| The CPC Central Committee and the State Council have attached great importance to the supervision of state-owned assets. General Secretary Xi Jinping has repeatedly emphasized the strengthening of the supervision of state-owned assets with a focus on capital management. At the Fourth Plenary Session of the 19th CPC Central Committee, the shaping of a state-owned assets supervision system with a focus on capital management was clearly proposed. Over recent years, state-owned assets supervision and administration commissions at all levels have holistically advanced the reform and development of state-owned assets and enterprises, and have made positive progress in the building of a state-owned assets supervision system. However, problems remain, such as insufficient communication between higher and lower state-owned assets supervision and administration commissions, imperfect working mechanisms for guidance and supervision, and the need to increase the joint efforts of the national state-owned assets system. For the purposes of accelerating the formation of a state-owned assets supervision system with a focus on capital management, as well as promoting the establishment of a great pattern of the supervision of state-owned assets and harmonizing the supervision of state-owned assets, you are hereby notified of the relevant work as follows: | | 党中央、国务院高度重视国资监管工作。习近平总书记多次强调要以管资本为主加强国有资产监管。党的十九届四中全会明确提出形成以管资本为主的国有资产监管体制。近年来，各级国资委统筹推进国资国企改革发展，国资监管系统建设取得积极进展。但仍然存在上下级国资委沟通联系不够紧密、指导监督工作机制还不完善、全国国资系统合力有待增强等问题。为加快形成以管资本为主的国有资产监管体制，推动构建国资监管大格局、形成国资监管一盘棋，现就有关工作通知如下： |
| I. Specifying general requirements for establishing a great pattern of supervision of state-owned assets | | 一、明确构建国资监管大格局的总体要求 |
| State-owned assets supervision and administration commissions at all levels shall follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era and thoroughly study and implement the decisions and arrangements of the CPC Central Committee with regard to advancing the modernization of the state governance system and governance capabilities, as well as shaping a state-owned assets supervision system with a focus on capital management. State-owned assets supervision and administration commissions at all levels shall fully understand that building a great pattern of supervision of state-owned assets and harmonizing the supervision of state-owned assets are beneficial in holistically advancing the development, reform, and supervision of state-owned assets and enterprises and Party building, from the perspective of the overall development of the cause of the Party and the state. Promotion of rational flow and optimized allocation of state-owned capital in a broader scope, in a wider field, and at a deeper level, as well as better implementing the requirements for strengthening the supervision of state-owned assets with a focus on capital management, will provide a good supervisory environment for the reform and development of state-owned enterprises. State-owned assets supervision and administration commissions at all levels shall fully implement their responsibilities, improve the state-owned assets supervision work system, improve the working mechanism, and strive to promote 2-3 years of inter-organizational functions, coordinated laws and regulations, unified performance rules, and unified reform and development. Overall planning, strong party leadership, and systematic synergy will be significantly enhanced to accelerate the formation of state-owned assets supervision. | | 各级国资委要以习近平新时代中国特色社会主义思想为指导，深入学习贯彻党中央关于推进国家治理体系和治理能力现代化，形成以管资本为主的国有资产监管体制的决策部署。要充分认识到，构建国资监管大格局、形成国资监管一盘棋，有利于从党和国家事业发展全局的高度，统筹推进国资国企发展改革监管和党的建设，有利于在更大范围、更广领域、更深层次推动国有资本合理流动、优化配置，有利于更好落实以管资本为主加强国有资产监管的要求，为国有企业改革发展提供良好的监管环境。各级国资委要立足全面履行国资监管职责，健全国资监管工作体系，完善工作机制，力争用2-3年时间推动实现机构职能上下贯通、法规制度协同一致、行权履职规范统一、改革发展统筹有序、党的领导坚强有力、系统合力明显增强，加快形成国资监管一盘棋。 |
| II. Highlighting the key tasks of establishing a great pattern of supervision of state-owned assets | | 二、突出构建国资监管大格局的重点任务 |
1. Holistically advancing the full performance of duties: In accordance with the requirements that “statutory duties be performed,” state-owned assets supervision and administration commissions at all levels shall fully and effectively comply with the laws and regulations such as the Law of the People's Republic of China on the State-Owned Assets of Enterprises and the Interim Measures for the Supervision and Administration of State-owned Assets of the Enterprises. They shall also comprehensively undertake duties as specified by the CPC Central Committee and the State Council, including duties of capital contributors of state-owned enterprises, duties to exclusively supervise state-owned assets, and duty for the Party building of state-owned enterprises, as well as to effectively conduct development, reform, supervision and Party building, and better achieve the preservation and appreciation of the value of state-owned assets.
