| Announcement on Matters concerning Enterprises' Access to the Unified Information-Based System for Cross-Border E-Commerce | | 关于跨境电子商务统一版信息化系统企业接入事宜的公告 |
| For the purposes of promoting the development of cross-border e-commerce and facilitating customs clearance, the relevant matters concerning enterprises' access to the Unified Information-Based System for Cross-Border E-Commerce Retail (hereinafter referred to as the “Unified Cross-Border System”) are hereby announced as follows: | | 为促进跨境电子商务发展，提供便利通关服务，现将跨境电子商务零售统一版信息化系统（以下简称跨境统一版系统）企业接入相关事宜公告如下： |
| I. Supporting the provision of the list entry function of the Unified Cross-Border System. An e-commerce enterprise or its agent may log into the “Internet + Customs” integrated online service platform to use the “Cross-border E-commerce” function to enter, modify, file and consult the list. | | 一、支持提供跨境统一版系统清单录入功能。电子商务企业或其代理人可登录“互联网＋海关”一体化网上办事服务平台使用“跨境电子商务”功能进行清单录入、修改、申报、查询等操作。 |
II. Disclosing the message standards for enterprises' access to the Unified Cross-Border System. Enterprises and third-party platforms participating in cross-border e-commerce business shall, on its own, develop or purchase access services in a market-oriented manner according to the standards, and the matters such as launching of relevant authorization shall be handled according to Announcement No. 16 [2016] of the General Administration of Customs (“GACC”) and Announcement No. 20 [2017] of the GACC. For the message specifications and Customs-verified transmission protocols and access service products, please refer to the Message Specifications for Enterprises' Access to the Unified Cross-Border System of the Customs (for Trial Implementation) (see Annex 1 for details).
