| Building pilot free trade zones (hereinafter referred to as "FTZ") is a strategic measure of the CPC Central Committee and the State Council to comprehensively deepen reform and expand opening up under new conditions. For the purposes of implementing the decisions and arrangements of the CPC Central Committee and the State Council and maximizing the role of science and technology innovation in supporting and leading the building and development of FTZ, several supportive measures are hereby offered as follows. | | 建设自由贸易试验区（以下简称自贸试验区）是党中央、国务院在新形势下全面深化改革、扩大开放的一项战略举措。为贯彻落实党中央、国务院决策部署，充分发挥科技创新对自贸试验区建设发展的支撑引领作用，提出若干支持措施如下。 |

| We shall implement in depth the spirit of a series of important speeches of General Secretary Xi Jinping and his new concepts, thoughts and strategies of managing state affairs, conscientiously carry out the decisions and arrangements of the CPC Central Committee and the State Council, follow the requirements of the Four-Pronged Comprehensive Strategy, firmly practice new development concepts, set innovation as the primary driving force to boost development, and advance the combination of the FTZ strategy and the innovation-driven development strategy; adhere to the double-wheel drive of science and technology innovation and institutional innovation, remove system and mechanism obstructions restricting innovation, and trigger innovation dynamism; adhere to planning and promoting innovation with a global perspective, use global innovation resources to the maximum extent, and expand a new space for the open economy; adhere to overall arrangements for interactive FTZ development and national indigenous innovation demonstration zones, constantly amplify the cluster effect of policies, and guide quicker flow and clustering of innovation factors; adhere to using improvement of the capability of innovation-driven development as an important standard to measure the achievements in FTZ building, support the building of comprehensive FTZ integrating openness with innovation, and conduct vigorous exploration for the building of the national innovation system. | | 深入贯彻习近平总书记系列重要讲话精神和治国理政新理念新思想新战略，认真落实党中央、国务院决策部署，按照“四个全面”战略布局要求，坚定践行新发展理念，把创新作为引领发展的第一动力，推进自贸试验区战略与创新驱动发展战略相结合；坚持科技创新与制度创新双轮驱动，破除制约创新的体制机制障碍，激发创新活力；坚持以全球视野谋划和推动创新，最大限度用好全球创新资源，拓展开放型经济新空间；坚持统筹自贸试验区和国家自主创新示范区联动发展，不断放大政策集成效应，引导创新要素加速流动和聚集；坚持把提升创新驱动发展能力作为自贸试验区检验建设成效的重要标准，支撑建设开放和创新融为一体的综合改革试验区，为国家创新体系建设开展积极探索。 |
