| For the purposes of implementing Xi Jinping's Thoughts on Socialism with Chinese Characteristics for a New Era and the tasks of judicial reform arranged at the 19th CPC National Congress, putting into practice the Opinions of the Supreme People's Court on Deepening the Comprehensive Supporting Reform of Judicial System of the People's Courts – the Fifth Five-year Reform Outline for the People's Courts (2019-2023) (No. 8 [2019] of the Supreme People's Court), providing a new and convenient judicial mechanism, expanding the use of electronic litigation, and improving the efficiency in adjudication and enforcement, the Supreme People's Court decides to extend the pilot scope of “Mobile Micro Court” in Zhejiang Province to the courts of another 12 provinces (autonomous regions, and municipalities directly under the Central Government), including Beijing, Hebei, Liaoning, Jilin, Shanghai, Fujian, Henan, Guangdong, Guangxi, Sichuan, Yunnan and Qinghai. To ensure the pilot program be promoted in a steady and orderly manner, relevant matters are hereby notified as follows: | | 为贯彻落实习近平新时代中国特色社会主义思想和党的十九大部署的司法体制改革任务，抓好《最高人民法院关于深化人民法院司法体制综合配套改革的意见--人民法院第五个五年改革纲要（2019一2023） 》（法发〔2019〕8号）落地落实，创新司法便民机制，拓展电子诉讼应用，提升审判执行效能，最高人民法院决定将“移动微法院”试点范围从浙江省扩大至北京、河北、辽宁、吉林、上海、福建、河南、广东、广西、四川、云南、青海12个省（区、市）辖区内法院。为确保试点工作稳妥有序推进，现就有关事项通知如下： |
| I. The Supreme People's Court develops the Plan for Further Promoting the Pilot Program of “Mobile Micro Court” (hereinafter referred to as the “Pilot Plan”; see Annex below), and the higher people's courts in the pilot areas shall, in strict accordance with the requirements of the Pilot Plan, push forward the pilot program of the courts within their respective jurisdictions in an active, steady, solid and orderly way. | | 一、最高人民法院制定了《关于进一步推进“移动微法院”试点工作的方案》（以下简称“试点方案”、附后），试点地区高级人民法院应当严格按照试点方案要求，积极稳妥、扎实有序推进辖区法院试点工作。 |
| II. The pilot program shall comply with the Civil Procedure Law and other relevant laws and regulations, and safeguard the procedural rights and interests of litigation participants; and, without permission, no adjustment shall be made on the application of the relevant laws. | | 二、试点工作要严格遵守民事诉讼法及相关法律法规，充分保障诉讼参与人各项诉讼权益，不得擅自调整适用相关法律。 |
| III. All pilot courts shall attach great importance to the system and data security, upgrade the risk prevention and control system, improve the corresponding non-disclosure measures, and ensure the security of platform system and judicial data. | | 三、各试点法院要高度重视系统和数据安全，健全风险防控机制，完善配套保密措施，确保平台系统和司法数据安全。 |
| IV. The higher people's courts in the pilot areas shall strengthen the coordination and management, tracking and guidance, and performance and efficiency evaluation, and report to the Supreme People's Court any new conditions or new problems discovered in the pilot program. | | 四、试点地区高级人民法院要加强对试点工作的统筹管理、跟踪指导和评估问效，及时向我院报告试点工作中发现的新情况、新问题。 |
| V. For the purpose of preventing repeated construction and waste of resources, the areas not included in the pilot program shall not start the research and development of a platform system which is identical with or similar to the “Mobile Micro Court”. The pilot program, after being launched in full swing, shall be carried out in an orderly manner according to the unified arrangements of the Supreme People's Court. | | 五、为避免重复建设和资源浪费，尚未纳入试点的地区暂不开展与移动微法院相同或类似的平台研发建设。待试点全面推开后，再根据最高人民法院统一部署有序开展相关工作。 |

For the purposes of implementing the spirit of the 19th CPC National Congress, the Second and Third Plenary Sessions of the 19th CPC Central Committee, and the National Political and Legal Work Conference, upholding the development concept of “Putting People First”, further improving the information-based adjudication and enforcement of the people's courts, and fully meeting the diverse judicial demands of the general public, with a purpose of further promoting the pilot program of “Mobile Micro Court”, this Plan is hereby developed in accordance with the Opinions of the Supreme People's Court on Deepening the Comprehensive Supporting Reform of Judicial System of the People's Courts – the Fifth Five-year Reform Outline for the People's Courts
