The competent authorities of commerce, the foreign affairs offices and the state-owned assets supervision and administration departments of all provinces, autonomous regions, municipalities directly under the Central Government, municipalities under the separate state planning and Xinjiang Production and Construction Corps, and all central enterprises: | |

Under the leadership of the Central Committee of the Communist Party of China (CPC) and the State Council, China's foreign investment cooperation is developing rapidly on an increasing scale and in broader business fields, and has taken on a trend of sound development. However, some problems which cannot be ignored have also arisen in the course of development, such as the frequent occurrence of labor-related mass incidents, the increase of disputes involving local employees, the occurrence of environmental protection issues from time to time, the construction delay in some projects and the upward trend of quality and safety incidents. Although these problems are not in a dominant position in China's foreign investment cooperation, if we do not attach great importance to them and let them go without control, the harm will be huge. In order to further regulate our enterprises' foreign investment cooperation, effectively curb the occurrences of all kinds of incidents damaging the interests of the state and enterprises, we hereby notify you of the relevant requirements and measures as follows: | |
在党中央、国务院的领导下，我国对外投资合作快速发展，规模日益扩大、业务领域不断拓宽，呈现良好的发展势头。但在发展过程中也产生了一些不容忽视的问题，主要表现为：劳务群体性事件频发，涉及当地雇员的纠纷增多，环境保护问题时有发生，一些工程项目出现拖期，质量、安全事件呈上升趋势等。这虽不是我对外投资合作的主流，但如不高度重视，任其发展，危害巨大。为进一步规范企业对外投资合作，有效遏制各类损害国家和企业利益的事件发生，现就有关要求和措施通知如下： |

| I. Fully understanding the importance of regulating the foreign investment cooperation of Chinese enterprises | | 一、 |
The aforesaid problems existing in our foreign investment cooperation seriously damage the images of China and the enterprises, influence the bilateral relations, intensify contradictions, affect the social stability at home, and hinder China's enterprises to grow into multinational companies with international competitiveness. The relevant departments in all regions and all enterprises must attach great importance to them, and from the perspectives of maintaining the national image and social stability and the long-term development of our enterprises in the large, waste no time in doing a good job of regulating foreign investment cooperation. | |
对外投资合作中存在的上述问题严重损害国家和企业形象、影响双边关系，激化矛盾，影响国内社会稳定，不利于我企业成长为有国际竞争力的跨国公司。各地区有关部门、各企业必须高度重视，站在维护国家形象和社会稳定的高度，从我企业长远发展大局出发，把规范对外投资合作工作抓紧抓好。 |
