| Decision of the National Radio and Television Administration to Cancel Materials for Certification Matters Specified in Some Rules and Regulatory Documents | | 国家广播电视总局关于取消部分规章和规范性文件设定的证明事项材料的决定 |
| For purposes of implementing the arrangements of the CPC Central Committee and the State Council for reducing certificates for the convenience of the people and optimizing services, in accordance with the requirements of the Notice of the General Office of the State Council on Effectively Reviewing Certification Matters (No. 47 [2018], General Office of the State Council), the National Radio and Television Administration (“NRTA”) has conducted a comprehensive review of materials for certification matters specified in currently effective rules and regulatory documents for radio and television. In accordance with the relevant provisions of the Regulation on the Procedures for the Development of Rules, it is decided to cancel the materials for certification matters specified in the following rules and regulatory documents. | | 为贯彻落实党中央、国务院关于减证便民、优化服务的部署，按照《国务院办公厅关于做好证明事项清理工作的通知》（国办发[2018]47号）要求，国家广播电视总局对现行有效的广播电视规章和规范性文件设定的证明事项材料进行了全面清理。根据《规章制定程序条例》的相关规定，决定取消以下规章和规范性文件设定的证明事项材料。 |

| 1. “The relevant certification documents for equipment” set forth in subparagraph (3) of paragraph 2 of Article 5 of the Interim Provisions on the Approval and Administration of Radio and Television Substations (Order No. 32, State Administration of Radio, Film and Television) are cancelled. | | （一）取消《广播电视站审批管理暂行规定》（国家广播电影电视总局令第32号）第五条第二款第三项规定的“设备的相关证明文件”。 |
| 2. “The certification materials for equipment” set forth in subparagraph (5) of Article 9 of the Measures for the Administration of the Business of Transmission of Radio and Television Programs (Order No. 33, State Administration of Radio, Film and Television) are cancelled. | | （二）取消《广播电视节目传送业务管理办法》（国家广播电影电视总局令第33号）第九条第五项规定的“设备的证明资料”。 |
| 3. “The business license” and “the public institution legal person code certificate” set forth in subparagraph (2) of Article 9 of the Measures for the Administration of the Business of Transmission of Radio and Television Programs (Order No. 33, State Administration of Radio, Film and Television) are cancelled, and the inter-departmental information sharing and online verification by the NRTA shall be conducted instead. | | （三）取消《广播电视节目传送业务管理办法》（国家广播电影电视总局令第33号）第九条第二项规定的“营业执照、事业单位法人代码证”，改由总局通过与外部门之间信息共享，进行网上核验替代。 |
| 4. “A photocopy of the identity certificate of the legal representative” set forth in subparagraph (4) of Article 7 of the Provisions on the Administration of Production and Operation of Radio and Television Programs (Order No. 34, State Administration of Radio, Film and Television) and a “license of an enterprise or a public institution” set forth in subparagraph (6) thereof are cancelled, and the inter-departmental information sharing and online verification conducted by the NRTA shall be conducted instead. | | （四）取消《广播电视节目制作经营管理规定》（国家广播电影电视总局令第34号）第七条第四项规定的“法定代表人身份证明（复印件）”以及第六项规定的“企事业单位执照”，改由总局通过与外部门之间信息共享，进行网上核验替代。 |
| 5. “A photocopy of the approval documents of the SARFT for the initiation of theme plans” set forth in subparagraph (3) of Article 15 of the Provisions on the Administration of Production and Operation of Radio and Television Programs (Order No. 34, State Administration of Radio, Film and Television) and “a photocopy of the approval documents of the SARFT” set forth in subparagraph (5) thereof are cancelled, and the information sharing and verification by the NRTA through the internal government system shall be conducted instead. | | （五）取消《广播电视节目制作经营管理规定》（国家广播电影电视总局令第34号）第十五条第三项规定的“广电总局题材规划立项批准文件复印件”以及第五项规定的“广电总局的批准文件复印件”，改由总局通过内部政务系统数据信息共享核查替代。 |
| 6. “A photocopy of the Business Permit for Production of Radio and Television Programs” set forth in subparagraph (6) of Article 15 of the Provisions on the Administration of Production and Operation of Radio and Television Programs (Order No. 34, State Administration of Radio, Film and Television) is cancelled, and the information sharing and verification between the NRTA and the provincial bureaus through the internal government system shall be conducted instead. | | （六）取消《广播电视节目制作经营管理规定》（国家广播电影电视总局令第34号）第十五条第六项规定的“《广播电视节目制作经营许可证》（复印件）”，改由总局和省局通过内部政务系统数据信息共享核查替代。 |
7. “A photocopy of the Permit for Production of TV Plays (Category B) obtained in the last two years” set forth in subparagraph (3) of Article 18 of the Provisions on the Administration of Production and Operation of Radio and Television Programs (Order No. 34, State Administration of Radio, Film and Television) and “A photocopy of the Permit for Distribution of TV Plays” set forth in subparagraph (4) thereof are cancelled, and the information sharing and verification between the NRTA and the provincial bureaus through the internal government system shall be conducted instead.
