| We have acknowledged receipt of the Application for Initiating the Pilot Programs for Innovative Construction of Financial Standards in Chongqing Municipality and Zhejiang Province (Document No. 4 [2018] of PBC, Chongqing and Document No. 212 [2017] of PBC, Hangzhou). We hereby give our official reply as follows: | | 关于分别在重庆市、浙江省开展金融标准创新建设试点工作的申请（渝银发〔2018〕4号文、杭银发〔2017〕212号文）收悉。现批复如下： |
| I. We have agreed on the attempt to carry out the pilot programs for innovative construction of financial standards in Chongqing Municipality and Zhejiang Province, and the pilot programs will last until December 31, 2020 from the date of the issuance of this Official Reply. | | 一、同意在重庆市、浙江省开展金融标准创新建设试点工作，试点期自本批复印发之日起至 2020年12月31日。 |
| II. The relevant departments shall, in accordance with the Implementation Plan for Initiating Pilot Programs for Innovative Construction of Financial Standards in Chongqing Municipality (Annex 1) and the Implementation Plan for Initiating Pilot Programs for Innovative Construction of Financial Standards in Zhejiang Province (Annex 2), seriously make arrangements for the implementation of the pilot programs to ensure the progress, especially that the goals will be achieved on schedule. One year after the expiry of the pilot program, the relevant departments shall conduct interim self-assessment and submit self-assessment reports. In the third quarter of 2020, you shall summarize the pilot programs in an all-round way and submit acceptance applications and summary reports. In the fourth quarter of 2020, the People's Bank of China will, together with the relevant departments, examine and accept the pilot work. | | 二、请按照《在重庆市开展金融标准创新建设试点实施方案》（附件1）、《在浙江省开展金融标准创新建设试点实施方案》（附件2），认真组织实施，保证试点实施进度，确保试点目标如期完成。试点期满1年后对试点工作开展中期自评估，提交自评报告；2020年第三季度，对试点工作进行全面总结，提交验收申请及总结报告。2020年第四季度，人民银行将会同相关部门对试点工作进行考核验收。 |
| III. Chongqing operations offices of the PBC and Hangzhou central sub-branches shall, in conjunction with the local offices of the China Banking Regulatory Commission (“CBRC”), local offices of the China Securities Regulatory Commission (“CSRC”), local offices of the China Insurance Regulatory Commission (“CIRC”), and quality supervision bureaus, effectively conduct organization and coordination, implement responsibilities of the work, and improve the working mechanism. In particular, as for the formulation and revision of key standards in the plan, you shall fully communicate with the People's Bank of China, the China Banking and Insurance Regulatory Commission, the China Securities Regulatory Commission, the Standardization Administration and other departments to ensure that the plan will be advanced in a steady and orderly manner. | | 三、人民银行重庆营业管理部、杭州中心支行要会同当地银监局、证监局、保监局、质监局做好组织协调工作，落实工作责任，完善工作机制，对方案中涉及重点标准制定、修订相关事项，应与人民银行、银保监会、证监会、国家标准委等相关部门做好沟通，确保方案稳步、有序推进。 |

