For the purposes of implementing the Guiding Opinions of the CPC Central Committee and the State Council on Supporting Hainan in Comprehensively Deepening Reform and Opening Up (No. 12 [2018], CPCCC) and the Notice by the State Council of Issuing the Framework Plan for China (Hainan) Pilot Free Trade Zone (No. 34 [2018], State Council), and supporting the construction of China (Hainan) Pilot Free Trade Zone, the Ministry of Transport hereby authorizes Hainan Provincial Department of Transportation to be responsible for handling the applications for administrative licensing for non-vessel shipping business and the applications for administrative confirmation of foreign-funded international vessel management business filed by enterprises registered in Hainan Province.
