For the purposes of thoroughly implementing the spirit of the Central Economic Work Conference, regulating the investment of insurance funds in the rental housing market, and preventing investment risks, in accordance with the Measures for the Administration of Use of Insurance Funds, the Interim Measures for the Investment of Insurance Funds in Real Estate and other relevant provisions, you are hereby notified of the matters concerning the investment of insurance funds in long-term rental housing projects as follows: 为深入贯彻中央经济工作会议精神,规范保险资金投资住房租赁市场行为,防范投资风险,根据《保险资金运用管理办法》《保险资金投资不动产暂行办法》及相关规定,现就保险资金投资长期租赁住房项目有关事项通知如下:
I. Where an insurance company makes direct investment to, or an insurance asset management institution initiates the establishment of debt investment plans, equity investment plans, asset support plans, and insurance privately offered funds to, participate in the long-term rental market, the long-term rental housing project invested in shall meet the following conditions:   一、保险公司通过直接投资,保险资产管理机构通过发起设立债权投资计划、股权投资计划、资产支持计划、保险私募基金参与长租市场,所投资的长期租赁住房项目应当满足以下条件:
(1) It has good economic and social benefits, and has stable current or expected cash flow. (一)具有良好的经济和社会效益,具备稳定的当期或预期现金流;
(2) It is located in Beijing, Shanghai, Xiong'an New Area, or any other large- or medium-sized pilot city with net population inflow. If the land is used for collective construction in nature, it shall be located in the city participating in the pilot program of using land for collective construction to build rental housing projects.

 (二)处于北京、上海、雄安新区以及人口净流入的大中试点城市。土地性质为集体建设用地的,应处于集体建设用地建设租赁住房试点城市;
