| Article 1 In order to regulate the certification of pollution-free agricultural product and to guarantee the scientific and impartial results of product certification, these Procedures are enacted in accordance with the Measures for the Administration of Pollution-free Agricultural Products. | | 第一条 为规范无公害农产品认证工作，保证产品认证结果的科学、公正，根据《无公害农产品管理办法》，制定本程序。 |

| Article 2 The Agricultural Product Quality Safety Center of the Ministry of Agriculture (hereinafter referred to as Center) shall assume the work of certification of pollution-free agricultural product (hereinafter referred to as product certification). | | 第二条 农业部农产品质量安全中心（以下简称中心）承担无公害农产品认证（以下简称产品认证）工作。 |

| Article 3 The Ministry of Agriculture and the Certification and Accreditation Administration of the People's Republic of China (hereinafter referred to as CAA) shall promulgate the Catalogue of Products Subject to the Certification of Pollution-free Agricultural Product in accordance with the relevant national standards or industrial standards. | | 第三条 农业部和国家认证认可监督管理委员会(以下简称国家认监委)依据相关的国家标准或者行业标准发布《实施无公害农产品认证的产品目录》（以下简称产品目录）。 |

| Article 4 With respect to any product listed in the product catalogue, any entity or individual that has obtained the certificate of production area of pollution-free agricultural product may apply for the product certification. | | 第四条 凡生产产品目录内的产品，并获得无公害农产品产地认定证书的单位和个人，均可申请产品认证。 |
| |
|
| Article 5 An entity or individual applying for product certification (hereinafter referred to as applicant) may apply for the product certification directly with the Center or through the administrative department of agriculture of the people's government of the province, autonomous region, municipality directly under the Central Government, or city directly under State Planning, and shall submit the following materials: | | 第五条 申请产品认证的单位和个人(以下简称申请人)，可以通过省、自治区、直辖市和计划单列市人民政府农业行政主管部门或者直接向中心申请产品认证，并提交以下材料： |

| 1) Application From for Certification of Pollution-free Agricultural Product; | | （一）《无公害农产品认证申请书》； |
| |
|
| 2) Certificate of Production Area of Pollution-free Agricultural Product (duplication); | | （二）《无公害农产品产地认定证书》（复印件）； |
| |
|
| 3) Environmental Inspection Report and Environmental Evaluation Report of the production area; | | （三）产地《环境检验报告》和《环境评价报告》； |
| |
|
| 4) Scope of the production area and the production scale; | | （四）产地区域范围、生产规模； |
| |
|
| 5) Production plan of the pollution-free agricultural products; | | （五）无公害农产品的生产计划； |
| |
|
| 6) Quality control measures for the pollution-free agricultural products; | | （六）无公害农产品质量控制措施； |
| |
|
| 7) Operational rules for production of the pollution-free agricultural products; | | （七）无公害农产品生产操作规程； |
| |
|
| 8) Qualifications of the professional technicians; | | （八）专业技术人员的资质证明； |
| |
|
| 9) Declaration to guarantee execution of the standards and criteria for pollution-free agricultural products; | | （九）保证执行无公害农产品标准和规范的声明； |
| |
|
| 10) Training information and plan related to pollution-free agricultural products; | | （十）无公害农产品有关培训情况和计划； |
| |
|
| 11) Records of the production process of the products to be certified; | | （十一）申请认证产品的生产过程记录档案； |
| |
|
| 12) In case of an applicant in the form of “company plus farmers”, the model of the purchase and sale contract signed between the company and farmers, name list of the farmers, and the administrative measures; and | | （十二）“公司加农户”形式的申请人应当提供公司和农户签订的购销合同范本、农户名单以及管理措施； |
| |
|
| 13) Other materials to be submitted as required. | | （十三）要求提交的其他材料。 |
The applicant shall apply to the Center for drawing the Application Form for Certification of Pollution-free Agricultural Product and the relevant materials, or download such documents from www.agri.gov.cn. | |
申请人向中心申领《无公害农产品认证申请书》和相关资料，或者从中国农业信息网站（www.agri.gov.cn）下载。 |

Article 6 The Center shall finish the examination of the application materials within 15 workdays from the day of receiving those materials.
