The finance departments (bureaus), departments (commissions, bureaus) of science and technology, relevant competent departments of small and medium-sized enterprises and local offices of the China Banking and Insurance Regulatory Commission of all provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning; the Shanghai Head Office of the People's Bank of China ("PBC"), all branches and business management departments of the PBC, all central sub-branches of the PBC in the capital cities of provinces (or autonomous regions) and sub-provincial cities; and all local regulatory bureaus of the Ministry of Finance: 各省(自治区、直辖市、计划单列市)财政厅(局)、科技厅(委、局)、中小企业主管部门、银保监局,中国人民银行上海总部、各分行、营业管理部、省会(首府)城市中心支行、各副省级城市中心支行,财政部各地监管局:
Private and micro and small-sized enterprises are an indispensable and important force for China's economic and social development. For the purposes of implementing the decisions and arrangements of the CPC Central Committee and the State Council on supporting the development of private and micro and small-sized enterprises, maximizing the leading role of public financial funds, and exploring effective ways to improve financial services for private and micro and small-sized enterprises, from 2019 on, the Ministry of Finance will, together with the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the People's Bank of China and the China Banking and Insurance Regulatory Commission, provide financial support to the pilot cities in deepening comprehensive reform of financial services for private and micro and small-sized enterprises, and at the same time, the central finance will provide support of incentive funds. Relevant matters are hereby notified as follows: 民营和小微企业是我国经济社会发展不可或缺的重要力量。为贯彻落实党中央、国务院关于支持民营和小微企业发展的决策部署,更好发挥财政资金引导作用,探索改善民营和小微企业金融服务的有效模式,从2019年起,财政部联合科技部、工业和信息化部、人民银行、银保监会开展财政支持深化民营和小微企业金融服务综合改革试点城市工作,中央财政给予奖励资金支持。现通知如下:
I. Guiding ideology   一、指导思想
The guiding principles of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee shall be fully implemented; the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era shall be taken as a guide; the decisions and arrangements of the CPC Central Committee and the State Council on supporting the development of private and micro and small-sized enterprises shall be conscientiously implemented to promote the quality development of financial services for private and micro and small-sized enterprises; emphasis shall be placed on maximizing the guiding and leveraging role of public financial funds to support local governments in developing pilot cities for comprehensive reform of financial services in line with local conditions. The central government's tax and fee reduction policies shall be effectively implemented to focus on improving the financing of micro and small and private enterprises. The credit risks of private and micro and small-sized enterprises shall be effectively prevented to improve the financing guarantee system and the risk compensation mechanism to take effective steps to prevent major risks. 全面贯彻党的十九大和十九届二中、三中全会精神,以习近平新时代中国特色社会主义思想为指引,认真贯彻落实党中央、国务院关于支持民营和小微企业发展的决策部署,以推进民营和小微企业金融服务高质量发展为目标,着力发挥财政资金引导撬动作用,支持地方因地制宜打造各具特色的金融服务综合改革试点城市。要落实好中央减税降费政策,着力改善小微和民营企业融资;也要防范好民营、小微企业信贷风险,健全融资担保体系和风险补偿机制,切实打好防范重大风险攻坚战。
II. Basic principles   二、基本原则
1. Dominance by local governments and guidance by the Central Government. Support shall be provided on a city-by-city basis in deepening the financial services for private and micro and small-sized enterprises and maximizing the advantages of local governments in keeping abreast of local conditions and integrating resources. Prominence shall be given to the predominant role of local governments to effectively implement the central government's tax and fee reduction policies. The central finance shall provide financial support. (一)地方为主,中央引导。以城市为单位支持深化民营和小微企业金融服务,充分发挥地方熟悉情况、整合资源的优势,突出地方主体地位,落实好中央减税降费政策,中央财政给予资金支持。
2. Improving the mechanism to stimulate market operation. The mechanism shall be improved to make up for market failure and effectively encourage financial resources to support micro and small-sized enterprises on the premise of respecting market rules, thus making better use of market means to create a good environment and stimulate endogenous power. (二)完善机制,市场运行。立足于完善机制,弥补市场失灵,有效引导金融资源在尊重市场规律的前提下“支小助微”,更好地利用市场化手段创造良好环境,激发内生动力。
3. Encouraging innovation and exploring experience. Pilot cities shall be encouraged to go first, exploring effective models for deepening financial services for private and micro and small-sized enterprises. The financing guarantee system and the risk compensation mechanism shall be established and improved to develop replicable and widely applicable experience, set benchmarks, create samples and amplify policy effects. (三)鼓励创新,探索经验。鼓励试点城市先行先试,探索深化民营和小微企业金融服务的有效模式,建立健全融资担保体系和风险补偿机制,形成可复制、可推广的经验,树立标杆,打造样本,放大政策效果。