| | 为深入贯彻落实党中央、国务院决策部署，推进金融行业增强标准化意识，充分发挥金融标准在金融业健康发展中的技术支撑作用，探索金融标准建设新模式、新经验，依据《中华人民共和国标准化法》、《中共中央、国务院关于开展质量提升行动的指导意见》（中发〔2017〕24号）、《国务院关于加强质量认证体系建设促进全面质量管理的意见》（国发〔2018〕3号），以及《金融业标准化体系建设发展规划（2016-2020年）》（银发〔2017〕115号文印发）、《国家标准委等十部门关于开展百城千业万企对标达标提升专项行动的通知》（国标委服务联〔2018〕4号）和《国家标准委等十部门关于培育发展标准化服务业的指导意见》（国标委服务联〔2018〕18号）等文件要求，现制定在重庆市开展金融标准创新建设试点实施方案如下。 |
| | 一、总体要求 |
| | （一）指导思想。 |
| | 全面贯彻落实党的十九大精神，以习近平新时代中国特色社会主义思想为指导，坚持新发展理念，认真落实中央经济工作会议和全国金融工作会议部署，围绕统筹监管系统重要性金融机构、统筹监管金融控股公司和重要金融基础设施、统筹负责金融业综合统计的要求，坚持改革创新、协同推进、科学管理、服务发展的工作理念，结合重庆市实际，在工作机制探索、特色标准研制、重点标准推广、标准评估监督等方面先行先试，探索开展金融标准化工作新路径和新模式，充分发挥金融标准支撑金融稳定发展的作用。 |
| | （二）基本原则。 |
| | 坚持创新驱动，引领发展。深入探索技术创新、管理创新、服务创新、模式创新，以金融标准化手段固化金融创新成果，充分发挥标准化对金融业的支撑作用。 |
| | 坚持围绕中心，突出特色。以统筹监管系统重要性金融机构、统筹监管金融控股公司和重要金融基础设施、统筹负责金融业综合统计为中心，结合地方特色金融改革试点，合理规划布局，积极运用试点手段，努力打造一批可复制、可推广、可示范的金融业标准化成果。 |
| | 坚持统筹协调，形成合力。集合人民银行分支机构、银监局、证监局、保监局等金融管理部门和地方标准化管理机构力量，发挥行业协会的团体优势和地方金融机构的金融标准化主体作用，形成多方参与、协作推进的金融标准化工作的有效机制和整体合力。 |
| | 坚持注重实效，强化监督。着力扩大金融标准在地方上的应用范围，借助标准化服务机构推动重点金融标准的贯彻落地，同时强化金融标准的实施反馈、效果评估和监督管理，提高金融标准的整体应用水平。 |
| | （三）工作目标。 |
| | 通过改革创新和机制探索，金融标准创新建设试点取得重要进展，在金融标准研制、金融标准宣贯和应用实施等重点领域形成一批可复制可推广的创新成果。通过金融标准创新建设试点，重庆市金融标准化程度和金融服务质量进一步提升。到2020年，完成以下目标： |
| | 1.金融标准化意识有效增强，加大对金融从业者和社会公众的金融标准普及力度，营造知标准、懂标准、用标准氛围，不断提升金融标准化意识。 |
| | 2.金融标准研究和制定取得进展，在金融科技、金融风险防控等领域开展金融标准研究，先行先试，取得实践经验。 |
| | 3.金融标准应用有效推进，实现辖区内金融机构重点金融标准对标达标，金融消费者满意率显著提高，培育 1-2个金融机构成为金融标准领跑者，金融标准支撑金融业健康发展的作用进一步显现。 |
| | 二、主要任务 |
| | （一）构建金融标准创新工作机制，协调解决建设试点中的困难和问题。 |
| | 1.由人民银行重庆营业管理部会同重庆市银监局、重庆市证监局、重庆市保监局、重庆市质监局建立金融标准创新建设试点工作组，辖区内金融机构、金融相关科技公司和标准服务机构作为成员，完善工作组的工作机制和管理制度，明确职责和任务分工，定期召开会议，协调解决问题，形成推进合力。 |
| | 2.建立和完善重庆市金融标准化人才库，开展金融标准专题研究、学术研讨、经验交流，强化金融标准化政策传递和业务培训，打造一批具有金融和标准化技术知识的人才队伍。 |
| | 3.探索建立金融标准化水平评价体系，研究量化金融机构标准化水平指标。在农村商业银行、城市商业银行探索法人金融机构标准化水平的评价方法、指标，为金融标准化水平评价积累经验。 |
| | （二）开展金融标准研究和制定、修订实践，提升试点地区金融标准研制能力。 |
| | 1.积极参与金融国家标准、行业标准编制，组织辖区内机构加强对金融科技、金融风险防控等领域金融标准的跟踪研究，在绿色金融、互联网金融方面，加强与中央金融管理部门沟通，在分支机构层面有序开展技术性规范建设，认真总结经验，及时向中央金融管理部门、全国金融标准化技术委员会提出金融国家标准、行业标准提案，积极参与、争取牵头部分金融国家标准、行业标准编制。 |
| | 2.加强金融团体标准建设，指导辖区内机构按照《中华人民共和国标准化法》、《团体标准管理规定（试行）》，有序开展团体标准建设，认真总结经验，适时申请转化为金融国家标准、行业标准。
