| Announcement on Matters concerning the Electronic Networking of the Places of Origin under the Free Trade Agreement between the Government of the People's Republic of China and the Government of the Islamic Republic of Pakistan | | 关于中国-巴基斯坦自贸协定原产地电子联网有关事宜的公告 |
| In order to further promote the implementation of the Free Trade Agreement between the Government of the People's Republic of China and the Government of the Islamic Republic of Pakistan (hereinafter referred to as the “Agreement”), and facilitate the customs clearance of regulation-compliant goods under the Agreement, “China-Pakistan Electronic Origin Information Exchange System” shall be officially launched on April 30, 2018 (hereafter the same) to transmit in real time the electronic data on places of origin under the Agreement. The relevant matters are hereby announced as follows: | | 为进一步推动《中国-巴基斯坦自由贸易协定》（以下简称《协定》）的实施，便利《协定》项下合规货物通关，自2018年4月30日（含当日，下同）起，“中国-巴基斯坦原产地电子信息交换系统”正式上线运行，实时传输《协定》项下原产地电子数据。现就有关事宜公告如下： |
I. The consignees of imported goods or the agents thereof (hereinafter referred to as “importers”) that apply for enjoying the tariff rates under the China-Pakistan Free Trade Agreement at the time of import shall, in accordance with the relevant provisions of the Announcement No. 51 [2016] of the General Administration of Customs (hereinafter referred to as the “Announcement No. 51”), complete a Declaration Form for Imported Goods of the Customs of the People's Republic of China or a Recordation List of Goods Entering China of the Customs of the People's Republic of China (hereinafter collectively referred to as the “Import Customs Declaration Form”) in the “Mode of Declaration without a Place of Origin”.
．．．．．． | | 一、进口货物收货人或其代理人（以下简称进口人）在进口时申请享受中巴自贸协定税率的，应按照海关总署公告2016年第51号（以下简称“第51号公告”）的有关规定，以“无原产地声明模式”填制《中华人民共和国海关进口货物报关单》或者《中华人民共和国海关进境货物备案清单》（以下统称进口报关单）。