4. Tracking the effectiveness, commending the excellent and punishing the lagging. Whole-process budget performance management shall be conducted. The relevant departments shall strengthen guidance for pilot cities, enhance performance target management, effectively monitor performance, conduct performance evaluation and results application and track the progress and implementation of the related work. The central finance's incentive funds shall be linked to the work performance of pilot cities, and highlight the guiding effect. (四)跟踪问效,奖优罚劣。实施全过程预算绩效管理,相关部门对试点城市加强指导,强化绩效目标管理,做好绩效运行监控,开展绩效评价和结果应用,跟踪其工作进展情况和实施成效,中央财政奖励资金与试点城市工作绩效挂钩,突出引导效应。
III. Content of the pilot program   三、试点内容
1. The incentive policies by the Central finance. (一)中央财政奖励政策。
Starting in 2019, the central finance shall allocate approximately 2 billion yuan annually through the special fund for inclusive finance development to support a certain number of pilot cities. The pilot period shall be tentatively set at three years, with the incentive funds for each pilot city in the eastern, central and western regions of 30 million yuan, 40 million yuan and 50 million yuan, respectively. 从2019年起,中央财政通过普惠金融发展专项资金每年安排约20亿元资金,支持一定数量的试点城市。试点期限暂定为3年,东、中、西部地区每个试点城市的奖励标准分别为3000万元、4000万元、5000万元。
The incentive funds may be used to compensate for the credit risks of private and micro and small-sized enterprises of financial institutions in pilot cities, or to supplement the capital of government-backed financing security institutions in pilot cities. Pilot cities shall pay attention to strengthening the overall coordination of departments and linkage of policies, especially creating complementarity and synergies with the policies on, among others, the awards and subsidies for micro and small-sized enterprises' financing guarantee fee reduction and the credit guarantee compensation for small and medium-sized enterprises. They shall not repeatedly provide financial support to the same entity. 奖励资金可用于试点城市金融机构的民营和小微企业信贷风险补偿或代偿,或用于试点城市政府性融资担保机构资本补充。试点城市应注重加强部门统筹协调和政策联动,特别是与中央财政已出台的小微企业融资担保降费奖补、中小企业信用担保代偿补偿等政策形成互补和合力,不得对同一主体重复安排资金支持。
Eligible provinces shall be encouraged to provide appropriate funding to carry out the work of deepening the comprehensive reform of financial services for private and micro and small-sized enterprises in the respective pilot cities of their provinces. 鼓励有条件的省份适当安排资金比照开展省内深化民营和小微企业金融服务综合改革试点城市工作。
2. Pilot city selection. (二)试点城市选择。
All provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning shall select the best pilot cities within their jurisdictions. In order to better coordinate resources, optimize platforms and innovate on services, pilot cities shall generally be prefecture-level cities (including municipalities directly under the Central Government, districts and counties under the jurisdiction of cities under separate state planning), districts and counties under the capital cities of provinces (or autonomous regions), and state-level new areas. Provinces and autonomous regions that have less than 10 prefecture-level administrative regions (including Jilin, Fujian, Hainan, Guizhou, Tibet, Qinghai and Ningxia) and five cities under separate state planning shall determine one pilot city each year; other provinces, autonomous regions and the four municipalities directly under the Central Government shall determine two pilot cities annually. Repeated application for pilot cities may be made. 各省、自治区、直辖市及计划单列市择优确定辖区内试点城市。为更好发挥统筹资源、优化平台、创新服务的作用,试点城市一般应为地级市(含直辖市、计划单列市所辖县区)、省会(首府)城市所属区县、国家级新区。地市级行政区少于10个的省、自治区(包括吉林、福建、海南、贵州、西藏、青海、宁夏,共7个省区)及5个计划单列市,每年确定1个试点城市;其他省、自治区及4个直辖市,每年确定2个试点城市。试点城市可重复申报。
(1) Before January 31 of each year, the finance departments at the provincial level (including provinces, autonomous regions and municipalities directly under the Central Government and cities under separate state planning) shall, along with the departments of financial supervision, science and technology, industry and information technology and banking and insurance supervision and the People's Bank of China, develop the evaluation plans for pilot cities within jurisdictions according evaluation requirements and determine, item by item, the performance evaluation objectives based on the performance evaluation indicators for pilot cities so as to strengthen policy guidance. 1.每年1月31日前,省级(含省、自治区、直辖市、计划单列市,下同)财政部门联合金融监管、科技、工信、人民银行、银保监等部门,围绕考核要求,制定本辖区内试点城市评审方案,以试点城市绩效评价指标为依据,逐项确定绩效考核目标,加强政策指导。
(2) The finance department of any city having the intention shall, in conjunction with the relevant departments, prepare the pilot plan, determine the performance evaluation objectives and detail the tasks, and report to the provincial finance department in written form before February 27 of each year. 2.有意向的城市财政部门会同相关部门做好试点方案编制工作,确定绩效考核目标,细化工作任务,每年2月27日前以书面形式向省级财政部门申报。
