| Chapter I General Provisions | | 第一章 总则 |

| Article 1 These Regulations are formulated in accordance with the provisions of the Law on the People's Bank of China for the purpose of being instrumental to the correct formulation of the monetary policy of the State. | | 第一条 为了有助于国家货币政策的正确制定，根据中国人民银行法的规定，制定本条例。 |
| |
|
| Article 2 The Monetary Policy Commission is the advisory and discussion body of the People's Bank of China for the formulation of monetary policies. | | 第二条 货币政策委员会是中国人民银行制定货币政策的咨询议事机构。 |
The Monetary Policy Commission shall be formed in accordance with these Regulations. | |
货币政策委员会依照本条例组成。 |

| Article 3 The functions of the Monetary Policy Commission shall be, on the basis of comprehensive analysis of the macroeconomic situation and according to the macroeconomic regulatory and control goals of the State, to discuss the following matters concerning monetary policies and to make proposals: | | 第三条 货币政策委员会的职责是，在综合分析宏观经济形势的基础上，依据国家的宏观经济调控目标，讨论下列货币政策事项，并提出建议： |

| (1) formulation and adjustment of monetary policies; | | （一）货币政策的制定、调整； |
| |
|
| (2) the monetary policy control goals within a specified period; | | （二）一定时期内的货币政策控制目标； |
| |
|
| (3) employment of monetary policy instruments; | | （三）货币政策工具的运用； |
| |
|
| (4) important measures concerning monetary policies; and | | （四）有关货币政策的重要措施； |
| |
|
| (5) coordination of monetary policies with other macroeconomic policies. | | （五）货币政策与其他宏观经济政策的协调。 |
| |
|
| Article 4 The Monetary Policy Commission shall function through its plenary meeting. | | 第四条 货币政策委员会通过全体会议履行职责。 |

| Chapter II Organizational Structure | | 第二章 组织机构 |
| |
|
| Article 5 The Monetary Policy Commission shall be composed of persons from the following units: | | 第五条 货币政策委员会由下列单位的人员组成： |
the governor of the People's Bank of China; | |
中国人民银行行长； |
two deputy governors of the People's Bank of China; one vice minister of the State Planning Commission; one vice minister of the State Economic and Trade Commission; | |
中国人民银行副行长二人； |
one vice minister of the Ministry of Finance; | |
国家计划委员会副主任一人； |
the director-general of the State Administration of Foreign Exchange; | |
国家经济贸易委员会副主任一人； |
the president of the China Securities Regulatory Commission; | |
财政部副部长一人； |
two governors of wholly State-owned commercial banks; and | |
国家外汇管理局局长； |
one banking expert. | |
中国证券监督管理委员会主席； |
Adjustment of the units of which the Monetary Policy Commission is composed shall be decided by the State Council. | |

| Article 6 The governor of the People's Bank of China, the director-general of the State Administration of Foreign Exchange and the president of the China Securities Regulatory Commission are ex officio members of the Monetary Policy Commission. | |
货币政策委员会组成单位的调整，由国务院决定。 |
Other members of the Monetary Policy Commission shall be nominated by the People's Bank of China or by the People's Bank of China in consultation with the departments concerned and reported to the State Council for appointment. | |

| | 第六条 中国人民银行行长、国家外汇管理局局长、中国证券监督管理委员会主席为货币政策委员会的当然委员。 |
| Article 7 The Monetary Policy Commission has a chairperson and a vice chairperson. The chairperson shall be the governor of the People's Bank of China and the vice chairperson shall be designated by the chairperson. | |
货币政策委员会其他委员人选，由中国人民银行提名或者中国人民银行商有关部门提名，报请国务院任命。 |

| Article 8 A member of the Monetary Policy Commission shall meet the following requirements; | | 第七条 货币政策委员会设主席一人，副主席一人。主席由中国人民银行行长担任；副主席由主席指定。 |

|
(1) be as a rule under 65 years of age and have the nationality of the People's Republic of China;
