| For the purposes of implementing the decisions and arrangements of the CPC Central Committee and the State Council on advancing the mutually beneficial opening up strategy, better exploiting the positive role of import in meeting the upgraded consumption needs of the people, accelerating innovation in systems and mechanisms, promoting the upgrading of economic structure, improving international competitiveness, and other aspects, further expanding imports while stabilizing exports, propelling balanced development of foreign trade, boosting quality economic development, and maintaining free trade, the following opinions are hereby offered: | | 为贯彻落实党中央、国务院关于推进互利共赢开放战略的决策部署，更好发挥进口对满足人民群众消费升级需求、加快体制机制创新、推动经济结构升级、提高国际竞争力等方面的积极作用，在稳定出口的同时进一步扩大进口，促进对外贸易平衡发展，推动经济高质量发展，维护自由贸易，现提出以下意见： |
| I. General requirements | | 一、总体要求 |
| 1. Guiding ideology. The spirit of the 19th CPC National Congress shall be comprehensively implemented, Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall be taken as the guidance, the overall advancement of the overall layout for "economic, political, cultural, social, and ecological progress" and the coordinated advancement of the Four-Pronged Comprehensive Strategy shall be effected, the general work keynote of seeking progress while maintaining stability shall be adhered to, the new concept of development shall be firmly developed, the supply-side structural reform shall be adhered to as the main line, the Belt and Road Initiative shall be taken as the guide, the focus shall be on improving the quality and efficacy of development, the markets and resources at home and abroad shall be coordinated, the implementation of the innovation-driven development strategy shall be accelerated, imports shall be voluntarily expanded while exports are stabilized, and the improvement of the quality of the domestic supply system shall be stimulated, so as to meet the upgraded consumption needs of the people, achieve excellent import and export, and boost balanced development of foreign trade. | | （一）指导思想。全面贯彻党的十九大精神，以习近平新时代中国特色社会主义思想为指导，统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局，坚持稳中求进工作总基调，牢固树立新发展理念，坚持以供给侧结构性改革为主线，以“一带一路”建设为统领，以提高发展质量和效益为中心，统筹国内国际两个市场两种资源，加快实施创新驱动发展战略，在稳定出口的同时，主动扩大进口，促进国内供给体系质量提升，满足人民群众消费升级需求，实现优进优出，促进对外贸易平衡发展。 |
| 2. Basic principles. | | （二）基本原则。 |
| (1) Adhering to deepening reform and innovation: The reform of systems and mechanisms shall be furthered, an environment for innovation and development shall be created, trade facilitation shall be improved by innovation in regimes, modes, business types, and services, and the momentum of sustained development of foreign trade shall be enhanced by expending imports. | | 一是坚持深化改革创新。深化体制机制改革，营造创新发展环境，以制度、模式、业态、服务创新提高贸易便利化水平，以扩大进口增强对外贸易持续发展动力。 |
| (2) Adhering to equal focus on imports and exports: On the basis of stabilizing the international market share with respect to exports, the important role of imports in boosting consumption, restructuring, developing the economy, and expanding openness shall be maximized, and balanced development of imports and exports shall be driven. | | 二是坚持进口出口并重。在稳定出口国际市场份额的基础上，充分发挥进口对提升消费、调整结构、发展经济、扩大开放的重要作用，推动进口与出口平衡发展。 |
| (3) Adhering to overall planning and development: The coordination of internal and external needs and the combination of domestic with foreign trade shall be adhered to, the interactive and coordinated development of trade in goods and services, use of foreign capital, outbound investment, and foreign aid shall be boosted, market-oriented principles shall be followed, domestic and foreign capital shall be treated equally, and the balance between payments and expenditures under the current account shall be prompted. | | 三是坚持统筹规划发展。坚持内外需协调、内外贸结合，推动货物贸易与服务贸易、利用外资、对外投资、对外援助互动协同发展，遵循市场化原则，内外资一视同仁，促进经常项目收支平衡。 |
| (4) Adhering to the reciprocity and win-win strategy: The expansion of imports shall be closely combined with the advancement of the Belt and Road Initiative and the acceleration of the implementation of the free trade zone strategy, and imports from relevant countries and regions shall be increased, so as to expand interest integration and jointly promote the development of the open world economy. | | 四是坚持互利共赢战略。将扩大进口与推进“一带一路”建设、加快实施自贸区战略紧密结合，增加自相关国家和地区进口，扩大利益融合，共同推动开放型世界经济发展。 |
| II. Optimizing the structure of imports and promoting the upgrading of production and consumption | | 二、优化进口结构促进生产消费升级 |
3. Supporting product imports related to people's livelihood. To meet the needs of consumption upgrading and improvement of supply quality, it shall be supported to import daily consumer goods, drugs, rehabilitation and elderly care, and other equipment closely related to people's lives. Measures to lower tariffs on some commodity imports shall be implemented, intermediate circulation links shall be reduced, and unreasonable price increases shall be cut, so as to effectively improve people's living standards. The duty-free shop policy shall be improved, and duty-free product imports shall be increased.