(3) The provincial financial department shall, together with the departments of financial supervision, science and technology, industry and information technology and banking and insurance supervision and the People's Bank of China, conduct review in an open and competitive manner, and submit the list of pilot cities, implementation plans, performance targets and evaluation indicator forms and other materials to the Ministry of Finance before March 31 of each year. 3.省级财政部门联合金融监管、科技、工信、人民银行、银保监等部门,采取公开竞争性方式进行评审,每年3月31日前将试点城市名单、实施方案、绩效目标及评价指标表等材料提交财政部。
3. Performance evaluation indicators. (三)绩效评价指标。
The pilot work shall be equally focused on both promoting development and preventing risks. On the one hand, the central government's tax and fee reduction policies shall be implemented to increase the financing size of private and micro and small-sized enterprises and reduce financing costs. On the other hand, the government-led financing guarantee and risk compensation mechanism shall be improved to properly handle the relationship between supporting the development of private and micro and small-sized enterprises and preventing potential risks. The performance of pilot cities will be mainly evaluated in terms of the following four aspects: first, the overall situation of finance serving private and micro and small-sized enterprises (40%); second, the progress in improving the financing guarantee and risk compensation mechanism (30%); third, comprehensive financial services and innovation (20%); and fourth, the local development driven by finance (10%). For specific performance evaluation indicators and standards, see Annexes. 试点工作坚持促发展和防风险并重,既要立足落实好中央减税降费政策,加大民营和小微企业融资规模,降低融资成本;又要健全政府主导的融资担保和风险补偿机制,妥善处理好支持民营、小微企业发展与防范潜在风险之间的关系。对试点城市绩效情况重点评价四个方面内容:一是金融服务民营和小微企业总体状况(占比40%)。二是完善融资担保和风险补偿机制情况(占比30%)。三是金融综合服务和创新情况(占比20%)。四是金融带动地方发展情况(占比10%)。具体绩效评价指标和口径见附件。
4. Performance evaluation implementation and results application. (四)绩效评价实施及结果运用。
The provincial financial department shall, together with the departments of financial supervision, science and technology, industry and information technology and banking and insurance supervision and the People's Bank of China, conduct daily supervision of the work implementation and fund use of pilot cities and establish a dynamic monitoring system for related performance indicators. 省级财政部门联合金融监管局、科技、工信、人民银行、银保监等部门对试点城市工作开展情况和资金使用情况进行日常监督管理,建立相关绩效指标动态监测体系。
Before March 31 of each year, the provincial financial department shall, together with the departments of financial supervision, science and technology, industry and information technology and banking and insurance supervision and the People's Bank of China as well as local regulatory bureaus of the Ministry of Finance, carry out performance evaluation of the work for the previous year. The performance evaluation results shall be disclosed to the public and submitted to the Ministry of Finance, and the copies thereof shall be sent to the local regulatory bureau of the Ministry of Finance. 每年3月31日前,省级财政部门联合金融监管局、科技、工信、人民银行、银保监等部门及财政部当地监管局对上年工作开展绩效评价,绩效评价结果向社会公开,并将绩效评价结果等材料提交财政部,抄送财政部当地监管局。
As needed in work, the Ministry of Finance shall organize the local regulatory bureau to conduct a random review of performance evaluation, and make fund settlement according to performance evaluation and random review results. Pilot cities whose performance evaluation results are less than 70 points shall be disqualified and all incentive funds shall be recovered. 财政部根据工作需要组织当地监管局对绩效评价结果进行抽评,并根据绩效评价和抽评结果进行资金结算。对绩效评价或抽评结果分值低于70分的试点城市,取消试点资格,追回全部奖励资金。
5. Division of functions. (五)职责分工。
Local departments of finance, science and technology, industry and information technology, branches of the People's Bank of China, local banking and insurance regulation departments, local regulatory bureaus of the Ministry of Finance and local financial regulators shall assume their respective responsibilities. The setting and evaluation of performance targets of pilot cities shall be assigned to different departments. Specifically, branches of the People's Bank of China and banking and insurance regulation departments shall be responsible for the overall situation of finance serving private and micro and small-sized enterprises, comprehensive financial services and innovation-related indicators, with the specific standards and scores determined by both parties through consultation; the finance departments and local financial regulators shall be responsible for indicators related to the financing guarantee and risk compensation mechanism; the departments of science and technology and industry and information technology shall be responsible for indicators related to the local development driven by finance; local regulatory bureaus of the Ministry of Finance shall be responsible for the standardized use of incentive funds of the central finance. All departments shall, on a regular or unscheduled basis, hold joint meetings to strengthen communication and information sharing in an attempt to build an effective and efficient working mechanism.
