| At present, as the global epidemic continues to spread, the world economy is suffering a severe recession, and China's foreign trade and foreign investment is confronted with a complex and severe situation. For the purposes of further implementing the spirit of the important instructions and official replies of General Secretary Xi Jinping on stabilizing the fundamentals of foreign trade and foreign investment, implementing the decisions and deployments of the CPC Central Committee and the State Council, effectively completing the work of stabilizing employment, finance, foreign trade, foreign investment, domestic investment and expectations, implementing the tasks of guaranteeing the employment of residents, basic people's livelihood, market participants, food and energy security, stability of the supply chain of the industrial chain, and operation of the grassroots level, further strengthening the work of stabilizing foreign trade and foreign investment, stabilizing foreign trade entities, and stabilizing the industrial chain and supply chain, with consent of the State Council, the following opinions are hereby put forward: | | 当前国际疫情持续蔓延，世界经济严重衰退，我国外贸外资面临复杂严峻形势。为深入贯彻习近平总书记关于稳住外贸外资基本盘的重要指示批示精神，落实党中央、国务院决策部署，做好“六稳”工作，落实“六保”任务，进一步加强稳外贸稳外资工作，稳住外贸主体，稳住产业链供应链，经国务院同意，现提出以下意见： |
| I. More effectively maximizing the role of export credit insurance: China Export and Credit Insurance Corporation shall, under the premise of controllable risks, actively guard against the risk of cancellation of orders prior to shipment. Before the end of 2020, China Export and Credit Insurance Corporation may, upon application by foreign trade enterprises, appropriately change the payment term or extend both the insurance grace period, and loss reporting period, among others, for short-term insurance. (Under the responsibility of the Ministry of Finance, the Ministry of Commerce, the China Banking and Insurance Regulatory Commission and China Export and Credit Insurance Corporation according to the division of functions) | | 一、更好发挥出口信用保险作用。中国出口信用保险公司在风险可控前提下，积极保障出运前订单被取消的风险。2020年底前，中国出口信用保险公司根据外贸企业申请，可合理变更短期险支付期限或延长付款宽限期、报损期限等。（财政部、商务部、银保监会、中国出口信用保险公司按职责分工负责） |
| II. Supporting regions with good conditions in copying or expanding the financing model of “credit insurance and surety bond plus guarantee”: Regions with good conditions shall be encouraged to support government-backed financing guarantee institutions in participating in risk sharing and providing guarantee of a certain proportion for loan principal exceeding the amounts of claims of export credit insurance. In addition, commercial banks shall, under the condition of “credit insurance and surety bond plus guarantee,” rationally determine the loan interest rate. | III. Providing credit enhancement support for foreign trade enterprises' financing through multiple means: The role of the national financing guarantee funds and local government-backed financing guarantee institutions shall be fully maximized. The sharing of financing risks in the foreign trade field shall be participated in, and various financial institutions shall be supported in increasing and be guided to increase financing support for micro and small foreign trade enterprises. (Under the responsibility of all local people's governments, the Ministry of Finance, the Ministry of Commerce, the People's Bank of China, and the China Banking and Insurance Regulatory Commission according to the division of functions) Banking institutions shall be encouraged to cooperate with foreign trade service platforms with relatively sound qualifications in consideration of the requirements for internal risk management, obtain trade-related information and credit rating services, and optimize the authenticity examination of trade background, to provide better services for foreign trade enterprises. (Under the responsibility of all local people's governments, the Ministry of Commerce and the China Banking and Insurance Regulatory Commission according to the division of functions) | | 三、以多种方式为外贸企业融资提供增信支持。充分发挥国家融资担保基金和地方政府性融资担保机构作用，参与外贸领域融资风险分担，支持、引导各类金融机构加大对小微外贸企业融资支持。（各地方人民政府，财政部、商务部、人民银行、银保监会按职责分工负责）鼓励银行机构结合内部风险管理要求，与资质较好的外贸类服务平台进行合作，获取贸易相关信息和资信评估服务，优化贸易背景真实性审核，更好服务外贸企业。（各地方人民政府，商务部、银保监会按职责分工负责） |
| IV. Further increasing export credit lending to micro, small and medium-sized foreign trade enterprises: The supporting role of finance shall be more effectively maximized, the credit granting to micro, small and medium-sized foreign trade enterprises shall be further increased, and problems of difficulty in and expensive commission fees of financing shall be eased. (Under the responsibility of all local people's governments, the Ministry of Finance, the Ministry of Commerce, the People's Bank of China, the China Banking and Insurance Regulatory Commission and the Export-Import Bank of China according to the division of functions) | | 四、进一步扩大对中小微外贸企业出口信贷投放。更好发挥金融支持作用，进一步加大对中小微外贸企业的信贷投放，缓解融资难、融资贵问题。（各地方人民政府，财政部、商务部、人民银行、银保监会、进出口银行按职责分工负责） |
V. Supporting the development of new business formats of trade: The increasement of a new batch of pilot programs of trade models of market procurement shall be promoted in regions with good conditions as soon as possible, as well as an increasement of the total number of pilot programs across the country to around 30, so as to advance the export of micro, small and medium-sized enterprises. (Under the leadership of the Ministry of Commerce and under the responsibility of all local people's governments, the National Development and Reform Commission, the Ministry of Finance, the General Administration of Customs, the State Administration of Taxation, the State Administration for Market Regulation and the State Administration of Foreign Exchange according to the division of functions) Existing channels such as special funds for foreign trade and economic development and guidance funds for the innovative development of trade in services shall be fully utilized, and the construction of cross-border e-commerce platforms, the development of cross-border logistics and the construction of overseas warehouses shall be supported. The Export-Import Bank of China, China Export and Credit Insurance Corporation and other various financial institutions shall be encouraged to actively support the construction of overseas warehouses under the premise of controllable risks. (Under the leadership of the Ministry of Commerce and in the charge of the Ministry of Finance, the China Banking and Insurance Regulatory Commission, the Export-Import Bank of China and China Export and Credit Insurance Corporation according to the division of functions) Measures for the administration of entrusted tax refund for comprehensive foreign trade service enterprises shall be further implemented, tax refund services shall be continuously optimized, and the progress of tax refund shall be continuously accelerated. The credit cultivation of comprehensive foreign trade service enterprises shall be intensified, so as to make more comprehensive foreign trade service enterprises that meet the authentication standards become “Authorized Economic Operators (AEO)” by the Customs. ．．．．．． | | 五、支持贸易新业态发展。尽快推动在有条件的地方新增一批市场采购贸易方式试点，力争将全国试点总量扩大至30个左右，带动中小微企业出口。（商务部牵头，各地方人民政府，发展改革委、财政部、海关总署、税务总局、市场监管总局、外汇局按职责分工负责）充分利用外经贸发展专项资金、服务贸易创新发展引导基金等现有渠道，支持跨境电商平台、跨境物流发展和海外仓建设等。鼓励进出口银行、中国出口信用保险公司等各类金融机构在风险可控前提下积极支持海外仓建设。（商务部牵头，财政部、银保监会、进出口银行、中国出口信用保险公司按职责分工负责）深入落实外贸综合服务企业代办退税管理办法，不断优化退税服务，持续加快退税进度。加大对外贸综合服务企业的信用培育力度，使更多符合认证标准的外贸综合服务企业成为海关“经认证的经营者”（AEO）。（商务部、海关总署、税务总局按职责分工负责）
