| Chapter I General Provisions | | 第一章 总 则 |
| Article 1 For the purposes of regulating the work of the national uniform legal profession qualification examination, these Measures are developed according to the Judges Law of the People's Republic of China, the Public Procurators Law of the People's Republic of China, the Civil Servant Law of the People's Republic of China, the Lawyers Law of the People's Republic of China, the Notary Law of the People's Republic of China, the Arbitration Law of the People's Republic of China, the Administrative Reconsideration Law of the People's Republic of China, the Law of The People's Republic Of China on Administrative Penalty and the relevant provisions issued by the state. | | 第一条 为了规范国家统一法律职业资格考试工作，根据《中华人民共和国法官法》、《中华人民共和国检察官法》、《中华人民共和国公务员法》、《中华人民共和国律师法》、《中华人民共和国公证法》、《中华人民共和国仲裁法》、《中华人民共和国行政复议法》、《中华人民共和国行政处罚法》和国家有关规定，制定本办法。 |
| Article 2 The national uniform legal profession qualification examination is a national examination organized by the state in a unified manner for selecting qualified legal professionals. | | 第二条 国家统一法律职业资格考试是国家统一组织的选拔合格法律职业人才的国家考试。 |
| Personnel to be appointed as judges for the first time, personnel to be appointed as prosecutors for the first time, personnel applying for lawyers' and notaries' practice of law and serving as legal arbitrators for the first time, and civil servants of administrative authorities engaging in review of decisions of administrative penalty, administrative reconsideration, administrative ruling and legal consulting shall pass the national uniform legal profession qualification examination and obtain legal professional qualification; | | 初任法官、初任检察官，申请律师执业、公证员执业和初次担任法律类仲裁员，以及行政机关中初次从事行政处罚决定审核、行政复议、行政裁决、法律顾问的公务员，应当通过国家统一法律职业资格考试，取得法律职业资格。 |

| Article 3 The national uniform legal profession qualification examination shall be legal, fair and impartial. | | 第三条 国家统一法律职业资格考试应当依法、公平、公正。 |
| Article 4 The Ministry of Justice (“MOJ”) shall, in conjunction with the Supreme People's Court, the Supreme People's Procuratorate and other relevant ministries and commissions, and entities, form a National Uniform Legal Profession Qualification Examination Coordination Committee to work on the major issues on the national uniform legal profession qualification examination. | | 第四条 司法部会同最高人民法院、最高人民检察院等有关部门、单位组成国家统一法律职业资格考试协调委员会，就国家统一法律职业资格考试的重大事项进行协商。 |
| Article 5 The work of the national uniform legal profession qualification examination shall be carried out under the supervision of the supervisory authorities, the secrecy authorities and the public. | | 第五条 国家统一法律职业资格考试的实施工作应当接受监察机关、保密机关和社会监督。 |

Article 7 The judicial administrative authorities of the provinces, autonomous regions and municipalities directly under the Central Government shall designate a specialized institution to undertake examination affairs of the national uniform legal profession qualification examination under the relevant provisions.
