战略对话,2008年两国元首举行三次会晤,这表明双边对话和关系不断密切。今年,两国已在二十国集团领导人伦敦金融峰会和中华人民共和国副主席习近平访问巴西期间,数次举行重要高层会晤。两国元首表示,在当前复杂的国际形势下,中巴进一步密切两国战略伙伴关系意义更加重大。双方重申以战略和长远眼光处理中巴关系,愿在相互尊重、平等互利的原则基础上,进一步加深互信,深化合作,并不断提升合作水平。
V. President Lula reiterated Brazil's commitment to the one China policy. Brazil recognizes the government of the People's Republic of China as the sole legal government representing the whole of China and Taiwan as part of China. President Hu Jintao expressed high appreciation of Brazil's principled position.   五、卢拉总统重申,巴方坚持一个中国原则,承认中华人民共和国政府是代表全中国的唯一合法政府,台湾是中国的一部分。胡锦涛主席对巴方这一原则立场表示高度赞赏。
VI. The two sides emphasized the important role of the High-Level Committee in guiding and coordinating bilateral relations in all aspects. They are ready to maintain close high-level exchanges, improve strategic planning of bilateral relations and exchange views on bilateral relations and major international and regional issues of mutual interest through bilateral exchange mechanisms such as the strategic dialogue, political consultations between the Chinese and Brazilian foreign ministries, regular exchange mechanism between the National People's Congress of China and the Chamber of Deputies of Brazil, and through bilateral exchanges in defense and legal affairs. The two sides agreed to advance the strategic dialogue mechanism and hold the second strategic dialogue in the latter half of 2009.   六、双方强调中巴高委会对指导和协调两国各领域关系发展的重要作用。双方愿保持密切高层交往,并通过战略对话、两国外交部间政治磋商、中国全国人民代表大会和巴西众议院定期交流机制等双边机制及在防务、司法等领域的交往等,加强对两国关系的战略规划,就双边关系和共同关心的重大国际和地区问题交换看法。双方表示愿进一步加强两国战略对话机制,于2009年下半年适时举行第二次战略对话。
VII. The two presidents agreed to draw up a Joint Action Plan (2010-2014) covering the whole spectrum of bilateral cooperation. The two presidents instructed government agencies and institutions that are involved in COSBAN to formulate action plans for areas they are responsible for. The two sides agreed to hold the second meeting of COSBAN in Brasilia at a convenient time in the latter half of this year and adopt the Joint Action Plan.

   七、两国元首决定制订一项两国政府2010-2014年共同行动计划,广泛涵盖现有的各双边合作领域。为此,两国元首指示中巴高委会各组成部门和机构尽快就其分管领域制订共同行动计划。双方还决定于2009年下半年适时在巴西利亚召开中巴高委会第二次会议并通过共同行动计划。
