| Upon deliberation and demonstration, the State Council has decided to further reduce the categories in the catalogue of industrial products subject to production license administration (hereinafter referred to as the “catalogue”), in which 14 categories of industrial products subject to production license administration are cancelled, and the production license administration authority of four categories of industrial products is delegated to the quality and technical supervision departments (market regulatory authorities) of the provincial people's governments. After the adjustment, a total of 24 categories of products will continue to be subject to production license administration for industrial products, of which seven categories are subject to administration by the State Administration for Market Regulation and 17 categories are subject to administration by the quality and technical supervision departments (market regulatory authorities) of the provincial people's governments. | | 经研究论证，国务院决定，进一步压减工业产品生产许可证管理目录（以下简称目录），取消14类工业产品生产许可证管理，将4类工业产品生产许可证管理权限下放给省级人民政府质量技术监督部门（市场监督管理部门）。调整后继续实施工业产品生产许可证管理的产品共计24类，其中，由国家市场监督管理总局实施的7类，由省级人民政府质量技术监督部门（市场监督管理部门）实施的17类。 |
The approval procedures shall be simplified for the products in the Catalogue. First, product inspections prior to the issuance of licenses, which are organized by the license-issuing authority, shall be changed to the enterprise's submission of a product inspection qualification report issued by a qualified inspection and testing institution in the application process. Second, ex post on-site examinations shall be conducted for the products subject to the licensing by the quality and technical supervision departments (market regulatory authorities) of the provincial people's governments, excluding dangerous chemicals. Where an enterprise passes the format examination after it has submitted its application and product inspection qualification report and has undertaken to ensure the product quality and safety, it may obtain a production license and then receive an on-site examination within the specified time limit. Third, where an enterprise produces and operates different categories of products in the Catalogue, it shall, based on the principle of “one license for one enterprise,” receive a unified examination and be granted a single license when applying for a new license or renewal of the license.
