| For the purpose of further promoting the sound development of the logistics industry, the urban land use tax policies for the land used by logistics enterprises for bulk commodity storage facilities are hereby announced as follows: | | 为进一步促进物流业健康发展，现就物流企业大宗商品仓储设施用地城镇土地使用税政策公告如下： |
| I. From January 1, 2020 to December 31, 2022, the urban land use tax on the land for bulk commodity storage facilities owned (whether used by logistics enterprises themselves or leased out) or leased by logistics enterprises shall be collected at the reduced rate of 50% of the tax amount applicable to the grade of the land. | | 一、自2020年1月1日起至2022年12月31日止，对物流企业自有（包括自用和出租）或承租的大宗商品仓储设施用地，减按所属土地等级适用税额标准的50%计征城镇土地使用税。 |
II. For the purpose of this Announcement, a “logistics enterprise” means a specialized logistics enterprise which engages in storage and/or transportation business, provides storage and/or distribution and other third-party logistics services for the production, circulation, import, and export in the manufacturing industry and agriculture and the life of residents, conducts independent accounting, independently assumes civil liabilities, and is registered with the administrative department for industry and commerce as a logistics, storage, or transportation enterprise.
