| For the purposes of implementing the decisions and arrangements made by the central and provincial governments on foreign trade stabilization, further maximizing the important role of foreign trade enterprises in the economic development of the entire city, supporting foreign trade enterprises in tiding over difficulties, and sparing no effort to guarantee priorities, stabilize orders, expand the market, and stabilize the fundamentals of foreign trade in Suzhou city, the following policy opinions (referred to as “Eight New Articles ‘Benefiting Foreign Trade' in Suzhou in Support of the Stable Development of Foreign Trade Enterprises” for short) are hereby developed. | | 为贯彻落实中央和省关于稳外贸工作的决策部署，进一步发挥外贸企业在全市经济发展中的重要作用，支持外贸企业渡过难关，全力保重点、稳订单、拓市场，稳住我市外贸基本盘，特制定以下政策意见（简称支持外贸企业稳定发展苏“惠外”新八条）。 |
| I. Sparing no effort to stabilize orders in the international market: The positive role of all localities and all departments in serving projects and enterprises shall be maximized, and the policies and measures of “one policy for one enterprise” and “one policy for one industry” shall be adopted to provide precise services, help enterprises stabilize the orders in hand and encourage enterprises to snatch orders. Certain rewards shall be given to enterprises which have shown outstanding performance, have made great contributions, and have social responsibilities. (The administrative committees of all city and district governments, and various development zones at all levels) | | 一、全力稳定国际市场订单。充分发挥各地各部门对项目和企业服务的积极作用，采用“一企一策”“一业一策”的政策措施，精准服务，帮助企业稳定在手订单，鼓励企业抢抓订单。对于表现突出、贡献较大且具备社会责任的企业，给予一定的奖励。（各市、区政府＜管委会＞，各级各类开发区） |
II. Intensifying the support for export credit insurance: Enterprises shall be supported in expanding imports and exports to boost confidence in receiving orders. All regions and departments of the entire city shall be encouraged to make full and effective use of export credit insurance policy instruments to improve the satisfaction rates of export credit insurance limits. The upper limit of the support for export credit insurance as prescribed in the Notice from the Office of the Suzhou Municipal People's Government regarding Issuing the Several Policies of Suzhou City for Advancing the High-Level Opening up and High-Quality Development (No. 127 [2019], Suzhou Municipal People's Government) shall be raised, the upper limit of the support for annual export credit insurance taken out by a single enterprise shall be raised to RMB 3 million, and all localities shall be encouraged to raise the upper limits of export credit insurance supports. The insurance premiums payable by micro and small enterprises in the entire city that take out short-term export credit insurance shall be reduced in phases. The coverage of blanket insurance platforms for export credit insurance for micro, small and medium-sized enterprises at the city level shall be further expanded, the foreign trade enterprises whose export volume based on Customs statistics in the previous year is less than USD 300,000 shall be incorporated into the blanket insurance platforms at the city level, and the short-term export credit insurance premiums payable to an enterprise within an blanket insurance platform with an annual export volume of less than USD 10 million shall be supported by the government in full amount. Eligible micro, small and medium-sized foreign trade enterprises shall be boosted to apply for ‘Suzhou Trade Loan' financing business in Jiangsu province to strive to alleviate the pressure on corporate financing. ．．．．．． | | 二、加大出口信用保险支持。支持企业扩大进出口，提振接单信心。鼓励全市各地区各部门用足用好出口信用保险政策工具，提高出口信保限额满足率。提高《市政府办公室关于印发苏州市推进商务高水平开放、高质量发展的若干政策的通知》（苏府办〔2019〕127号）中规定的出口信用保险扶持上限，对单一企业年度投保出口信用保险的扶持上限提高至300万元人民币，鼓励各地提高出口信用保险扶持上限。对全市小微企业投保短期出口信用保险实行阶段性降费。进一步扩大市级中小微企业出口信用保险统保平台覆盖面，将上年度海关统计出口额30万美元以下的外贸企业纳入市级统保平台，实现对年出口额1000万美元以下统保平台内企业短期出口信用保险费用由政府全额扶持。推动符合条件的中小微外贸企业申请江苏省“苏贸贷”融资业务，着力缓解企业融资压力。（市商务局、中信保苏州办事处、市财政局）
