| For the purposes of thoroughly implementing the decisions and arrangements of the CPC Central Committee and the State Council on making overall plans for epidemic prevention and control and economic and social development, putting into practice the requirements of the 2017 Government Work Report, and strengthening the policies for stabilizing enterprises and ensuring employment, the PBC will, together with the Ministry of Finance, use a 400 billion yuan special relending quota to purchase a certain proportion of inclusive credit loans for micro and small enterprises from qualified local corporate banking institutions through innovative monetary policy tools, a move designed to encourage banks to extend more loan payments for micro and small enterprises and support more of them to obtain unsecured loans. With the consent of the State Council, you are hereby notified of the relevant issues as follows: | | 为深入贯彻落实党中央、国务院关于统筹推进新冠肺炎疫情防控和经济社会发展工作决策部署，落实《政府工作报告》要求，强化稳企业保就业支持政策，人民银行会同财政部使用4000亿元再贷款专用额度，通过创新货币政策工具按照一定比例购买符合条件的地方法人银行业金融机构普惠小微信用贷款，促进银行加大小微企业信用贷款投放，支持更多小微企业获得免抵押担保的信用贷款支持。经国务院同意，现就有关事宜通知如下： |
| I. Supportive polices for purchasing inclusive credit loans for micro and small enterprises | | 一、购买普惠小微信用贷款支持政策 |
Starting on June 1, 2020, the PBC will purchase through monetary policy tools new inclusive credit loans for micro and small enterprises, on a quarterly basis, from the eligible local corporate banking institutions. The qualified local corporate banking institutions shall include urban commercial banks, rural commercial banks, rural cooperative banks, village banks, rural credit cooperatives and private banks that are newly rated as Grades 1-5 by the central bank. The scope of purchase shall be 40% of the inclusive credit loans for micro and small enterprises granted by qualified local corporate banking institutions between March 1 and December 31, 2020, with a loan term of not less than 6 months.
