新加坡共和国教育部与中华人民共和国教育部教育交流与合作备忘录

At the invitation of the Ministry of Education of the People's Republic of China (hereafter referred to as PRC side), a delegation from the Ministry of Education of the Republic of Singapore (hereafter referred to as Singapore side) led by RADM Teo Chee Hean, Minister for Education of the Republic of Singapore, visited PRC from 23 June to 26 June 1999. During the visit, based on the principle of equality, friendship and mutual understanding, both parties the two countries. In order to consolidate and promote mutual educational exchanges and cooperation, both parties agreed to sign the MEMORANDUM OF UNDERSTANDING ON EXCHANGES AND COOPERATION IN THE FIELD OF EDUCATION BETWEEN THE MINISTRIES OF EDUCATION OF THE REPUBLIC OF SINGAPORE AND THE PEOPLE'S REPUBLIC OF CHINA. 应中华人民共和国教育部(下称中方)邀请,以新加坡共和国教育部(下称新方)部长张志贤准将为团长的新加坡教育代表团于一九九九年六月二十三日至六月二十六日正式访问了中国。访问期间,双方在平等、友好和相互理解的基础上,就双边教育交流与合作事宜广泛地交换了意见。为进一步巩固和促进双边教育交流与合作,双方一致同意签定《新加坡共和国教育部与中华人民共和国教育部教育交流与合作备忘录》(下称《备忘录》):
I GENERAL   一、总则
The objective of this Memorandum of Understanding is to further promote and formalize the exchanges in the field of education, and to consolidate and strengthen the educational exchanges and cooperation between the two countries. 本《备忘录》的宗旨在于进一步促进和规范双边的教育交流,巩固和加强双方在教育领域的全面交流与合作。
II EXCHANGE OF DELEGATIONS   二、代表团交流
1.During the period of this Memorandum of Understanding, both parties shall exchange a delegation in the field of education every year, of 45-50 man-days, so as to further strengthen their links and mutual understanding. 1、在本《备忘录》有效期间内,双方每年互换一个45-50人天的教育代表团赴对方进行访问,以进一步加强双方的联系和相互了解。
2. The visiting party shall bear the international traveling expenses of the delegation, and the hosting party shall bear the expenses of the delegation in the host country. Detailed arrangements are to be agreed upon. 2、代表团往返国际旅费由派遣方负担,在对方国的费用由接待方负担。具体安排另行商定。
III EXCHANGE OF STUDENTS   三、留学生交流
1.During the period of this Memorandum of Understanding, both parties shall exchange 10 students on a one-year scholarship (including undergraduates, postgraduates and students on continual education). The conditions for eligibility and the criteria for awarding the scholarships shall be determined in accordance with the relevant regulations of each country.
